RE: September Field Visit to Transportation Projects
DATE: August 25, 2010
For the regular September meeting, TTAC will be having a tour of transportation project
sites in Tigard. This tour will take place during the regularly scheduled meeting time for
September (Wednesday September 1 at 6:30).
There will not be any official action items for TTAC. This tour is optional foryou, but we be
you will
find it beneficial and enjoyable. This tour is intended to be an opportunity to learn more about
the issues that are frequency raised in transportation planning as well as on the ground issues
with construction projects. Further, we hope that the committee will benefit from a closer
look at some City transportation projects, as well as the chance to meet outside of the
regular forum.
Field Visit Purpose
The primary purpose for this field visit is to give TTAC members a chance to see on-the-
ground projects that the City of Tigard staff are working on. These include planning projects
related to the Greenway Trails Master Plan as well as construction projects on Burnham
Street and on Pacific Highway 99W. Staff will lead the tour and will explain some of the
issues being raised in the planning process (trail sites) as well as issues that were addressed
for the construction sites.
Overview of Topics for Consideration and Discussion
Stops 1, 3, 4, and 5 are part of the Greenway Trails Master Plan. The types of issues that the
Greenway Trails Master Plan will consider include:
• Known concerns or issues related to the existing trail (or challenges associated with a
proposed new alignment).
• Known opportunities for creating a trail where demand already exists.
• Desired trail amenities such as restrooms, water fountains, benches, pull off points
along the trail, lighting, public art, improvements or changes to landscaping, and
other related items.
• Desire for improved trail access in terms of improving street crossings, trail signage
for navigation and/or finding the trails, off-street parking for trail access, and other
similar topics.
• Feelings of safety and security along the trails (e.g., are there locations or areas that
feel less secure than others and/or have a history of being less secure than others?).
• Known locations with sight distance challenges for trail users on the trail due to trail
alignment or speed differentials between bicyclists and pedestrians.
• Specific concerns related to wildlife habitat along the existing and/or proposed trail
alignments.
Stops 2 and 6 are the Burnham Street and Pacific Highway construction sites. Mike
McCarthy will provide an overview of the project purpose, current construction status and
some background on major challenges in the design, funding, and construction.
Field Visit Stops
The field visit consists of seven stops at various points of interest related to existing and
planned greenway trails. A brief description of each stop is provided below.
Stop 1: Fanno Creek Trail at Library/Dee Ann Count
This section of Fanno Creek trail is known for having several abrupt, 90-degree turns around
the Library/Fanno Creek drive segment of Fanno Creek trail. Topics related to trail
alignment, sight distance for trail users, and feelings of security will be particularly pertinent
for this location.
Stop 2: Burnham Street
The Burnham St project is chugging along well. At this stop we'll look at and explain some
key aspects and distinctive features of the project. We'll also discuss and explain the various
steps involved in constructing a project of this nature and all the key players that need to be
coordinated in order to make this project happen. Please bring your questions about
construction projects.
Stop 3: Rail to Trail along Tigard Street (The Park Opposite Katherine Street)
The Tigard Downtown Improvement Plan proposes a one mile rail-to-trail project within
the inactive loop rail corridor stretching between Tiedeman Avenue and Main Street. The
corridor connects to Main Street opposite the Tigard Transit Center and would provide a
direct connection to commuter rail and bus transit.
Stop 4: Fanno Creek Trail at North Dakota Street
This is a relatively high use area of Fanno Creek trail and is located near where the
Washington Square Loop trail is planned to connect with Fanno Creek trail. Questions or
thoughts related to potential trail amenities, access, and/or sight distance challenges for trails
users are particularly pertinent at this stop.
Stop 5: Washington Square Loop Trail
The Tigard portion of this regionally significant loop is planned to connect to the Fanno
Creek trail near North Dakota. No portions of this planned trail have been completed, yet.
Ash Creek follows North Dakota Street and flows into Fanno Creek at the vehicular bridge;
the proposed trail alignment for Washington Square Loop follows Ash Creek to the east.
Stop 6: Pacific Highway (99W)/Hall-Greenburg Intersection Improvements
These intersections have been one of the City's major capacity and safety problem areas
decades. Topics here will include project design features, traffic analysis and impacts,
construction processes, utility coordination, traffic control, project scheduling and
coordination, and work in progress.
