The Kings Choice complex was purchased by PMSI in 1986 and includes 70 units. PMSI is committed to on- going,. ownership and management of the Kings Choice project. Given the age of the complex, individual waits are rented at below market rates and approximately 20% of the units are occupied by elderly tenants. In addition, 75% of the units are rented by residents earning less than $1500/month. PMSI wa�� not aware of the public; hearing before the Planning Commission on this amendment and consequently did not provide input at that level. Each of the alternative routes severely impact the 'Line" gs Choice apartment complex and PMSI wants to be on record in oppositions to the amendment. Specific reasons for the opposition of PMSI are highlighted below. 1. Lots of any units will impact the viability of the entire project. Choice complex = •, The , Kings G complex includes 70 apartment units. The site is fully built -out. PMS� owns and manages thousands of apartment units in the metropolitan area and has evidence that 70 units Is the absolute mini4nuni size required to support on -site management and operating efficiencies. Two of the alignment options, #3 and #4, would require the removal of existing units and would also result in segregation of the complex by a major roadway. Option #5 avoids the Kings Choice complex but has unacceptable impacts on established neighborhoods. Options #1 and #2 would impact a substantial number of units in the Kings Choice complex. It is the position of PMSI that any reduction of the project below the existing minimum threshhold of 70 units would compromise the economic viability of the project and would require full condemnation and acquisition of the entire site, not just the roan right -of -war 2.
