The first plan review was issued June 3, 1996. Les Schwab's representative, Greg
McDonald, requested from Jim Funk, City of Tigard, and it was approved, to review of
the tire storage room based on the 1996 Oregon Uniform Fire Code, rather than the 1993
Oregon Fire Code. This is our June 3, 1996, letter with revisions as the result of the City
of Tigard's approval of this optional Fire Code article that was re distributed June 5, 1996.

INFORMATIONAL COMMENTS:
1. Due to the date of receipt of the permit application, this review is based on the 1993
Edition of the State of Oregon Structural Specialty Code and all citations are from
this code unless otherwise noted.
2. For mechanical systems this review is based on the 1993 Edition of the State of
Oregon Mechanical Specialty Code and hereafter called the "Mechanical Code."
3. Oregon Fire Code is the 1991 Uniform Fire Code with Oregon amendments and
hereafter called the "Fire Code."
4. REVISED: The Tire storage room and accessory functions have been reviewed
under the provisions of Article 81 of the 1996 Oregon Uniform Fire Code.

Parking 56 spaces, one van and two non -van required and provided.
5. A 2 -hour "occupancy separation wall" is provided, running north -south through the
building. This wall is not an "area separation wall" required or recognized by the
code. Area separation walls are used to divide the building into separate buildings
when they are over -area. This building is not over area. The base area of Group B,
Division 1 and 2 Occupancies is 12,000 square feet. The code provides for area
increases for separations on three sides (12,000 *(55- 20) *2.5= 21,900). Additional
increases are allowed by code, but are not explored for this project.
Additional issues created by calling this wall an "area separation wall" are:
• Area Separation walls for Type III Construction are required to be of 4 -hour
fire- resistive construction. Only a 2 -hour fire resistive wall is shown on
Sheet A5. Section 505 (f) 2.
• Penetrations of the 4 -hour walls are required to have a 3 -hour fire - protection
rating. Only 1 '/ -hour fire - protection ratings are given on Sheet A5. Section
505 (f) 2.
• Openings in an area separation wall are limited to 25 percent of the length of
the wall. Openings in the wall shown represent 34 percent of the wall length.
Section 505 (f) 2.
• Duct penetrations through 4 -hour area separation walls require three hour fire
dampers. No dampers are specified on sheet M1. Section 505 (02 and
Section 4306 (f).
A one -hour occupancy separation is required at this location between showroom (101)
and the alignment/service bay (102).
REVISION: The 1996 Oregon Uniform Fire Code in Article 81, Section 8102.2
provides for a 2 -hour "Separation of High -piled Storage area- separation Wall."
GENERAL COMMENTS:
1. Original LP Comment: Site storm sewer catch basins shall comply with the
design provisions in the State Plumbing Code, Chapter 14. Cleanouts shall be
provided at the base of all building raindrains.
Architect's Response: Cleanouts will be provided at the base of all building
raindrains.

2. Original LP Comment: Turbine ventilators shown on Sheet S2, near the ridge, do
not appear on the elevations or cross - sections. Section 302 (d). Needed for clarity.

FIRE AND LIFE SAFETY:
1. REVISED Original LP Comment: Revise designation of 2 -hour wall as an "area
separation wall" and show it as a "two -hour high -piled storage area- separation wall"
as allowed in Section 8102.2 of the 1996 Oregon Uniform Fire Code.
Architect's Response: The 2 -hour wall has been designated as a two -hour high -piled
storage area- separation wall."
Status: RESOLVED.
2. REVISED Original LP Comment: The tire storage room (104) satisfies the
definition in the Fire Code for "high piled storage." The fire sprinkler system for this
area shall be designed for "High- hazard Commodities" (formerly Class V
Commodities) and comply with Table 81 -A for "500 -2,500 sq. ft. Nonpublic
Accessible (Option 1)." Section 209 definitions, Section 8102 and Table 81 -A of the
1996 Fire Code.
Architect's Response: The sprinkler system for Room #104 will be designed for
high- hazard commodities" and comply with Table 81 -A for "500 -2500 sq. ft.
Nonpublic Accessible (Option 1)."
Status: RESOLVED,
3. REVISED Original LP Comment: Downspouts appear to encroach into the
vertical clearance of 13 feet 6 inches along the fire apparatus access road on the north
side of the building required by Section 902.2.2.1 of the 1996 Oregon Uniform Fire
Code. Note, an exception allows the fire chief to vary the clearance and require
approved signs reporting impaired clearances.
Architect's Response: The authority having jurisdiction for the site design aspects of
the fire code regulations in the City of Tigard is the Tualatin Valley Fire & Rescue
and Beaverton Fire Department, Gene Burchill, Deputy Fire Marshal and Plans
Examiner. In an earlier review, he has concluded that the private road to the north of
the building will not be required for fire department access, and is therefore not
considered a fire lane. Therefore, the comment that the downspouts are encroaching
into the vertical clearance for the fire apparatus access road does not apply.
Status: RESOLVED.
4. REVISED Original LP Comment: The fire chief may require the fire apparatus
access road to be marked with approved notices identifying the access road and
prohibiting its obstruction. Section 901.4.5 of the 1996 Oregon Uniform Fire Code.
Architect's Response: See item #3 above.

the 1996 Oregon Uniform Fire Code. Table 81 -A
Architect's Response: No comment or response required.

6. REVISED Original LP Comment: The tire storage room (104) aisle widths are
required to be a minimum of 44 inches in a sprinkled building. Section 8102.9.2.2 of
the 1996 Oregon Uniform Fire Code.
Architect's Response Aisle widths in Room #104 will be maintained at 44 inches
minimum.
Status: RESOLVED.
7. REVISED Original LP Comment: In the tire storage room (104) aisles are
required to extend from the floor to the ceiling, except that structural supports and
catwalks may be installed as long as they do not interfering with fire department hose
stream trajectory. Section 8102.9.3 of the 1996 Oregon Uniform Fire Code.
Architect's Response: The catwalks will be constructed of a Grip -Strut type open
grating material, which should not interfere with the hose stream trajectory. Drawings
and details have been included in response to Item #12 below.
Status: RESOLVED.
8. REVISED Original LP Comment: Under the 1996 Oregon Uniform Fire Code a
1 - / inch hose connection is no longer required. Table 81 -A of the 1996 Oregon
Uniform Fire Code.
Architect's Response: No comment or response required.
Status: RESOLVED.
9. REVISED Original LP Comment: Duct penetrations through 2 -hour "high -piled
storage area- separation wall" require one- and one - half -hour fire dampers. No
dampers are specified on sheet M1. Section 505 (f)2 and Section 4306 (f). Please
clarify
Architect's Response Fire dampers will be provided on all duct penetrations through
the 2 -hour wall. (See revised Mechanical Plans.)

10. REVISED Original LP Comment: Openings in "high -piled storage area -
separation wall" are limited to 25 percent of the length of the wall. Openings in the
wall shown represent 34 percent of the wall length. Section 505 (f) 2. Please revise to
show compliance.
Architect's Response: The openings in the 2 -hour wall have been reduced in length
to be no more than 25 % of the wall length, specifically, each of the windows from
Room #101 to Room #102 have been reduced in length. (See Floor Plan.)

11. Original LP Comment: The handrails and guardrails for the alignment pit on
Sheet S3.4 are deemed to satisfy the "not accessible to the public" of Exception 1
after the third paragraph of Section 1712 (a) that allows rails spacing to be up to 12
inches.
Architect's Response: No comment or response required.

12. Original LP Comment: In the tire warehouse (104) stairways, handrails and
guardrails for the mezzanine access are not detailed. Guardrails are required to
comply with Section 1712 (a). Handrails and rise and run for stairways are regulated
by Section 3306 (i). Handrail and guardrail spacing would qualify for "not accessible
to the public" by Exception 1 after the third paragraph of Section 1712 (a) that allows
rails spacing to be up to 12 inches.
Architect's Response: Included herein please find drawings for the racking system,
including details for the stairs with handrails and guardrails.

STRUCTURAL COMMENTS:
1. Original LP Comment: None.

DISABLED ACCESS COMMENTS:
1. Original LP Comment: In the customers lounge (101b), the controls and
operating mechanisms shall comply with the reach ranges for disabled people as
specified in Section 3109 (b). Section 3108 (d) 8.
Architect's Response: The height of the coffee maker cabinet has been reduced to
34" to comply with side reach requirements of UBC Sec. 3109 (b) 3.F.

ENERGY CONSERVATIO COMMENTS:
1. Original LP Comment: Heated portions of the building are required to have a
ground cover of 55 -pound rolled roofing or an approved equal (that is as durable) on
the ground beneath slab floors. Section 5303 (f) 5.
Architect's Response: Ground cover under a concrete slab is only required in
residential construction.

MECHANICAL COMMENTS:
1. Original LP Comment: Please show how combustion air will be provided to the
three furnaces in the mechanical room. Chapter 6 Mechanical Code.
MFIA's Response: The furnaces specified are condensing furnaces with ducted
combustion air. Please See the note on Sheet Ml.
Added LP Comment: Sheet M1 shows two sources of combustion air through the
north wall of Room 106 (Mechanical Room). Both sources of combustion air as
shown in plan view on 1/M1 and in Sections 5 and 7 on sheet M2. All three of these
drawings show that the air opening includes a manual volume damper and an
` autom atic damper. The automatic damper when installed as specified in Section
■ ' 702.2 is acceptable. However, Section 702.2 prohibits the installation of manually
a4 operated dampers in a combustion air opening. We also question if Detail 7/M1 is

correct. The detail shows "CC /1" and "F /1." Should not it be "CC /3" and "F/4"?

2. Original LP Comment: Infrared heaters shall be securely fastened in place to
sustain vertical and horizontal loads within the stress limitations specified in the
Structural Code. Section 504 (d) of the Mechanical Code. There are no details
showing how these units will be supported or braced. Please submit details showing

has been directed to comply with the code

3. Original LP Comment: On Sheet M1 a reference near the infrared heaters sends
the reader to Detail 3/M2. This detail does not appear to related to infrared heaters.
Please clarify.
MFIA's Response: Details 3/M2 is a detail for gas vents, which would be appropriate for
the gas fired infrared heaters.

that the furnaces be labeled.

equipment for service and maintenance purposes. Section 509 of the Mechanical

2. REVISED: The tire storage room (104) satisfies the definition in the Fire Code for
"high piled storage." The fire sprinkler system for this area shall be designed for
"High- hazard Commodities" (formerly Class V Commodities) and comply with Table
81 -A for "500 -2,500 sq ft. Nonpublic Accessible (Option 1)." Section 209
definitions, Section 8102 and Table 81 -A of the 1996 Fire Code..
3. REVISED: Downspouts appear to encroach into the vertical clearance of 13 feet 6
inches along the fire apparatus access road on the north side of the building required
by Section 902.2.2.1 of the 1996 Oregon Uniform Fire Code. Note, an exception
allows the fire chief to vary the clearance and require approved signs reporting
impaired clearances.
4. REVISED: The fire chief may require the fire apparatus access road to be marked

Oregon Mechanical Specialty Code and hereafter called the "Mechanical Code."
3. Oregon Fire Code is the 1991 Uniform Fire Code with Oregon amendments and
hereafter called the "Fire Code."

5. A 2 -hour "occupancy separation wall" is provided, running north -south through the
building. This wall is not an "area separation wall" required or recognized by the
code. Area separation walls are used to divide the building into separate buildings
when they are over -area. This building is not over area. The base area of Group B,
Division 1 and 2 occupancies is 12,000 square feet. The code provides for area
increases for separations on three sides (12,000 *(55- 20) *2.5= 21,900). Additional
increases are allowed by code, but are not explored for this project.
Additional issues created by calling this wall an "area separation wall" are:
• Area Separation walls for Type III Construction are required to be of 4 -hour
fire- resistive construction. Only a 2 -hour fire resistive wall is shown on
Sheet A5. Section 505 (f) 2.
• Penetrations of the 4 -hour walls are required to have a 3 -hour fire- protection --
rating. Only 1 1 / 2 -hour fire- protection rating are given on Sheet A5. Section

• Openings in an area separation wall are limited to 25 percent of the length of
the wall. Openings in the wall shown represent 34 percent of the wall length.

with the hose stream trajectory. The mezzanine impairs the hose stream trajectory but
improves access.
