March 27, 2005 CITY OF TIGARD ICON Architectural Planning OREGON Dan Goodrich 9725 SW Beaverton Hillside Hwy 210 E Beaverton, OR 97005 RE: OAK STRRET CONDOMINIUMS (TOWN HOMES) — SHE REVIEW Project Information Site Permit SIT2006 -10002 Tenant Name: Oak Street Condominiums (R-3) Address: 8875 SW Oak St. The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004 edition, NFPA 24, 2002 edition, and the Tualatin Valley Fire & Rescue Fire & Life Safety Requirements for Fire Department Access and Water Supplies (Based on the 2003 International Fire Code as amended by TVF &R). The submitted plans are approved subject to the following. EROSION 1. Erosion control measures shall be in place prior to excavation or grading. FIRE HYDRENTS — NFPA 24 2. Piping shall be listed for fire protection service or shall comply with the standards in Table 10.1.1. NFPA 24 . 3. The private fire service main shall be at least 30 inches below grade. 10.4.3 Y • 4. The private fire service main shall be flushed thoroughly before connection to the system riser in order to remove foreign materials that might have entered the main during the course the installation. The flow rate shall not be less than the water demand rate of the system. Testing and Acceptance. 5. The installing contractor shall be responsible for the following. (1) Notifying the authority having jurisdiction and owner's representative of the time and date testing is to be performed (2) Performing all required acceptance tests (3) Completing and signing the contractor's material and test certificate(s) shown in Figure 10.10.1. 13125 SW Hall Blvd., Tigard, OR 97223 (503) 639 -4171 TDD (503) 684 -2772 6. All piping and attached appurtenances subjected to system working pressure shall be hydrostatically tested at 200 psi (13.8 bar) or 50 psi (3.5 bar) in excess of the system working pressure, whichever is greater, and shall maintain that pressure without loss for 2 hours. 10.10.2.2.1 FIRE DEPARTMENT ACCESS 7. Fire Apparatus Access Road Distance From Building And Turnarounds: Access roads shall be within 150 feet of all portions of the exterior wall of the first story of the building as measured by an approved route around the exterior of the building. An approved turnaround is required if the remaining distance to an approved intersecting roadway, as measured along the fire apparatus access road, is greater than 150 feet. (See pamphlet attached) chapter 5 OFC 8. Fire apparatus access roads shall be of an all-weather surface that is easily distinguishable from the surrounding area and is capable of supporting not less than 12,500 pounds point load (wheel load) and 75,000 pounds live load (gross vehicle weight). You may need to provide documentation from a registered engineer that the design will be capable of supporting such loading. When buildings are completely protected with an approved automatic fire sprinkler system, the requirements for fire apparatus access may be modified as approved by the fire code official. Chapter 5 OFC ACCESSIBILITY 9. Accessible walkways and routes shall not exceed a running slope of 1 unit vertical in 20 units horizontal (5% slope). Cross slopes shall not exceed 1 unit vertical in 50 units horizontal (2% slope). 10. Accessible parking spaces and access aisles shall be located on a surface with a slope not to exceed 1 unit vertical in 50 units horizontal in all directions. 1104.4.3 OSSC Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be maintained on the jobsite. The plans shall be available to the Building Division inspectors throughout all phases of construction. 106.4.2 OSSC Premises Identification: Approved numbers or addresses shall be provided for all new buildings in such a position as to be plainly visible and legible from the street or road fronting the property. When submitting revised drawings or additional information, please attach a copy of the enclosed City of Tigard, Letter of Transmittal. Several issues have come to light that need your review and ultimate approval for the application to move forward. 1. The city will allow the emergency access to Oak Way (northern side) to be D f/ paved 23 -11" wide, not 24' -0" as was previously designed, at the exit to meet a Vision Clearance requirement. However, it will only be this wide at the entrance /exit and 24'•0" wide through the rest of the development. Wi1l you accept this 23' -11" paved width for the first 6' -0` at the north access point? Q� te r—• 2. Second, since Oak Way will be used primarily for emergency access only, the city would prefer to see signed accordingly. Is this acceptable? 3. Additionally, we have placed two fire hydrants in the development, one at the main entrance and one near the exit to Oak Way, Given the addition of the lot to the west, will two fire hydrants adequately serve this development and are their current locations acceptable?
