Issue I- Access to Main Street from Commercial Street
Debbie Kneeland said people from her neighborhood were surprised that drivers can no
longer make left turns onto Main Street from Commercial,which limits their access to
downtown.
She said even though they try to stay informed by reading the Tigard Times, Cityscape and
by looking on the City's website they heard nothing about this major change. She asked why
this huge block of people were not notified. Other concerns mentioned are:
-Police, Fire and Ambulance vehicles can't get to their homes as easily now
- Hurts downtown development; cuts off a major thoroughfare
Councilor Wilson said railroad crossings are designed to particular ODOT rail standards
which governed TriMet's design. He said that the City Engineer would have been familiar
with the plans but there are specific regulations that had to be followed. Councilor
Sherwood said there is the same problem at Bonita. Councilor Wilson said the funding for
the Bonita signal came from ODOT.
Mr. Schneider asked if the divider could be shortened to allow a left turn onto Main Street.
Staff Action - Councilor Woodruff said the City Engineer will get information to them about
possible options and whether or not this is a done deal.

Issue 2 - Traffic Light on Main and Tigard
Mr. Charles Schneider asked about putting a traffic light at the intersection of Main and
Tigard Streets. Ideas presented were:
- Can there be at least be a stop sign added to Main Street on a trial basis for a few months?
It is cheaper than a signal.
- Councilor Wilson suggested that the Main Street/Burnham Street project can be fine-tuned
to help address this intersection problem. Councilor Wilson said they will ask the City
Engineer about this.
Issue 3—Bike and Pedestrian Safety
James Parsons and others mentioned several trouble spots.
- Grey garbage cans (are they the City's?) near bus shelters are obstructing sidewalks at
99W/Main. No wheelchair access because of this.
- Bridge on Tigard Street near Tiedeman is unsafe.
- Owner of auto repair shop on 99W/Hall has painted yellow parking stall lines that
extend into right of way
- Friction exists between bicyclists in bike lane on Tigard Street and pedestrians (who
Mr. Parsons says don't belong in the bike lane) Mr. Schneider says the bike lane was
reduced in width during last road overlay work.
- Why are there no sidewalks on Tigard Street?
- Councilor Wilson noted two potential solutions: Using old RR bed as a linear park
and finishing the Fanno Creek Trail
- Lack of bike lane near Greenburg/217 overpass
- Tiedeman towards North Dakota Street - the bridge towards the bike trail is
dangerous.
- Add intersection bike "boxes" like Portland has. Councilor Wilson said the jury is
still out on their effectiveness.
- On Fanno Creek Trail between North Dakota and Scholls there are two sinkholes,
painted with orange X's. Are repairs scheduled for these?
Councilor Sherwood said the City's Bike/Pedestrian Committee idea is still alive. She said
Council met with Metro and was encouraged to apply for some federal funding.
Issue 4- Safety for Students near Tigard High School
Tigard High Student Joan Saunes asked for another crosswalk on Durham Road for
students. Councilor Sherwood said there is a new one planned for Durham Road in
between the high school and Hall Blvd.
Ms. Saunes also complained about speeders on Durham near Tigard High School.
Councilor Sherwood said that area may need more saturation patrols. Other ideas suggested
by citizens:

- strobe light on reader board to make people think their picture was taken when
speeding
cameras to catch speeders (Councilor Sherwood said this isn't allowed in Tigard)
fake police officer in parked car
Keep the entire stretch a School Zone (from THS to Durham Elementary). At
present there is a break at Hall and then it resumes.
Issue 5 — Restored Wetland Pools May Attract Mosquitoes
Mr. Schneider asked about some pools in a restored wetland area between Tigard Street and
North Dakota. He said they are filling with water and could breed mosquitoes.
Issue 6—Citizen Involvement Process for CIP Review
John Frewing said the City's website indicated there was going to be a briefing on the CIP in
February and then a public hearing where it is presented to the public for comment.
Council told him about the next budget meeting on May 5, 2008 but they did not specifically
know if the CIP publication process had changed this year. He said in years past it was
available in December. He asked if the process has changed. He would like a response about
how it was handled this year and if this is how it will be in the future.
Issue 7 —Staff Performance Levels
John Frewing said Council is not being kept informed by staff of their performance levels.
He said he began working with Dennis Koellermeier in December on the matter of Ash
Creek Estates. He looked at the paperwork in December and found that the transfer of
Tract B from the Homeowners Association to the City of Tigard had not occurred in a
timely manner. Councilor Wilson asked who the planner was. Mr. Frewing said it was Mr.
Pagenstecher. He said staff needs to go over Conditions of Approval carefully. He said
another project to check out is McDonald Wood. He asked Council to direct staff to do
more to show how conditions were met (such as a memo), not just put their initials to assure
better document control.
Issue 8— Input at Comprehensive Plan Workshop
Mr. Frewing asked if there will be an opportunity for public input at the Council meeting on
May 6, 2008. Councilor Sherwood said, "No. We're not taking public comment because this
is coming to us for Council comment. It has already gone to the Planning Commission
public hearings. Council is tweaking the words at this point." Mr. Frewing said what Council
has before them for consideration is not balanced. Councilor Sherwood said not everyone
will get everything they want;it's called compromise. He said it leans towards the
homebuilders. He said the Planning Commission gave no consideration to hundreds of

comments that have come in over the years but spent their time on the homebuilder's
comments. Council invited him to send them an e-mail stating his concerns.
Issue 9—Increased Graffiti on Greenburg Road
Ms. Eaton asked if City staff could make more rounds to check for graffiti. Councilor
Wilson said it is everyone's job to report it. She asked if the graffiti clean-up volunteer squad
could be brought back. She said graffiti is appearing regularly on Greenburg Road and not
being cleaned up in a timely manner. She remembered that the volunteers did a good job in
the past. Councilor Sherwood discussed the City's Graffiti Ordinance and said the
responsibility is being put on the property owners. Council said they would ask Bob Roth
about using volunteers. James Parsons recommended locking up spray paint, etc. One
teenager said she does a lot of art and noted there are already restrictions with spray paint at
Joanne's Fabrics, for example.
Misc. Questions:
Ms. Eaton asked what is planned for the Commercial Street and 95`h Area. Councilor
Woodruff showed her the Downtown Implementation Plan and referred her to the City's
website. He said it is a conceptual plan and is dependent upon developer interest. Council
confirmed that zoning will change.
Ms. Saunes asked if the City could install a sidewalk on 99W where a woman was struck and
killed by a car while walking along the ditch a few years ago. Council determined this
happened in King City and said also that 99W is a state highway. James Parsons
recommended that she e-mail ODOT with her concern.
Mr. Parsons requested that City ordinances on the website also be posted in Word format so
people can cut and paste parts of them into their own documents. Councilor Wilson noted
that some editions of Adobe allow that with pdfs but Jim Parsons said he didn't have it.
Mr. Schneider asked why there were so many turnovers on the Planning Commission, saying
he sees different faces every time projects are presented on Council's television broadcasts.
Councilor Woodruff said Planning Commission meetings are not televised so he was likely
seeing staff. He said there are a number of planners and projects get assigned to different
ones.
Mr. Schneider asked where the money from the speeding tickets goes. Council said it can be
seen in the budget. They broke it down for him (state, county, and city) and discussed how
the judge is limited in what he can do with a fine.
Ms. Eaton asked where the money from the Commercial Crimes Unit goes. Councilor
Sherwood explained the start up plan and noted what was in the budget for next year.
Ms. Saunes mentioned panhandlers near the Dollar Store and transients under the Tualatin
River Bridge.
