Site Location: 11585 and 11595 SW Greenburg Road (Wash. Co. Tax Map 1S1 35DC,
Tax Lots 2600 and 2900).
Request: The applicant is requesting preliminary plat approval in accordance with
Section 17.16.100 of the Tigard Municipal Code to subd:Ivide a 2.88 acre
parcel into fifteen lots in a R-5 "Single Family" zoneo
Previous Action: On August 27, 1979 the City Council approved the zone change
on the subject site from City R-7 to City R-5.
I. Findings of Fact:
1. The subject site is presently zoned R-5 "Single Family Residential"
(5:4000 sq. ft. lots) and is designated the same on the NPO #2 Plan.
2. The applicant is requesting preliminary plat approval in accordance with
Section 17.16.100 of the Tigard Municipal Code.
.47.4 3. Applicable policies of the NPO #2 Plan for residential development are as
follows: 0-
"Public Improvements" - Policies 2 and 3 (page 13)
"Single Family Character for the Area" - Policy 6 (page 16)
4. The topography of the site slopes from north to south at an approximate
5% grade. There are single family units on lots 2800 and 2900 fronting
SW Gre,mburg Road with vacant area to the south. The surrounding land
uses are single family units to the north and east with apartments to the
south. There is an existing salvage yard directly to the west of the 44
r subject site. The salvage yard tax lots have been designated by the
Housing Implementation Plan to be 5,000 sq. ft. single family lots.
5. Sanitary sewer service is available off the existing line west from
SW 91st through an easement from Tax Lot 2400 to the site. (Clarification --
the easement has been granted since the same applicant has received approval
througb lot 2400 of a minor land partition creating the easement on the
lot)(Re: MLP 16-79) Water service is available to the site.

6. Traffic circulation for the site will be SW Greenburg Road fronting
on the north. In the future an extension of a strt..,t created by this
subdivision will extend out to SW 95th through the salvage yard. The
intersection of the internal street to SW Greenburg Road is at, a 900
angle and aligns with SW 92nd creating a four way intersection. SW
'Y
Greenburg Road is designated a collector street. It is in substandard
condition having ,'.nadequate paving width with no curbs on sidewalks.
The proposed internal streets have fifty feet of right-of-way with
34 feet of paving and a cul-de-sac.
II. Conclusio ry Findings:
1. Th% applicant's proposal is in keeping with the standard subdivision
ordinance and density of the Tigard Municipal Code.

2. SW Greenburg Road .heads improvements to collector street standard with a
stop sign at the intersection of the internal street and Greenberg Road.

III. STAFF RECOMMEVDATIONS:
Staff Recommends approval subject to the following conditions:

Attached to this letter are seven copies of the proposed preliminary
plat, BARBEE COURT (a subdivision), application form and the required .

' title company reports. We wish to have the application cans• riered at the
earliest possible date.
In conjunction with this 15 lot development of 5000 minimum square foot
lots, we are requesting under a separate application, a re-zoning of •
the subject property from R-7 to R-•5 as encouraged by the recent ,
(May 21, 19 9) City Council action on the neighborhood plan. Also under
separate, application, we are requesting variance approval for the creation
of a 40' wide street right-of-way. We believe that the use of utility
easements in conjunction with the narrower street right-of-way is a ' , .
necessary component in the development of this potential R-5 site..
Included with this package is a preliminary utility plan depicting
existing and proposed storm and sanitary sewer and water lines. Please
`„ note that the storm sewer system includes 'a runoff detention pipe that
will negate the increased rate of storm runoff incurred by development ;R
of the property.

' Two existing houses located immediately adjacent to Greenburg Road are
