conditions . No significant progress was made on site and
more than one year elapsed. Owner has reapplied for subdi-
vision app oval.
FINDINGS OF FACT:
1 The applicant is requesting preliminary plat approval in
accordance with Section 17 .16 .100 of the Tigard Municipal
Code to subdivide a 3 , 34 acre parcel. into 20 lots with a
minimum lot size of 5000 square feet G dwelling units per 0 q �g P
acre Maximum Density.
2 . Applicable policies from the NPO 05 Plan are vs follows
POLICY 2: Residential subdivision will be developed with
paved streets, curbs and gutters, street lights, '
and wa1}ways, according to city or County stan-
aards. All utilities will be placed underground.

These facilities shall be (a) capable of adequately
serving all intervening properties as well as

indicated on the tentative plan and all reserva-
tion or restrictions relating to such private
roads and 'streets are set forth thereon.

Plan and applicable zoning regulations of the City,
then in effect.
d. No tentative plat of a subdivision or map of a
major partition shall be approved un. ess there

4. The site is a vacant, relatively flat field, gently sloping
at a 1-3% grde towards the west. Surrounding land uses
includes the 'allowing: To the north, Hambach Park, a 30
lot single-family subdivision under construction; to the
south, a flat vacant field to SW Ross Street; to the west
across Hall Blvd. , a small orchard with a farm house and
Scheckla Park Estates, a 68 lot single-family subdivision
under construction; to the east, single-family houses on
large lots on SW 81st,
5 . Sewer service is available to the site from an 8" line at
Hall Blvd. and Murdock Street or from an 8" line in 83rd Ave.
at the south line of Hambach Park Subdivision. The Preliminary
plat proposes to extend an 8" sewer line 120 ft. along Hall
Blvd. and thence along the common lot lines of Lots 14 and
15 to the cul-de-sac in LaMancha Estates.
6 . Water service is available to thz: site from a 12" Tigard e
Water District line in Hall Blvd , or a 6" line in 83rd Ave.
from Hambach Park. The preliminary plat proposes to extend
a 6" water line from Hall Blvd. through Lob 13 to the cul-de-sac '
in LaMancha Estates.

9 • The Tigard Environmental Design and Open Space Plan desig-
nates SW Hall Blvd _ as a "visual corridor" . As a condition
of approval of Hambach Park (S 1-78) , immediately north of
LaMancha Estates, a 15 foot landscaped earth berm was
required along SW Hall Blvd. frontage.
10. No fire hydrant wit ►in LaMancha Estates was indicated on , ,
the preliminary plat. Joseph E . Gruelich, Deputy Fire
Marshall, Tualatin Rural Fire Protection District, stated
in a letter dated February 20, 1980, that a fire hydrant
will be required to be installed at the cc .rarer of 83rd and
the cul-de-sac street in LaMancha Estates .
11 . A revised preliminary plat was submitted by the applicant
following the Planning Director 's denial of the original
one on January 17, 1980. The revised plat proposed access
• to LaMancha Estates from the north via 83rd Avenue, no
• direct access from Hall Blvd,, and the extension of 83rd
Avenue as a stub street to the south line of LaMancha
Est, ,.:es, to serve future development to the South. A 20
foot emergency vehicle acceGs to Hall Blvd is proposed
along the north side of Lot 13 .
12 . The lot lines between lots 15/16 and lots 11/10 are 76 feet
not 86 feet, as indicated on the preliminary plat. Lots
10 and 16 as proposed are slightly less than 5000 sq. ft. ,
approximately 4970 sq. ft. each. The other lots range from
5000 to 7300 sq. ft.
CONC:GUS IONS
1 . The proposed preliminary plat conforms to NPO #5 plan in that
the lotting pattern is for residential purposes, but does
not conform to the lot size requirements of Title 18 of the
Tigard Municipal Code (Zoning) , in that lots 10 and 16 are
less than 5000 sq, ft.

2. The connection of 83rd Avenue as a stub street to
the south
line of Lahancha Estates, as recommended b y the Planning
Director, has been proposed; a one foot reserve
strip at the

with the Environmental Design and Open Space Plan and the
required berm along Hambach Park frontage.
6 . A storm water drainage system should be provided for this
subdivision.
STAFF ACTION: Staff approves the preliminary plat of
LaManche Estates, subject to the following
conditions:

out by the appropriate department.
11. No changes will be made to approved plans or specifications
unless formal application is made to the appropriate City
department and changes are approved by that department.
Application for changes will be made in writing and shall
include applicable drawings .
12 Grading and construction plans for all work in public ,rights--
of-way and all other public improvements shall be prepared
by a registered professional engineer in accordance with City ,
standards, and shall be submitted to the Public Works Depart--
ment for review. ,
