I t . The Tigard Planning Commission reviewed the above application at a public hearing on March 5, 1985. The Commission based its decision on the facts, findixgs, and conclusions noted below: ?. A. FACTS 1. General information CASE: Subdivision S 1-85 REQUEST: To divide a 2.97 acre parcel into 13 lots ranging from 7,500 to 8,400 square feet. COMPREHENSIVE PLAN DESIGNATION: Low Density Residential ZONING DESIGNATION: R-4.5 (Residential, 4.5 units/acre) APPLICANT: OR-AK Corporation OWNER: Edith Carnahan 13050 SW Forest Meadow Way 10985 SW North Dakota Lake Oswego, Oregon 97034 Tigard, Oregon 91223 LOCATION: 10985 SW North Dakota St. (Wash. Co. Tax Map 1S1 34tH, Tax Lot 200. 2. Background • The City recently approved a lot line adjustment which involved the subject property and the parcel to the north (M 7.84). The plot plan submitted reflects the new parcel. configuration. • 3. Vicinity Information All of the surrounding propert"es are also zoned R-4.5.. Black Bull Park Subdivision is situated immediately to the' northwest. Except for this 4 development, the, surrounding properties can be �charecte rued as small acreage homesites. North Dakota Street is designated as a minor r collector and will provide access to the development from the south. 4. Agency and NPO Comments I1 The Engineering Division has the following comments: a. Additional right-of-way should be dedicated along the entire Nortaa Dakota frontage to provide a 30 foot right-of-way width from centerline. b. The sanitary sewer mainline shall be extended westerly across a 15 foal: sanitary and storm drainage easement shall also be provided. Easements shall be executed o•k, City forms. • c. dike/wheelchair ramps shall be installed at intersections and "` mailbox clusters shall be installed along SW 109th Avenue, Further, all public construction work shall conform to the City's standards. ; d. Two sanitary sewer, service laterals and a concrete driveway apron shall be installed to the west right-of-way line of . SW 109th to provide future service at the twenty-five foot wide tract between Lot # 2 and # 3. • e. A temporary turnaround shall be installed at the terminus of SW P 109th Avenue in a configuration acceptable to the City and Fire 1 District. All necessary construction and documentation required l ' by the City and Fire' District shall be completed prior to issuance f. of any building occupancy permits. On street parking may be restricted at the City's discretion. f. The pavement taper at the :vest end of SW North Dakota Street shall be increased to five to one and standard traffic warning devices shall be installed. g. All sanitary and storm locations shall be placed in positions that do not interfere with centerline monumentation. 9. A turnaround shall be provided at the end of 109th Avenue which is in conformance with accepted City and Washington County Fire District No. 1 standards. 10. I would like to express the fire department'., requirements and recommendations for this area. As stated in the Uniform Building Code, Section 10.203, a 20-foot-wide unobstructed road must be provided into the area. I cannot at this time see any specific width stated so must assume the road is 20 feet plug, wide. Item 2, under Ordinance 83-1 ; it is required as an addendum that all roads in excess of 150 feet wide be provided with an all-weather-surfaced turn- around by means of a hammerhead or cul-de-sac at the end of this road. According to the plans, I do not see this. It indicates that a street barricade will be installed. We would like to recommend that a turnaround be required in this addition. Also, no indication was made as to firefighting water supply or hydrants, As required in the code, a 4iirefighting water supply must be provided by means of a hydrant - one hydrant to be placed at a maximum of 500 feet from any structure in a residential development.
