AN ORDINANCE AMENDING SECTION 18.62 C-G (GENERAL COMMERCIAL) AND 18.64 C-P

(PROFESSIONAL AND ADMINISTRATIVE OFFICE), DECREASING THE FRONT YARD AND CORNER
AND THROUGH LOT SET BACKS AND DECLARING AN EMERGENCY. (CPA 15-84)
WHEREAS, the front yard, corner' lot, and through lot setbacks in the C -G' and
C -a zones are inconsistent with one another and difficult to' administer and
WHEREAS, the Planning Commission held a public hearing on proposed 'changes to
the setback requirements in the C -G and C -P zones and voted to recommend that
City Council approve al change in the setback requirements in the C -G and C -P
zone; and
WHEREAS, the City Council held a Public hearing ou the proposed changes to the
setback requirements in the C -G and C -P on May 14, 1984, and voted to adopt
the proposed changes to the setback' requirements in the C -G and C-P zones..
THE CITY OF TIGARD ORDAINS AS FOLLOWS:
Section 1. Section 181.62., 050 (C 1. 2.) of the Tigard Community'
Development l Code shall be amended l as follows:

use should not be allowed in the. Central Business District. The
property owners were at the meeting to request 'Council reconsideration
to allow 115w -120' for light _manufacturing along the railroad.

item should not go back to the NPO and Planning Commissions He felt
it was an amendment to the plan. He recommended.' leaving the area as

Mayor Bishop congratulated the NPO's for their work and commented all
the staff and public input should I be recognized. He stated his
concerns regarding the LCDC designated density requirements. While
his philosophy hadn't changed, he stated he would 'vote; for the plan
because of state law requiring compliance. He felt the heavy density
requirements would not be beneficial for the community.
City Administrator clarified thin discussion regarding the 'Urban Area
Planning Agreement in effect with Washington County. This agreement
will expire Decembelir 31, l9$� and consensus of Council was they did

zones. There were two questions which needed to be answered. 1. Do
we want residential' uses allowed in all commercial zones? 2. What

Commissioner Owens moved and Commissioner Butler seconded to
recotnnend to the City Council that the action they proposed be put
into effect.
Commissioner Moen commented they, had already 'dealt , with not ,,allowing
residential uses in the Commercial 'Professional Zone. Also, he did
agree With opposing a possible extension of Murray Blvd. to
Gaarde St..' He felt there was a I need for 'a good clean connection and

Bll Monahan asked for input concerning omissions and corrections of the
Comprehensive Plan' prior to ratification by the City Cou cil. The following

Other Business - Discussion was held concerning the pros and cons of having
the Planning Commission President act as Chairman of the CCI. lbe members
present endorsed having the President 'preside, as Chairman,
Members of the CCI are requested to submit their evaluations of the citizen
involvement process as well as a letter from, the NPO endorsing, the .
comprehensive plan.

The Housing Authority also operates a Multi- Family Rental Rehabilitation
Program funded by the Federal Government, to assist units occupied by
low and moderate income. tenants.
Under Implementing Str.a'tegies, the single most effective method of providing
decent, safe and sanitary housing for future` citizens of the City of Tigard,
would be to add that "The City would work toward adopting «i housing code".
On page 22,'under Assisted Housing, the percentage figures seem not to be
correct and should be checked. Also, check the figure on page 17, paragraph
7 of the Introduction, Housing Demands.
We discussed dispersal of Public Housing' units and ! agreeded that low income
housing units should be dispersed. This is our current policy, but I cautioned
that the term not be narrowly interpreted to, in effect, restrict where low
income tenants could live—,

ASSISTED HOUSING
According to Federal policies and <criteria, households earning 80 percent: or
less of the areas median income are considered to be moderate income
households, and households earning 50 percent or less of the areas median
income are considered leP income households. It is likely that these groups'
may need some housing ars'kstance. The 1980 . Census Data, Tigard 1980, revealed
that approximately 41 percent of the households in the Tigard area have
incomes at or below the moderate income level of Tigard.
Low income 20% $10,030;
Low - Moderate income 21% $16,050
Additionally, 34 percent, or approximately 1,986 househoulds, of the total
households in Tigard are spending; more than 25% percent of their income on
housing.
Table 11-7 distinguishes from low and low-moderate incomes that are presently
homeowners, and renters.
