Could you and Engineering each identify an individual inspector who is assigned to this project who will make daily stops at the site to look for and respond to issues such as dust, mud in the street, construction equipment and vendors accessing the site through the neighborhood, etc. This has been so controversial that I believe that we need identified contact people with the city who have ease of access to supervisors of the construction crews, knowledge of all the conditions of approval specifically the restrictions, and direction to err on the side of enforcement. This will be a issue consistently throughout construction and I want us to be on top of it, always ready to respond to council and the public in a manner that exhibits our control of the situation. y' I would be happy to meet with you and Greg about this if you wish. FYI, they are watering both 109th and Naeve Sts three times a day, once at the beginning of the work day, once at lunch time, and once before leaving for the evening. They are also running the water truck around the site every hour or.two, there's really not a whole lot more they can be doing. If you think it would be helpful for you and/or Tom I have the name and phone number for the project manager out on site. To list just a few: ENGINEERING: a. Engineering Division to receive 2 sets of sitework plans and 7 sets of approved plans including itemized cost estimates prepared by a P.E. in addition to the standard site plans. See condition #2 attached. b. Engineering Division to receive Assurety Agreement and 100% bond before building permits can be issued. Condition #20 (attached) also requires review and approval by the Engineering Division. c. Street work on the new portion of 109th and the addition of a fire lane/hammerhead is shown on site plan E1.2, but is missing on the WH Pacific drawing (attached). d. Street Opening Permits were not addressed in the letter from Dennis Riebe. e. Our plat, Book 54, Page 38 for Bramble Bend is missing, so I couldn't check to see if 2S1 10 AD -9200 is as represented. f. Bramble Bend sanitary sewer M.H. #2 doesn't seem to be shown on the sitework plan as required. In fact the sewer line on 109th and the 'T' to TL9200 is not illustrated. PLANNING: g. The parcels listed in Tidemark for the SDR are different than the parcels in the final order. Also, BUILDING 'N' IS DESIGNED OVER TWO SEPARATE PARCELS! Which parcel should be primary? There are no conditions to address extinguishment of one of the parcels. See map attached. If we created the 30+ permits for this project on the wrong parcel, it would take days to correct. BUILDING: h. The applicant refers to a "Commercial Plans Submittal Checklist." That one is for a • commercial structure only (a shell). We don't have a multi - family checklist. I. The plans show fire alarm terminal cases, fire horns, security circuits for the fire alarm system; GTE's equipment; security lighting w /detectors on each building; and probably lots of stuff we missed. Limited energy and fire suppression permits are needed. There is a sprinklered control room in the Rec Building too. j. Should we fax them permit applications for Plumbing, Electrical and Mechanical? A Page 2 of 2 Arbor Heights h. When I last talked to Mike from ? ?'s office, he said the contractor would not apply for the specialty permits because, " we're going out to bid." Then they forget to tell us who won the bid and guess what happens. I told them to submit an application with "out to bid" in the spot for contractor and then we could proceed with plan review for plumbing, electrical, etc. I. Permits will take forever to create, so the more we know now, the less time it will take to update /correct. j. Is it realistic to believe the SDR conditions will be completed? k. Will we still hold permits until all conditions are completed? MISC: I. Add TIF, SDC's to one permit or distribute on all buildings. m. Some pages show carports, some show garages. Please:see my sheet A1.2 which shows the plan view of the van - accessible parka stall, located in front of the recreation building. We should add this plan view to your drawings. Regarding ACCESSIBILITY item #2: . . The handrail shown on your detail needs revision. The handrail shows the required horizontal extension required at the top of the stairs. Add a dimension showfing•that this is 12" beyond the nosing of the first riser. As we discussed, the accessible . route needs to extend to the site facilities on site, which with the additional curb cuts, will be provided. I We need to extend the accessible route to the propert lines which will tie into the City sidewalk on 109th Street. You have shown that the required curb cuts a provided on this street at the required locations. There are no public transportation stops on our site. Therefore, the public transportation stops that we need to provide access to are on the City streets. I believe that since we have provided the necessary curb cuts from out site, across our entry roads, and the city street intlersections, we have satisfied the requirements of the code. The balance of the travel route is on city stye I ts and I am sure that the city has • provided for this continuation in their design and construction of these affected city streets. The sidewalk slopes in our site, and on the city streets, O re acceptable. We have designed the site roadway and pedestrian access system to the minimum slopes possiblg given the sloping nature of the site. We have adhered to the city requirements for maximum slopes allowed, a directed by the fire department access. OSSC Section 3103 b. 4 C is the section that mandates the slope requirements of walks.
