Dear Mr. Gram:
Attached is a "Revised Request for Traffic Impact Fee Credits" form that was signed by
Albertson's, Inc., indicating that Albertson's desires the remaining traffic impact fee
(TIF) credits associated with the Russell's Scholls Ferry project be reassigned to Pacific
NW Properties to be used on any lot within the Russell's Scholls Ferry Subdivision.
Also attached is a new Credit Voucher, made out to Pacific NW Properties, in the amount
of $29,698.22, which represents the remaining credit available in this project. Please note
that.in order to redeem credits, a copy of this voucher must be presented.

I, William H. Arnold, acting as a representative of Albertson's, Inc., a Delaware corporation, do hereby
request the City of Tigard make a determination of eligibility for Traffic Impact Fee (TIF) Credits. I believe
the traffic improvements performed by my firm meet all applicable TIF credit requirements as provided in
the TIF ordinance.
The credits are requested for the following eligible capacity or traffic safety improvements:
Roadway improvements to South Barrows Road
The total cost of such improvements is $83,576.00. We have previously submitted construction contract
documents, or other appropriate information, from which a determination can be made of the
reasonableness of the costs. This information was submitted within ninety days of acceptance of the
subject improvements. It included a copy of the letter of facility acceptance.
.? Note: A previous credit has been issued to Lot.2 only, for $70,786.22. We understand

Thank you for your letter, dated August 31, 1998. I checked into the issue regarding the -
refund check for TIF's paid as a part of the Albertson's project. Our records indicate that
we issued the check in the amount of $12,789.78, on August 3, 1998. Please check your
records again to make sure that Albertson's, Inc. did not receive this check.
With regard to the leftover credit, I have prepared a Credit Voucher that shows that there
• is a balance in the amount of $70,786.22. Please note that this credit is tied to Lot 2 of
the Russell's Scholls Ferry Subdivision, as was requested by Albertson's Inc. on the
Traffic Impact Fee Credit application, and will only be used to credit TIF's paid on that
lot only. A copy of this voucher must be presented to our customer service desk by any
party that wishes to use the credit. This means that if Albertson's, Inc. wishes to allow
credits to apply against the TIF's paid for Pad C (other shops), Albertson's, Inc. will need
to have the party involved with that permit present a copy of the voucher to redeem the
credit.
