Dear Val:
I spoke with Richard Rogers, of the Building Codes Division, on April 1, 2005. He informed me that the
Building Codes Division passed a motion to allow use of either the 2003 IBC or the 1 998 OSSC Chapter
29 for a duration of 180 days, until a final resolution is accomplished. Pertaining to the review of Crown
Carpets, it is our request that the review be performed under the 1 998 OSSC Chapter 29.
Below are the occupancy and plumbing calculations per 1998 OSSC Chapter 29 for the proposed remodel
and expansion.

The minimum required plumbing fixtures per UBC table 29 -A is one toilet/lavatory per sex. We are
providing the minimum required and an additional unisex toilet/lavatory. Please refer to T4. I for the
locations. •

At this time, we are providing a door to the existing building connecting the portion of the building that is
not being remodeled. The inclusion of the existing building results in the addition of 3 existing toilet rooms.

The minimum required plumbing fixtures per UBC table 29 -A are (2) toilets /(I) lavatory per sex. The
existing portion of the building has (I) ADA unisex toilet room and (2) standard toilet rooms. Please see
T4. I for their location. This is in addition to the new (1) men's toilet room, (1) women's toilet room and
(1) unisex toilet room, will provide a total of (6) toilet rooms, including (4) ADA accessible and (2) existing
standard. This exceeds the required minimum.
Although we currently meet the minimum standards we also feel that it is reasonable to discuss that Crown
Carpets sells bulk products (carpet and other large flooring rolls). The occupancy falls within the definition
of mercantile, but their product minimizes the actual square footage that patrons can occupy; therefore we
believe it is reasonable to dictate a different ratio for the mercantile area based on actual usage. The
Uniform Building Code allows for the plans examiner to take into consideration the actual use of the
building when a different ratio is required per Section 29.02.2.
With the proposed toilet rooms, the building will have more than enough facilities to serve all customers
and employees.

1. All exit doors shall be openable from the inside without the use of a key or any special
" knowledge or effort. 1008.1.8 OSSC
2. The main exit shall be provided with signage indicating "THIS DOOR MUST
REMAIN UNLOCKED DURING BUSINESS HOURS" 1008.1.8 OSSC
3. Exit signs shall be illuminated at all times and shall be provided with a second source
of power that will provide 1 '/2 hours of illumination in case of primary power loss.

4. The means of egress shall be provided with illumination of not less than 1 foot candle
at the floor level anytime the building is occupied. The means of egress illumination

6. In buildings without an occupied roof access to the roof shall be permitted to be a roof
hatch or trap door not less than 16 square feet in area and having a minimum dimension
of 2 feet. 1009.12.1 ex OSSC
7. American with Disabilities Act (ADA): It shall be the responsibility of the Architect,
Engineer, Designer, Contractor, Owner and Lessee to research the applicability of the
ADA requirements for the structure. The City of Tigard reviews the plans and inspects
the structure only for compliance with Chapter 11 of the OSSC which may not include
all of the requirements of the ADA.
8. Live Loads Posted: The live loads for which each floor has been designed shall be
conspicuously posted by the owner in that part of each story in which they apply, using
durable metal signs, and it shall be unlawful to remove or deface such notices. The
occupant of the building shall be responsible for keeping the actual load below the
allowable limits. 1603.3 OSSC
9. Safety glazing including but not limited to: the following locations: Each unit of
glazing shall be permanently identified by the manufacturer. Sec. 2406. Some of these
locations are as follows:
a. Glazing in ingress and means of egress doors.
b. Glazing in storm doors.
c. Glazing in an individual fixed or operable panel adjacent to a door where the
nearest vertical edge is within a 24" arc of the door in a closed position and
whose bottom edge is less than 60" above the floor or walking surface except
when there is an intervening wall or other permanent barrier between the door and
the glazing.
d. Glazing that meets all the following conditions: In lieu of safety glazing,
protective bar (1 1 /2" height minimum) may be installed on the accessible side(s)
of the glazing 36" ± 2" above the floor. The bar shall be capable of withstanding
a horizontal load of 50 plf without contacting the glass. Sec. 308.4
1) Exposed area of an individual pane greater than 9 sq ft.
2) Bottom edge less than 18" above the floor.
3) Top edge greater than 36" above the floor.
4) One or more walking surfaces within 36" horizontally of the glazing.
e. All glazing in railings regardless of an area or height above a walking surface
including structural baluster panels and nonstructural in -fill panels.
Deferred submittals such as Fire Alarm, Fire Sprinkler, Truss Joist Shop Drawings, etc, will
be charged a deferred submittal fee based on the valuation of the portion of the work being
deferred. The minimum fee shall be $200.00. Deferred items;

Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall
be maintained on the jobsite. The plans shall be available to the Building Division inspectors

Certificate of Occupancy: No building or structure shall be used or occupied until the
Building Official has issued a certificate of occupancy 110.1 OSSC
Premises Identification: Approved numbers or addresses shall be provided for all new
buildings in such a position as to be plainly visible and legible from the street or road
fronting the property.
