Nature of the proposal and the reason for requesting the particular action. This document .is a formal application for a change in the Tigard Comprehensive Plan designation for a 11.54 acre parcel of land directly west of Summer Lake (13, th Avtnue) and north of the approved Winter Lake project. This request is for an amendment to the Tigard Comprehensive plan from the present ` R7 designation to an Al2 Urban Medium Density. The parcel lies between an Al2 parcel to the north and an Al2 M( parcel to the south. The parcel to the south, the approved "Winter Lake" project is a development of smaller lot homes and multi-faimi ly sites at an Al2 density. Winter Lake prow- R vi ded the third quarter of the regional onal Summer Lake Park in thep rocess of their approvals for development. The, remaining 1 . ' quarter for the park's implementation is a part of the "de- ''' '" subject site. The subject site is vel opabl e portion of the very difficult to develop as Ri because he floodplain bi a sects the site and occupies `approximately 3g" of the area. ..".•10144 To', accommodate the Parks Plan, approximately 15% of the land is designated for use by the, city. The result is two small requiring` separated parcels for development density ar°ier s " for a viable project. The project at the Ad2 density would allow for cluster housing at a location close to major recrea- t,►n facd"litie . The Al2 density t)tt.itlici be gompatlhio with the Al2 designations adjoining to the litirttl and the south, ,. 2. How the proposed use is in conformance with Ti gard's Adopted Comprehensive Plan. Th, parcel wasannexed to the City t of Tigard approximately one, year ago. The Washington County Zoning desitinat on was an RU4 anc' the closestTigard zone to be assigned is an ' 7* , . Since the parcel was not a part of the housing analysis,' the. ' most appropriate.. designation is an Al2 as she parcels directly . COMPREHENSIVE PLAN AMENDMENT MAY 1981 Page north and south are. Developmert of this parcel at an Al2 density will further the implementation of the Summer Lake Regional Park Plan. 3. Community need and/or public benefit derived from the proposed action. The community and public ;benefit'will be realized zed by the com- pl ete accumulation of land for the regional Summer Lake Park. The park as Fl anned will provide recreational facilities for ppssive use. Another active and benefit will be realized by allowing a i;i gher density to be transferred to the remaining "buildable" land because it will be possible to of f.r the housing units at a more moderate cost because t f '.ire resulting lower per unit development cost. A greater concentration of housing would be located adjacent to a major' recreational cely- ter and close to business centers (Koll Business Centers Tigard Washington Square.) The NPO #7 Plan, also recognized a need for higher densities: in their neighborhood a'ea. The NPO #7 Plan states that the most appropriate area for mixing housing types attached units ul ti-family is west of 121st where established neighborhoods will not be ac fected 4, Any changes in envi`romental , economic or social conditions and/or changes in availability or public services or access and/or any aspect of comun development others 1 di t^octly affecting the subject site that would justify gue the requested stud action, The primaY.,i, :aspect of community developt/iont directly affecting the site Is the Parks plan which substantially affects the i d able area of the parcel . An increased density allows a vi ao`1 e hcusing type to be designed on the resulting separated buildable portions:; Public services are available to serve the site at the Al2 designation. Metro has also designated this ° neral area for an overall density range of 840 units per gross acre 4 _ r r r ., • i M COMPREHENSIVE PLAN AMENDMENT page MAY 1981 , 5. Why he proposed location for your proposed land use is more suitable than other locations i n the City zoned to allow the proposed use? The request for park land dedication to implement the Summer Lake Park Plan is unique to this site" The size, shape and physical characteristics ris •tics da not allow for a viable project afterpark; land i s dedi cater The will benefit the parkwhole p region and a higher density should be achieved in close prox- imity. Designations on p;Roperties to thenorth and south are Al2. , 6. The in; act or effect the proposed development, use, or acti- vity will have on adjacent sites, occmPsants or activities and on the immediate neighborhood. The NPO #7 Plan states that higher densities ands mixing of 1 a housing types sh cul d be located west of 121st to minimize the impact on established neighborhoods. The proposed develop- merit would be compatible with the types of development recent- ly approved to the south. As the area 15 a newly developing area, tho immediate neighborhood wi l i not be affected. The future residents and the City will bene ci t by comp i eti ng the accumulation of sufficient park land for a regional park. 7. The types of public services necessitated by your proposed development and the 'mpact that your project may have on these public services All services are available to the site. A 27 inch sanitary sewer l ipe has been extended through the Summer Lake project to S. W. 130th the eastern boundary of the subject site. A 12 inch : `n e exists in S. W. 130t1 , Storm drainage will 'bi..`e r . go to the flood plain area. bedi cati ons will be made for improving Si, W. 130th. •.';: .. ....... .. ....... .::.. ......,.•;• „, ,....
