The site is designated "Urban Low Density"19 'g 'ty (4 dwelling units. per gross acre) on the NP0 #5 Plan and is presently zoned Li R-7 "Single Family Residential". 2. Applicable policies from the NPO #5 Plan, as follows: A a. The maximum o'c?•orall density of development will be four dwelling units or 12 persons- per gross acre. This amounts to 'a standard of 7,500 square feet, of land per dwelling writ allowing for streets and other open space. Some area; will have a lower density owing to topographyA existing development patterns or the desire of individuals to own a larger lot. b. Residential subdivision will be developed with paved streets, curbs and gutters, street lights, and waikwaysp according to City or County standards. All utilities will be placed ;° underground. tl. • c. Development will coincide with the provision of public streets, water, and sewerage. facilities. These facilities shall be (a) capable of adequately serving all intervening properties as well as the proposed devellpment and (b) designed to meet City or County standards 3. With the average household sizes in single family dwellings being 3.11 and. 2.23 persons per • .�,. r household, respectively,, this would indicate a need for 154 dwellings in the area in the next two years. At the average ratio of single family to multifamily of 60/40, 62 of these would be multifamily units. Vacancy rates in all housing in the area are continuing at low levels, i.e, 3%4 to 5%, which is indicative of an additional shortage which must be made up in . , addition to the projected new housing requirements. A look at current demographic trends in the United States suggests a well.- founded expectation for a continuing strong market for low density housing . types, such as detached single family dwellings and duplexes. The progeny of the "baby bopm" of the post-war period began entering the 25 - 34 year;; �• of ;age cohort in 1976, and the bulk of this bulge in the age structure will be in this cohort by 1980. Since this group is the primary single family and duplex market, it is unlikely that the current rates of homey buying will stabilize or decrease in the next five years. Also, the declining average household size (down to 2.89 persons nationally from 3:33 in 1960) means that these people entering the housing market will reguir' more units that a similar population increase would have in 1960, an effect due to the growth of single parent and single person households, . which have had a 58 % growth rate in the past 8 years. Direct Social and Physical Environmental Impact: These impacts include population gain, school population increases, urban services loading, and traffic generation. Direct population gain associated with the proposal would be approximately 49 persons at current, household sizes. Unavoidable Adverse Imt:yacts: Due to the small size of this project, the adverse impacts created will be slight. Relationship of the short term utilization of socal and economic resources and long term objectives of the proposal and Comprehensive Plan and policies: The long term objective of the proposal is to proviue housing for the ^,i y of Tigard in accordance with the Comprehensive Plan and it's policies. In order to achieve this objective, there must be a short terw utilization of certain social and economic resources, i.e, labor used for construction, temporary degradation of the environment during r the construction phase, and expenditure of funds for land acquisition, engineering, construction, carrying costs, anc' loan service fees. This utilization will last until the final dwelling is completed, which in this case will be approximately one year following site plan and engineering approvals. Irretrievable Cotmnittments 5.
