A half loaded dump truck was used to perform a proof -roll. During the proof -roll, the area was showing visible signs of deflection. Geocon Northwest recommended an 8 inch over - excavation for a total rock section of 16 inches. Nuclear density- testing was conducted on the waterline. Density tests were at or greater than 95% relative compaction with optimum moisture. The contractor had placed approximately 12 inches of 3 /4 inch minus over the pipe.
