RE: The City of Tigard, Building Division, has determined that the exhibit area of the Northwest
Medical Teams facility should be considered a "Special Amusement Building" based on the
definition found in the Oregon Structural Specialty Code (OSSC) section 411.2.

The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004
edition; and the Tualatin Valley Fire & Rescue 2004 edition. The submitted plans are approved based on
the items described in the City of Tigard letter dated August 18, 2005. The following items have been
addressed and / or moved to be submitted as a deferred item to assist in the on going construction of this
project;
1. A second exit shall be provided out of the main exhibit area. The existing second exit travels through
a warehouse, which is not permitted by section 1013.2 OSSC.
RESPONSE ACCEPTED A second exit has been shown on the plans and the location is
approved as shown.
2. The existing walls provide adequate separation from the warehouse, so the Building Division is not
seeking any additional occupancy separation requirements.
NO RESPONSE REQUIRED
3. Automatic Fire Detection shall be provided as required by section 411.3, 907.2 & 907.2.11 OSSC.

4. The existing sprinkler system provides adequate coverage for compliance with section 411.4 OSSC.

5. An alarm at a constantly attended location shall be provided as required by section 411.5 &
907.2.11.1 OSSC.

6. The emergency voice/alarm communication system required by section 411.6 OSSC will not be
required if the tenant provides an exiting plan that is discussed with the visitors as part of the
orientation process.
RESPONSE ACCEPTED With a copy of the exiting plan to be provided to the Fire
Marshals Office
7. The exit marking of section 411.7 OSSC shall be complied with.
RESPONSE REQUIRED deferred item
411.7 Exit marking. Exit signs shall be installed at the required exit or exit access doorways of amusement buildings. Approved directional
exit markings shall also be provided. Where mirrors, mazes or other designs are utilized that disguise the path of egress travel such that they
are not apparent, approved low-level exit signs and directional path markings shall be provided and located not more than 8 inches (203 mm)
above the walking surface and on or near the path of egress traveL Such markings shall become visible in an emergency. The directional exit
marking shall be activated by the automatic fire detection system and the automatic sprinkler system in accordance with Section 9072 .11.2.
8. The interior finish of section 411.8 OSSC shall be complied with.
RESPONSE REQUIRED deferred item
411.8 . The interior finish shall be Class A in accordance with Section 803.1. Interior wall and ceiling finishes shall be classified in
accordance with ASTM E 84. Such interior finish materials shall be grouped in the following classes in accordance with their flame spread
and smoke - developed indexes. Class A: Flame spread 0-25; smoke-developed 0-450.
9. The System Response requirement of section 907.2.11.2, item #1 shall be complied with unless the
Building Official verifies that the task lighting provides a clearly lighted path at all times. This
requirement will be reviewed with the tenant during the construction process.
RESPONSE REQUIRED deferred item
[F1 907.2.11.2 System response. The activation of two or more smoke detectors, a single smoke detector with alarm verification, the
automatic sprinkler system or other approved fire detection device shall automatically: 1. Cause illumination of the means of egress with light
of not less than 1 foot candle (11 lux) at the walking surface level;

Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be maintained
on the jobsite. The plans shall be available to the Building Division inspectors throughout all phases of

Certificate of Occupancy: No building or structure shall be used or occupied until the Building Official
hasissued a certificate of occupancy 110.1 OSSC
Premises Identification: Approved numbers or addresses shall be provided for all new buildings in such
a position as to be plainly visible and legible from the street or road fronting the property.
Whin submitting revised drawings or additional information, please attach a copy of the enclosed City of
Tigard, Letter of Transmittal. The letter of transmittal assists the City of Tigard in tracking and
processing the documents.
