RE: Master Permit Number MST 2009 - 000090 CITY OF TIGARD
BUILDING DIVISION
Dear Ms. Howse,
Thank you for giving us the opportunity to request, on behalf of Mr. William Mickley, 10880
SW 74th Ave., Tigard, Or 97223, an extension of Master Permit number MST 2009 - 000090.
We are a private 501 -c3 non - profit housing rehabilitation organization that has been
helping low to moderate income homeowners in Washington County remain living in
warmth, safety and independence in their own homes since 1993. We do this by providing
free home repairs, rehabilitation and accessibility modifications. A preference is given to
homeowners who are elderly, those with disabilities and families with dependent children
in the home.
We first visited Mr. Mickley in November 2011 after receiving a request for assistance from
the family. We learned that Mr. Mickley, at the age of 68 began a remodel of his home in
2008 hoping to soon be able to live in relative comfort with his family. Unfortunately, the
general contractors he hired took his money, and after completing only a portion of the
work, left and never returned, leaving the house unfinished and in shambles.
Since then, the family had worked on the home as they could, enlisting friends, church
groups, etc to help put the home back together again.
During our initial visitation we explained to Mr. Mickley and his family that the scope of
work that needed to be done on his home was more than our current funding would allow,
but that since he is a US Navy veteran who served in Korea and was also disabled, we
would apply for a special grant from the Sears Heroes at Home Program administered
through our National Office, to see if we could participate in some way in getting his home
livable again. He is now living in a small apartment with his family. He is in a wheelchair
due to a series of recent strokes that left him with left side paralysis and needing 24 -hour
care. His daughter that lives with him has taken on the role of his caretaker.

Fortunately, we were approved for a grant to do the following work on Mr. Mickley's home"
• Install trim on windows and soffits.
• Wrap the home in Tyvek or equal material.
o Install approximately 2000 square feet of new exterior siding.
• Construct a wheelchair ramp with small deck.
We would then assemble as volunteer crew to paint the home.
We have to date, put in many hours preparing the home for the new siding. Our primary
concern is to make sure that the exterior electrical components meet code so that we can
complete the scope of work above that we agreed to do.
We thank you very much for your thoughtful consideration of this request. Please contact
me at the above number, or our Project Manager, Alden Potter on his cell phone, 503 -628-
1916.
