In accordance w4.ch our telephone conversation on March 3, 1987, I have
enclosed a corny of a Notice of Dec&^ion whereby PGE was allowed to
comp.let,a a lot line adjustment iw o J.ving a two-acre parcel located on
the northeast corner of Johnson Street and Grant Avenue in Tigard.
I have also enclosed copies of the survey completed for this project,
as well as a legal description for the two parcels being created and a
separate legal description for the additional right-of-way to be
dedicated. The 0,739 -acre parcel was sold on January 13, 1987 to
Katlain and Jozef Lorinc.
Please review the legal descriptions and, if acceptable to you,
prepare a dedication deed and return it to me for ?GE's execution. If
you have any questions or need additional information, please contact
me.

The Director of Planning and Development has approved a Lot Line Adjustment
Application subject to conditions to adjust two parcels of 1.56 and 0.42 acres
into two parcel of 1.18 and 0.82 acres on property zoned R.-1'7 12
units/acre) located on the northeast corner of Johnson Street and Grant
Avenue, Tigard (WCTM 2S1 2BA, lots 1600 & 1700).
The adopted finding of facts, ■,decision and statement of conditions can be.
obtained from the Planning Department, Tigard City Hall, 12755 SW Ash, P.O.
Bost 23397, Tigard, Oregon 57223, The decision sctu11 be final on June 29,
1984. Any party to the decision may appeal this decision in accordance with
section 18.32.290(A) and section 18.32.370 of the Community Development code, •
which provides that a written appeal may be filed within 10 days after notice

APPLICATION: Request by Portland General Electric to adjust two parcels of
1.58 and 0.42 acres into two parcels of 1.1,S and 0.82 acres on property zoned d
R-12 (Residential, 12 units/acre) located on the northeast corner of Johnson
Street and Grant Avenue, Tigard (Wash. Co. ''tax Map 2S1 2BA, Tax Lots 1600 and •

DECISION: Notice is hereby given that the Planning Director for the City of
Tigard has APPROVED, the above described application subject to certain
conditions. The findings and conclusions on which the Director based his
decision are as noted below.
A. FINDING OF FACT
I. Background
No previous cases have been reviewed by the City on this property.
. .• 2. Vicinity information
Property zoned R-12 is adjacent to the northeast, southeast, and
r3outhwest. An R-4.5 (Residectai, 4.5 units/acre) zone lies on
the northwest side on Grant Avenue.,
3. Site Information and Proposal Description
The subject property consists of two legally separate parcels. The
larger eastern parcel contains, a, substation for P.G.E. and the
small parcel located at the corner of Johnson Street and Grant
Avenue is undeveloped. The applicant wishes to enlarge this
smaller parcel to include the entire Johnson Street frontage with
an average depth of 157 feet. P.G.E. indicates that the proposed
1.18 acre parcel will be adjacent to accommodate existing and
future electrical facilities and the 0.82 acre parcel will be sold.
4. Agency and NPO Comments' •
The Engineering Division notes that both Johnson Street and an
Avenue are minor collectors and City standard requires a 30-foot
wide right--of-way from centerline. The Building Inspection Office
h.s no objection.
NPO #2 has not commented:
B, ANALYSIS AND CONCLUSION
The proposed lot line adjustment is consistent with provisions of the
R-12 zone. The 1.18 acre parcel will be of sufficient size to

accommodate the substation and the 0.82 acre parcel may be developed iti
accordance with the regulations of the R-12 zone.

C. DECISION
Lot Line. Adjustment M 5-84 is approved subject to the following
conditions:
1« Six copies of the final lot line adjustment maip including legal
descriptions, shall be reviewed and approved by the Planning
Director. The approved map shall then be recorded with Washington
County with a copy being returned to the City Engineering Division
(attn: Randy Clarno) within 15 days. The relevant portion of the
City Code is enclosed.
2. Additional right-of-way shall be dedicated along the Johnson
Street and Grant Avenue frontage to provide a 30-foot width from
centerline. Legal descriptions for said dedication shall be
reviewed and approved by the Engineering Division (Attn: Randy
Clarao) prior to recordation with Washington County.
3. This approval is valid for the period of one year from tide final
decision date noted below.

Narrative
This application pertains to Tax Lots 1600 and 1700 owned by Portland
General Electric Company in Section 2BA, Township 2 South, Range 1 West, of
�.. the Willamette Meridian, Washington County, Oregon. They are 1.2-acre and
.42-acre parcels respectively in an area zoned M`,altiple Family Residential
(R-12) and designated Medium Density Residentialt in the Comprehensive Plan.
PGE currently maintains a distribution substatit.; on the northerly 246 feet
(.80 acres) of Tax Lots 1600 and 1700, with the balance of the property being
vacant. PGE has determined that the southerly portion of this site is not
needed for current or future utility operations and should be separated from
the substation property and either sold or developed in conformance with the
Comprehensive Plan. This application will allow for the separation of this
property.
