The findings and conclusions on which the decision is based are noted below. . FINDING OF FACT 1. Background. This site was annexed to the City in April, 1987 (Boundary Commission file no 2344) . No prey taus land use applications have been reviewed by the Planning 'Division. Tre existing improvements, 6 professional office buildings, wer constructed when the property was in the County. re r i In Febru ry 1989, Washington County approved an application for site development review to allow construction of a 22,789 squar, foot office building on adjacent pw.=. p►erty locatr;d immediately east of the r abject site. Although no improvements are propose in the current application for a minor land partition, the Washington County approval; is significant because future development on the adjacent site may include additional development on ono of the lots (Parcel II) being created by the proposed partition. Some of the conditions of approval required by the Countt will affect th subject site. The =e conditions include 1) the requirement that a temporary access be provided along the east property line of the subject parcel, 2) an access route be eeitablished Along the north property line of the adjacent property to provide adequat access'_ to the subject site, 3) the temporary access must be closed at some point in the future when a permanent access is provided on the east side of the adjacent property. In the interim, the applicant ie required to provide access easements to the subject site to provide "free flowing movement between the temporary and permanent access points to Hall Blvd ". Access must also be provided to the adjacent parcel through the subject site from Greenberg Read. With respect to the existing access to the sub ect Bite from Green burg Road, the County has required ne a sPeeial condition that it be relocated to align with the moat northerly Washington Square acce00 on Greenburq goad when further t4►evelc patent occurs. Site Information and Proposal Description The site contains six professional office buildings totalling approximately 440500 square feet in area Access is provided to ereenburq road by a 22 foot driveway with a 30 foot wide apron. Two accesswayn exist to Nall Boulevard. A westerly 24 foot wide y 4 p y 35 foot driveway with 4(9 foot a ;�cn and a 24 foot driveway �ait�: a� � apron near the east boundary of the property. A joint use and maintenance agreement has been executed by Franklin Commons Associates and 5izmce Properties, Inc. Franklin owns the subject parcel. Siwinoo owns the adjacent pacel to the east which has been approved for dove opneznt by the county, as discussed above. The subject property contains two existing driveways intended to be used joinely by all parcels.
