Site information and Proposal Description The subject site slopes slightly downward from east to west. Access for the two proposed parcels would be provided by separate driveways connecting to SW 69th Avenue, a local :street with an existing right -of -way of 50 feet. The 15 foot wide access easement shown on the site plan meets the width requirements of Code Section 18.108.070. SW 69th Avenue is paved, but is not improved with curbs or sidewalk. Subsection 18.164.030.A of the Code permits the Director to accept: a future improvement guarantee in lieu of street improvements on property zoned residential if the proposed land partition does not create any new streets. Since the area surrounding the site Is nearly fully developed with streets without curbs and sidewalks, a future improvement guarantee in lieu of street i mprovements is acceptable. Sanitary sewer service is available from an existing sewer in SW 69th Avenue. Each house must connect separately to the line. Storm drainage may be provided by an existing culvert along SW 69th Avenue or by on site disposal. The Building Derision points out that utilities for the existing house must be located and provided with easements if they will cross new property lines. The property owners also need to be aware of the height and other ''Imitations placed on structures located on flag lots, as deecribed in Section 18.98.030.8. ANALYSIS AND CONCLUSION The proposal satisfies the minor land partition approval criteria of Section 18.162.040 of the Tigard Community Development Code. The proposal conforms with the City's Comprehensive Plan and complies with all statutory and ordinance requirement% and regulations. The form of screening chosen must meet the requirements of Section 18.100.'
