Background The subject parcels were annexed to the City of Tigard through the Northeast Metzger annexation in November, 1987 (ZCA 87 -05). A lot line adjustment for adjacent tax lots was approved in January, 1989. A minor land partition and lot line adjustment (MLP 89 -20 /M 89-27) approved in January, 1990 created 3 parcels from adjacent tax lot 4100. No other land use applications for these parcels have been reviewed by the City. 2. 'Vicinity Information North of the subject parcels the properties are zoned R-4.5. Properties adjacent to the subject parcel to th9 south, east, and . west are lo %ated in Washington County and zoned R -5 for single family residences. Further to the west properties are also zoned R-4,5. Site Information and Proposal Description A single family dwelling is located on tax lot 4103. An additional lot is not created by the lot line adjustment, and the existing parcel reduced in size by the adjuetmeets is not reduced below the minimum lot size established by the approved zoning for that uistrict. 2. By reduc? ng the lot size, the lot or structure (s) on the lot will not be in violation of the site ve ; ent or zoning district regulations for that district. I would like to outline the events leading to the issuance of the tree removal permit and respond to the concerns that you raised. 8/1/88 Toni Smith called to report that trees were being removed on the Burness property., Coy Humphrey, Code Enforcement Officer, visited the property and had the work stopped. Bob Burness called requesting ng a tree removal permit for a number of dying alders, several dead fir trees, you and a w . gds , fir .. tit was threatening to fall. 8/5/88 - I visited the property, reviewed what was to be cut, and issued a permit. The trees to be removed accounted for less than 10 percent of the trees over 6 inches in diameter. I told him I felt but agreed to call Washington County for an interpretation of this provision.
