Stories: 2 The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2007 edition; 2007 Oregon Fire Code. • 1) All improvements made to the building shall be inspected prior to covering. 2) Make approved set of plans available for all inspections. 3) 25% of the valuation shall go to the removal of architectural barriers (accessibility) FIRE LIFE AND SAFETY / GENERAL The main exterior door or doors are permitted to be equipped with key- operated locking devices from the egress side provided: 1. The locking device is readily distinguishable as locked, 2. A readily visible durable sign is posted on the egress side on or adjacent to the door stating: THIS DOOR TO REMAIN UNLOCKED WHEN BUILDING IS OCCUPIED. The sign shall be in letters 1 inch (25 mm) high on a contrasting background. (Sec. 1008.1.8.3) All exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. (Sec. 1008.1.8) Exits and exit access doors shall be marked by an approved exit sign readily visible from any direction of egress travel. Access to exits shall be marked by readily visible exit signs in cases where the exit or the path of egress travel is not immediately visible to the occupants. (Sec. 1011.1) Exit signs shall be illuminated at all times and shall be provided with a second source of power that will provide 1 'A hours of illumination in case of primary power loss. (Sec. 1006.3) FYI Additional exit signs may be required by the city field inspector to clearly indicate the path of egress. The means of egress shall be provided with illumination of not less than 1 foot candle at the floor level anytime the building is occupied. The means of egress illumination shall be provided with a second source of power in case of primary power loss. (Sec. 1006.2) Portable fire extinguishers shall be installed in new and existing Group A, B, E, F, H, I, M, R -1, R -2, R-4, and S occupancies. The occupant of the building shall be responsible for keeping the actual load below the allowable limits. (1603.3 OSSC) American with Disabilities Act (ADA): It shall be the responsibility of the Architect, Engineer, Designer, Contractor, Owner and Lessee to research the applicability of the ADA requirements for the structure. The City of Tigard reviews the plans and inspects the structure only for compliance with Chapter 11 of the OSSC, which may not include all of the requirements of the ADA. Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be maintained on the jobsite. The plans shall be available to the Building Division inspectors throughout all phases of construction. You have requested approval to the Tigard Senior Center by remodeling the interior, building an 890 - square foot library addition l and doing site improvements. Site improvements include a new loarlin dock and ramp, new stnprng for parking and access aisles, adding some vegetation and a new curb to an existing landscape strip, a new sidewa& and a new trash enclosure. The Tigard Senior Center is a conditional use (community recreation) in the R-12 C D zone. The submitted site plan reflects the current and proposed conditions. Analysis of Modification Request: Section 18.330.020 of the Tigard Development Code Conditional Use pter indicates that an modification which is not within the description of a major modification as provided in A through H below shall y be considered a minor modification. The Director shall determine that a major modification(s) has resulted if one or more of the changes listed below have been proposed: A. A change in land use; The Tigard Senior Center is currently for community recreation use and the proposed addition and site improvements will continue to be for community recreation use. Therefore, the proposed modification will not cause a change in land use. B. An 10% increase in dwelling unit density; The site is not used for residential purposes. Therefore, dwelling unit density does not apply. G A change in the type and /or location of access ways and parking areas where off -site traffic would be affected; The applicant does not propose a change in the type or location of accessways or to the parking circulation. D. An increase in the floor area proposed for non-residential use by more than 10% where previously specified; The Tigard Senior Center is 9,661 square feet in floor area. The addition will be 890 square feet. The increase in floor area will be 92% of the existing floor area. Therefore, it' does not exceed 10 %. E. A reduction of more than 10% of the area reserved for common open space and/or usable open space; The minimum landscaping . requirement in the R zone is 20 %. The Tigard Senior Center is located on a parcel that comprises a large portion of Fanno Creek Park. The parcel itself is 951 acres, most of which is landscaping and natural vegetation. The developed portion of the parcel (the location of the Senior Center) is about 1.84 acres or 80,160 square feet, which makes up 20% of the parcel. That means 80% of the parcel is common and usable open space. The 890 - square foot addition will not cause the area reserved for open space to be reduced at all. F. A reduction of specified setback requirements by more than 20 %; The required setbacks for community recreation are 30 feet on all sides. While the west setback for the existing building does not co .•1y, the only setback that will be reduced is on the south side where the addition will be. The south setback • I be reduced from 80 feet to 63 feet, exceeding the minimum requirement. As discussed before, the subject parcel is 80% open space. Not taking into account the landscaping on the developed portion, the parcel has about 306,866 square feet of landscaping and open space. Because the landscapiu removed will be on the developed portion, it can be assumed that the parcel still exceeds the minimum 1andscaping requirement by far. Therefore, project amenities will not be reduced by more than 10 %. However, because the addition will be removing two trees, the trees shall be replaced in a location that would serve the same purpose as the original trees. H. A 10% increase in the approved density; The site is not used and has not been approved for residential purposes. Therefore, density does not apply. A minor modification shall be approved, approved with conditions, or denied following the Director's review based on the findings that A. The proposed development is in compliance with all applicable requirements of this title; and As shown in the analysis, the proposed modification complies with all the applicable requirements of this title. B. The modification is not a major modification as defined in Subsection A above. The proposed modification is not a major modification as defined by Subsection A above. THIS REQUEST HAS BEEN APPROVED BY THE CURRENT PLANNING DIVISION SUBJECT TO THE FOLLOWING CONDITION. PLEASE SUBMIT A COPY OF THIS LETTER WITH YOUR BUILDING PERMIT APPLICATION. CONDITION OF APPROVAL THE FOLLOWING CONDITION SHALL BE SATISFIED PRIOR TO ISSUANCE OF SITE AND /OR BUILDING PERMITS: The applicant shall address the reqquested materials to the CURRENT PLANNING DIVISION, ATTN: EMILY ENG, Tigard Cityllall,13125 SW Hall Blvd, Tigard, OR 97223. 1. Prior to site work and/or building permits, the applicant shall submit a revised site plan to show that the two trees removed as a result of the addition will replaced. The replacement trees shall be planted in a location that will serve the same purpose as the on' ' trees. The species shall be chosen from the City of Tigard Street Tree List or otherwise be approved the City Arborist. This request is determined to be a minor modification to an approved site development plan. The Director's designee has determined that the proposed minor modification of this existing plan will continue to promote the general welfare of the City and will not be significantly detrimental, nor injurious to surrounding properties provided that, development which occurs after this decision complies with all applicable local, state, and federal laws.
