This was responded to by Mr. Benkendorf, who stated there is no change in district boundaries for this area presently contemplated. It would be served by the • Beaverton School District. COMMISSION DISCUSSION AND ACTION: Questions on drainage, density, storm water retention and drainage under 25-year and 100-year storms, were raised and discussed at some length. Dave Evans of David Evans and Associates of Portland consulting engineers, and the owner, Russell A. Krueger, took part in the discussion. Funk was concerned about buildings in drainage areas. T .,pedino inquired why the . Summer Lake Development was built to 100-year flood standards, while this one is considering only the 25--year storm. This was explained by Staff. There was considerable discussion of where the 100-year floodplain lay, and the data avail- 6 . able from the Corps of Engineers and CH2M-Hill, and the credibility of the data. Smith questioned the calculation of the density allowed in the apartment house area, v responded to by Selby. Smith and Funk expressed concern about the planning of a street in what appears to be a drainageway, and the applicability of pertinent ser,....i..tive land ordinances. There was discussion of the structures and painting for children's play in the cul-de-sacs. Tepedino MOVED for approval of Zone Changes ZC 29-79a and ZC 29-79b PD, based On Staff findings and recommendations, and directing the applicant to address specifically the issues raised -- emergency vehicles access, the drainageway issue, and the floodplain issue -- when next he appears be.ore the Commission. The motion was seconded by Bann. Smith asked that the areas discussed be re- examined to determine whether in fact they are in a drainageway or sensitive lands area, and if so, that the development plan he modified to comply with the sensitive lands ordinance. Tepedino added thLs to his motion with the concurrence of the second. Hall Boulevard on the southeast portion ( Wash. co. Tax Map 2S1 1 Tax Lot 600) . (Previously tabled) . Selby read the STAFF REPORT. The President asked what Staff's recommendation vls. It was agreed the recommendation was that contained in the June 5 Staff Report, which contained three conditions (which are addressed by the applicant in this presentation) . Bud Heimbach of Beaverton, in the absence of the applicant, read a prepared statement outlining the history and present status of Columbia Hardwood and Moulding Company, and. the reason for the request. Dave Sandstrom, staff engineer of Robert E. Meyer consultanLs, explained the intent to remove fill in the flood- plain to the contours existing in 1974, and illusatrated the proposal With reference to the plan ircinted on the wall (later to be designated Exhibit "A") It was ascertained the plan calls for removing illegal fill, building a ramp to the floodplain, and that the floodplain would be gravelled (not asphalted) to provide parking for 30 cats, Homer Allen, Attorney for the applicant, bid of progress toward acquisition by the applicant of a parcel involved in the total plan. Hall Blvd. Tigard, OR 97223 • The attached floodplain alteration plan is designed to restore the floodplain on the Columbia Hardwood and Moulding Company property to 1974 conditions and to provide a building site for a new 30,000 sq. ft. warehouse. The plan includes the following features: 1. The basis for design is aerial topography by the City of , Tigard, 1974; contour interval 2 feet; scale 1"-100' ; sheet 4421, SW 14 of Section 1, T2S, R1W, W.M. This topography documents ground elevations prior to the adoption in January, 1975, of the City of Tigard' s floodplain ordinance. 2. The 100 year floodplain elevation is 146.0 feet based on 1974 topography. 3. The proposed grading in the floodplain area involves removing existing fill back to the lines and grades shown on the attached plan. Implementation of this plan will restore the floodplain storage to the original amount provided in 1974 of 6.40 acre-feet. This will also restore the 100 year floodplain elevation to 146.0 feet. Site work includes ' . cleaning and grading the main creek channel off-site to improve drainage and to restore 1974 conditions. Channel cleaning and grading is recommended from the railroad' culvert to, the north line of the subject property. 4. In response to a question, Staff explained ,., 1. plans for the extension of Commercial Street as the property is developed. • The President asked Mr. Pohl to explain the phrase "condominium style", The phrase, he thought, might be a misnomer. In .discussion with and among the Commissioners it was brought out that what is contemplated is 40 townhouses in buildings containing from three to seven or eight units each, with ooznrnon areas owned and maintained by a townhouse association. In the sense that each house- holder will own a lot: only slightly larger than the ground on which his common.,., wall unit is situated, it would be more accurate to call them simply townhouses. Mr. Rohl in REBUTTAL then responded to the various points voiced in opposi- tion public testimony.�� John Havery of Tigard inquired, in general whether the developer of a Piing' ed Development approved for a density less than permitted by zoning could later develop to the'maximum density allowed by the zone. After some discussion the aftewer was that he could do so only after another hearing before the Planning Commission. It was observed by Commissioner Smith, this would most likely be a very unprofitable move for the developer. COMMISSION DISCOSSSON o Smith raised the question of the distinction between what is approved in the preliminary plan and program review, and the subsequent general development plan and program. Selby stated the preliminary plan, review • is concerned with (a) concept, and (b) density. The general plan is very specific and includes such items as landscaping, drainage plans, building heights and m locations, exterior finish--all within the concept and density approved in the preliminary plan. Speaker objected to the mathematics as stated in the Findings of Fact N'o.4, and raised the question of what open space was contemplated to be dedicated which. would justify all or part of the 20 percent density increase permitted, for dedication of open space. Wood felt the intent of the ordinance in awarding of up to a 20 percent density increase for dedication of open space did not apply here. IIIl LOCATION The subject property is located within the Tigard City Limits in the S.W. 1/4 of Section 1, T2S , R1W, W.M. , Washington County, Oregon. Access to the site is at 12700 S.W. Hall Boulevard. vi The property is bounded on the south by the Southern . Pacific Railroad and the Oregon Electric Railroad, on the west by Hall Boulevard, on the north by industrial property, * 1 and on the east by a drainage way that is subject to inundation by a 100 year flood. DRAINAGE AREA AND DRAINAGE STRUCTURES The stream that subjects the Columbin Hardwood property to . ,, flooding during a 100 year storm begins at Mt, Sylvania to the northeast and travels approximately 2. 6 miles to its i discharge in Fanno Creek. The drainage basin is largely developed in residential, commercial and industrial areao , and is intersected by several major highways . The drainage basin covers approximately 985 acres . • , 1.. Approximately 400 feet upstream from Fanno Creek, the stream passes under two parallel railroad fills adjacent to the . subject property. Each fill tises approximately 19 feet above the flow line of their respective culverts . The culvert under the northerly railroad is an arched 't concrete box culvel:t six feet high and six feet four inches wide, The invert elevation is approximately 135 feet. . ,.,-. Concrete 30 degree wingwalls are a both ends of the culvert. )., 1. The culvert under the southerly railroad is a 7° -6" diameter corrugated metal pipe, The invert elevation is approximately 134 feet. Assumptions include: time of concentration = 80 minutes runoff coefficient = 0. 4 w rainfall intensity = 1. 0 inch ,./hour for a. 100 year storm of. 80 A minute duration • c 100 YEAR FLOOD PLAIN ELEVATION ` During a 100 year flood, Fanno Creek crests at an elevation li of approximately 142. 8 feet based on Army Corps of Engineer data. At this elevation the railroad culverts become sub- merged, ponding water, at the north side of the railroad. The culverts and the backwater from Fanno Greek restrict the runoff from the 100 y Y year storm causing the water tc back up adjacent to the Columbia Hardwood and Moulding property. As the Yunoff from the 935 acre drainage basin increases , the water surface rises gradually to a peak level and then subsides. The point at which the peak flood level occurs ii is a function of the volume of flood storage upstream of they railroad culverts, the discharge capacity of the 1 culver t s, the rate of runoff from the drainage aiage basin and Or the flood plain elevation of Fanno Creek. The peak flood level was determined by use of the 'WATER' computer program. The flood storage volume upstream of the railroad culverts was calculated at incremental depths t froml9 74 City of Tigard topographic maps and from topo- graphy by REM Consultants , Inc. , in 1978. Using input data for flood storage volume, culvert capacity, and runoff 8 1, characteristics , the program develrDed the runoff hydrograph and routed it through the s seen± to determine the hydrograph l g y point at the level occurred.
