COMPREHENSIVE PLAN/VISIONING Purpose: Information Tigard: Tigard City Manager Prosser introduced this item and said that when meeting with Superintendent Saxton and Tualatin City Manager Lombos to discuss potential agenda items, it occurred to them that they were all involved in visioning or comprehensive planning and thought it would be interesting to share what each jurisdiction has been doing. He introduced Tigard Community Development Director Coffee who gave an overview of Tigard's Comprehensive Plan update. Community Development Director Coffee said that updating the comprehensive plan has been a long-time goal for Tigard and the process began in earnest in 2005. He passed around a copy of Tigard beyond Tomorrow, a vision document that began in 1996-97 with extensive community input into what Tigard should become in the next 20 years. A community attitude survey completed in spring of 2005 showed that current citizen issues are similar to those in the past (traffic, density, protection of natural resources) with the addition of support for a new downtown. This interest in revitalizing the downtown area resulted in the passage of an urban renewal financing measure in spring 2006. He said staff spent a year on an inventory of details and facts necessary to know about a community before a comprehensive plan is done. He said out of that research came a resource joint Meeting with Tigard, Tualatin and King City Councils and Tigard-Tualatin School District Board Minutes Sept. 18, 2007 Page 2 report, Tigard 2007, which he passed around for everyone to look at. He said this document was also used a basis for the comprehensive plan. Community Development Director Coffee said Tigard is currently in the policy development stage. The public outreach process and Planning Commission workshops and public hearings have been completed. He said staff also went to high school government classes to talk about the comprehensive plan process. He said Tigard's comprehensive plan will follow the State's land use goal framework, but will be more than a land use plan, addressing a variety of issues. He gave the example of Highway 99W which can be viewed as a land use issue but there are a number of things the community can do to try and improve the traffic situation. He said the policy documents are now coming before Tigard's City Council for adoption and he expects the process to be complete within the next year. Tualatin: Tualatin City Manager Lombos introduced Councilor Beikman who has been the liaison to the Tualatin Tomorrow visioning process. She said their process began in February of 2006 and the visioning and action plan were finished in June, 2007. Councilor Beikman said Tualatin is currently in their implementation plan phase and is forming a committee to follow through on the action plans. She said the Tualatin community was extensively involved and focused on where they think Tualatin should be in the next 30 years. An ad hoc group will develop a structure for the implementation committee, which will contain citizens as well as lead partners and will be the driving force behind getting the action items done. She said their goal is to come before Council by January with an idea of the implementation committee structure, how it will act and the schedule. She said the Tualatin City Council has reviewed the action items and the lead partners will be asked to review them as well. I n response to a question from Tigard Councilor Woodruff, Tualatin Councilor Beikman said their final product will be their Action Plan. City Manager Lombos reported that Tualatin was one of only three cities in the United States that won an award from the International Association of Public Participation. King City Councilor Winn asked for examples of items they were addressing. Councilor Beikman cited the action item to continue the trails along the Tualatin River, a project many people were requesting. Tualatin Mayor Ogden said the Tualatin City Council will be going on a retreat in November to develop a priority list. He said they will be using the Tualatin Tomorrow document as a guide. Tigard-Tualatin School District: Superintendent Saxton said that the mission of the Tigard-Tualatin School District is Educate every Child. He said they kicked off their community visioning process in January by forming a focus group. He said they would like to have over 1,000 people participate in this process. They want to find out what the community wants from the school district, what a graduate looks like and what skills they should have when they graduate and finally, what kind of teaching would enable this. Superintendent Saxton said they want to complete the visioning process by late spring of 2008. Superintendent Saxton noted that when the District starts reducing class size, they need more classrooms. He said the facility plan that was prepared for the last bond effort was still current. In response to a question from Tigard Councilor Buehner about whether the District has considered changing the time the school day starts, Superintendent Saxton said they would like to hear ideas from the community regarding this. Tualatin Mayor Ogden said this group should get together in five years to see how the regional players have worked together. Tigard Mayor Dirksen suggested looking at working together on visioning or staging so that each jurisdiction can build on what the others have done. 3. TRAFFIC SIGNS FOR SCHOOLS Purpose: Expression of Interest Presenter: Tigard Police Chief Dickinson Tigard Police Chief Dickinson said student safety is a concern for all communities. He said the City, the Tigard-Tualatin School District, and the Tigard Kiwanis Club, wanted to help so they bought the Police Department an interactive radar reader board which was placed on Durham Road at Tigard High School. He said it has been very successful in slowing down traffic in front of the school. Chief Dickinson said that in contrast to the usual school zone traffic signs, the reader board is an effective tool and he would like to install four more of these signs in Tigard. He showed the group a product brochure and asked if there was interest in collaboration between the School District and other cities. The City of Tualatin suggested combining orders to receive a volume discount. Police Chief Dickinson noted that flashing school signs are also helpful and the speed bumps installed near Metzger Elementary have worked well. He said that surprisingly, most school zone offenders are parents. King City Councilor Winn said their city has been asking Washington County for some time to install a signal at 131"and Beef Bend Road to help slow traffic near Deer Creek Elementary. TTSD Superintendent Saxton said the District shares this concern and has written letters to Washington County Commissioners requesting assistance with the traffic near Deer Creek. Mayor Shay said King City has used a portable speed device on 131" Avenue and he has witnessed people slowing down, but unfortunately they had already sped past the school. 4. EMERGENCY PREPAREDNESS FOR SCHOOLS Purpose: Information Presenter: City of Tualatin Interim Finance Director Boss Tualatin Interim Finance Manager Boss reported that the cities of Tigard and Tualatin and the School District are participating in a school emergency response plan. He said they are working on minimizing possibilities as well as what their response would be. He said they will be doing a table-top exercise this fall and a walk-through scenario involving law enforcement and school joint Meeting with Tigard, Tualatin and King City Councils and Tigard-Tualatin School District Board Minutes Sept. 18, 2007 Page 4 administrators. He said Tualatin Valley Fire & Rescue and Washington County have been assisting them. Superintendent Saxton noted his appreciation for their efforts at being well prepared. Tigard City Manager Prosser reported that all jurisdictions will participate in a n October community emergency training exercise to test how organizations respond. CERT (Community Emergency Response Team) volunteers - citizens who know what to do in their neighborhoods during the first hours and days of a natural disaster or emergency - have also been trained. City Manager Prosser said Tigard is trying to reach out to the business community with information because citizens are just as likely to be at their jobs as at home when an emergency occurs. Tualatin Councilor Beikman mentioned that she experienced a "lockdown." at Byrom Elementary. She said it would be helpful if the School District communicated to parents and the general community what a lockdown is and why they are necessary. Tigard Police Chief Dickinson said they try to get information to the community as soon as possible in an emergency without alarming them. He said, "But in the end, people will have to take the counsel of the police officers that are directing them in that kind of crisis." King City Mayor Shay said they have a small but active group of CERT volunteers who would be able to give assistance to Deer Creek Elementary in an emergency. Tigard Councilor Sherwood mentioned a training she recently attended focusing on the role of public officials during an emergency and recommended all public officials go through this training. Tigard Mayor Dirksen said he attended an emergency response training while at the Mayors' Conference and found it valuable. 5. CURRENT STATUS OF JOINT USE FOR FIELDS Purpose: Information; Expression of Interest Presenter: Tigard-Tualatin School District Superintendent Saxton Tigard-Tualatin School District Superintendent Saxton described an agreement the School District has with the city of Tualatin for the artificial turf field. He said the City invested funds but the District owns the facility and property. He said replacement would be a shared expense. He said the District uses it from 8:00 a.m. - 5:30 p.m. for school use; and the City of Tualatin uses it at other times. He noted that the District and the City each set their own fees. Superintendent Saxton said the District rents other facilities to community groups such as youth sports organizations, Scouts, daycare, evening events, churches on the weekends, Japanese school, and the Broadway Rose Theater, etc. Some youth sports groups have approached TTSD about upgrading some of the fields. He said one challenge is to strike a balance between users and organizations. He suggested that some kind of umbrella group to assist with coordination of these different groups would be helpful. He also noted that the District has an agreement with Southside Soccer Club for the Tigard High School turf field. He said Southside Soccer Club will replace the field when necessary. Joint Meeting with Tigard, Tualatin and King City Councils and Tigard-Tualatin School District Board Minutes Sept. 18, 2007 Page 5 Superintendent Saxton said a long-term lease had been signed with Broadway Rose Theater for use of the former Charles F. Tigard Elementary cafeteria. This collaboration will enable the District to use the building during the day for trainings and meetings and it is available to the Broadway Rose at other times for theater classes and productions. Councilor Buehner suggested that the District develop a partnership with another entity to pay for lighting the Fowler Middle School tennis courts at night. She said the lights could be on a timer and would be off unless needed by tennis players. TTSD Board Chair Neunzert said the District appreciates the support of the community and that it does take a village, or several of them, to raise a child. She said the District however, needs to be disciplined and first apply their limited funding towards their mission to educate every child. She said it is a challenge to balance that with the needs of the community and other organizations. But she said the District does consider community needs and when building new schools recently, made sure space was included for the community use. She said that it cost the District more to add doors that lock to separate classrooms from public spaces, but they felt it important to have rooms available for use at night and weekends by community organizations. She suggested other partnerships could be developed between schools, cities and other organizations. Tigard Mayor Dirksen said he is supportive of the partnership idea. He said Tigard's Park and Recreation Board proposed a pilot program but Council decided that while there may be a need, a way to fund it still needs to be identified. The Tigard Parks and Recreation Board recommended hiring a coordinator and he thought this was a position that could potentially coordinate facility use between organizations, cities and the School District. Tualatin City Councilor Truax said Tigard should maintain hope that they will find a way to fund the pilot park and recreation program. Mayor Dirksen suggested that each jurisdiction be involved in a discussion to further explore mutually beneficial partnerships. G CONSTRUCTION EXCISE TAX FOR SCHOOL CONSTRUCTION This item was deleted because the presenters were unable to attend. 7. - ELECTION PLANS - NOVEMBER 2007, MAY 2008, NOVEMBER 2008 Purpose: Information Presenters.- Tigard Tualatin School District Superintendent Saxton Tualatin City Manager L.ombos Tigard City Manager Prosser Superintendent Saxton discussed Tigard-Tualatin School District's plans to consider a local option levy in November 2008, which is the next general election prior to their current levy expiration date of July 1, 2010. He said every year in December demographic projections are given to the State and the School District's funding is based on those projections. He said it is important the projections be very accurate so they can plan for facilities, and projections suggest they will need to hold a bond election for facilities in 2010. Joint Meeting with Tigard, Tualatin and King City Councils and Tigard-Tualatin School District Board Minutes Sept. 18, 2007 Page 6 Tualatin City Manager Lombos said Tualatin may put an item on the 2008 ballot. She noted that Clackamas County has an upcoming library measure. Tigard City Manager Prosser said Tigard has no firm plans, but an option to support a recreation levy may be on the 2008 or 2010 ballot. He said it would either be an open space or a recreation district levy. Tigard Mayor Dirksen reported that the Washington County Coordinating Committee (WCCC) is considering November of 2008 for a transportation measure Mayor Dirksen thanked everyone for their attendance and input. The Joint Meeting adjourned at 8:14 p.m. 8. ADJOURN SPECIAL JOINT MEETING AND CONVENE TIGARD CITY COUNCIL STUDY SESSION Tigard City Council Reconvened for a Study Session in the Red Rock Creek Conference Room at 8:25 p.m. > REVIEW DOWNTOWN STREET LIGHT PROCESS o Staff Report: Community Development Department Community Development Director Coffee distributed a document titled, Chronology of Recent Downtown Streetlight Discussions. A copy of this document is filed in the City Recorder's Office. In response to a question from Councilor Woodruff, Mr. Coffee said the CCAC is waiting for further direction and clarification from Council. The Council discussed the streetlight recommendation process. Mayor Dirksen said there was a misunderstanding that Council had referred CCAC's decision back to them. Mayor Dirksen said Council only opened a door if CCAC wanted the opportunity to explore more options. Council agreed that while it is important to follow process and adopted plans, it may be appropriate to reconsider, but only if there are compelling reasons. Mayor Dirksen reiterated that if the citizen group is comfortable with their street light decision, the CCDA will let that stand - there was just a concern that CCAC made their decision based on an erroneous assumption that they had limited choices from which to select. Mayor Dirksen said that as Chair of the City Center Development Agency (CCDA) he will write a letter clarifying Council's intention. City Manager Prosser will ask staff to arrange a meeting with Mayor Dirksen, Councilor Sherwood and the CCAC Chair within the next week. Council checked their calendars and concluded that no Council members will be able to attend this meeting as her backup. > UPDATE ON JOINT WATER COMMITTEE MEETING WITH LAKE OSWEGO Mayor Dirksen noted that the first joint Water Task Force small group meeting has been scheduled for 9:00 a.m. on Friday, September 21, 2007. The Mayor and Council concluded, and concurred with the CCAC, that it is important to adhere to adopted plans and guidelines unless there is a compelling reason for reconsideration. The Mayor and Council Members expressed concern over how this matter had become a major issue, and the Mayor will be sending a letter to the CCAC and meeting with Chair Switzer to clarify the Council's intent in referring the matter originally. Staff will be proceeding with the Main Street Demonstration Project, and the Burnham Street Project, with the understanding the acorn style streetlight that was reviewed by the CCAC in February of this year will be installed. C: Craig Prosser, City Manager City Council Members sess;-0--o' T 9/18/2007 Chronology of Recent Downtown Streetlight Discussions August 2007 Staff. review of PGE Acorn style options (4 styles) prior to ordering for Main Street and Burnham Street projects. August 8-, 2007 City Manager reviewed options with Mayor and Mayor indicated preference for non- PGE,: Bridgeport style light. Auguust 14, 2007 City Council reviewed options with two actual PGE lights and pictures of other two in study session. Councilor Wilson suggested that none of the options were what he would like to see and indicated that he would like other options considered. Councilor Sherwood agreed citing the example of community involvement in Port Moody and suggested the issue should be referred to CCAC. It was the consensus of the Mayor and Council to refer the matter to CCAC. August 22, 2007 CCAC discussed the referral with some members expressing frustration over revisiting what they felt had already been decided in the Commuter Rail Station Design Elements and the Downtown Streetscape Plan. Other members welcomed the opportunity to consider options. After considerable debate the CCAC voted 4-2 to recommend to the Council that other options be considered for the Downtown streetlight. August 27, 2007 Carolyn Barkley and the Mayor met with Tri-Met and requested that the Bridgeport style light that Tri=Met was planning to install at the Station be replaced with the acorn style with a band that had been approved by the CCAC in February 2007. August 28, 2007 The City Council discussed the CCAC's recommendation before and during the study session. Councilors Buehner and Woodruff indicated that they were not interested in revisiting the decision to utilize a PGE acorn style light. Councilor Wilson reiterated his position that the City should have a unique and high quality streetlight. Councilor Sherwood stated- that if the CCAC wanted to consider other alternatives that. was okay with her and the Mayor agreed requesting that the process not be too lengthy. September 7, 2007 CCAC Member Carolyn Barkley submitted a letter to the City Council outlining her concerns with the process of revisiting the streetlight selection decision. 9/18/20.0.7 f September 12, 2007 The CCAC met to consider the referral of the streetlight selection: Before getting into the review of streetlight -options, Chair- Switzer asked if-the- Commission wanted'to• review the process and several members agreed that that should occur first After a lengthy debate it was the unanimous conclusion of the CCAC that Carolyn Barkley's• concerns over the process as outlined in her letter were more important than the selection of a streetlight. The CCAC therefore unanimously adopted, a motion calling for a formal- action of the CCDA that would clarify why previous decisions on the type of streetlight should not be followed. Study Session - August 28, 2007 Administrative Items - Discussion on Downtown Streetlights Senior Planner Nachbar: Did you want to discuss streetlights at all at this point, or no? Mayor Dirksen: I really don't think we have time to get into anything. I think we need to leave the door open if the citizen group feels that it needs to be re-explored, then we are willing to let them do that. City Manager Prosser: Which citizen group... Senior Planner Nachbar: Well, the CCAC Community Development Director Coffee: I don't know. Mayor Dirksen: At this point... Councilor Sherwood: The streetscape group is no longer together... Mayor Dirksen: If the CCAC was going to discuss it and members of the streetscape group wanted to come and speak with them, then they could do that. Community Development Director Coffee: So, let me clarify the process. So then you're saying CCAC raise the review of other options for street lights in downtown and come back to us? Mayor Dirksen: I don't review if they want to. Several speaking at once.... Community Development Director Coffee: They voted 4-2 to recommend to you that the issue of what streetlight to get is to be reopened and revisited. 1 Mayor Dirksen: If they want to then I think we should go forward. But I think we need to reinforce the fact that time is of the essence because the time for the decision is here. Community Development Director Coffee: They themselves said they would recommend to reopen ...60 days... The question remains, are they the ones that are going who are going to select and recommend to you and you are going to decide finally? Or, are you going to...I mean... this will become an issue as we get down to the selection again. Who is deciding. Mayor Dirksen: I think in all cases with regards to this kind of thing, we are the final decider - always. Councilor Sherwood: We're just trying to make sure that they've been heard and we will consider what they're telling us. Community Development Director Coffee: So, they will recommend back to you an alternate light fixture for downtown? Councilor Wilson: Do we have a consultant or somebody... Senior Planner Nachbar: Yes, well, what I've done in the last week or so is I've talked to a consultant. I've also gotten some references to some good websites. I feel pretty confident that we can come up with say, five to seven examples of lights to start with. So, our consultant won't necessarily help us with the design decisions of what type of fixture, but they will help us as to the soundness of that technically. Now, the one question I think out there that would help us a lot in making this choice is: Are we going down the path of what we would call traditional design. And, from everything that I've heard in terms of discussion about our downtown should be like, it has always been within the context of a more traditional downtown... Councilor Wilson: I think that's been decided and I don't think that should be reopened. I think that it's a question of maybe degree or and the more technical things, do we stick with the PGE approved thing or can we deviate from that and what are the consequences if we do. Councilor Wilson: We'll need to consider those consequences when we make the final decision. Councilor Buchner: And, I want to know what the price differential is. Mayor Dirksen: I agree. That should be taken into consideration. 2 Senior Planner Nachbar: We'll have all that for you. But, the idea of having a more traditional light, which means basically it's kind of throw-back to a more historic-type replica. Not from something modern, but more historical in nature. Councilor Wilson: As a replica or possibly... Councilor Sherwood: An original Mayor Dirksen: A take on it Councilor Wilson: Well, an adaptation or a I don't know if this is really... (referred to illustration) - this at Bridgeport is not a replica, but it has traditional lines to it. City Council agreed to hold two business meetings on December 11 and 18; the December 25, 2007, meeting is cancelled due to the Christmas holiday. ■ Tigard/IWB/Lake Oswego Water Task Force Staff is working to schedule a date for the first meeting. Information on the value of water rights will be sent to members of the Task Force. • Street Globes - Downtown Community Development Director Coffee asked if there was any direction on the street globes. Two examples of globes were on display in the room. Councilor Sherwood said, "I think it's got to go back." Mayor Dirksen said that, "We need to hand it off to the CCAC and see what they say." City Manager Prosser noted he had heard some Council discussion whereby there was interest in exploring a dark green color as a standard for Tigard. Study Session concluded at 7:19 p.m. 1. Should the CCDA choose to formally refer this matter, the CCAC further requests direction as to any selection criteria deemed important by the CCDA." I am writing this in response to the Tigard City Council and Phil Nachbar's e-mail exchange over the period of August 20 to August 31, pertaining to the selection of a street light fixture for downtown Tigard. Rather than focusing on the specifics of the street light choices, I want to address the more important point related to the process by which Tigard citizens were called upon to be involved in this decision and what Councilor Wilson's ill-timed objection to our recommendation says and the threat it poses to the entire concept of citizen involvement in Tigard. Councilor Tom Woodruff made clear his concerns about the importance of process in his e-mail dated August 28, e.g. "If we undo decisions that are made by volunteers we undermine their role and reduce [their] willingness to spend the considerable time they give to participate in the process." To understand the process of citizen involvement in this matter, allow me to provide you with some history. As a downtown business owner for over 15 years, I served on the original Commuter Rail Station Design Committee in 2002. This committee morphed into the Downtown Taskforce, which was itself created by the City Council and in fact Mayor Dirksen served initially as its chairman and continued to serve as a member of the Downtown Task Force. The Task Force was made responsible for developing the Tigard Downtown Improvement Plan (TDIP). A Rail Station Subcommittee was next formed from Task Force members to work directly with Tri-Met in providing local input into the design and appearance of the rail station. I served on this subcommittee. One of our duties was to study and make a recommendation as to the street lights that were to be placed on the rail station platform. On March 25, 2003, The Recommended Design Elements for the Downtown Tigard Commuter Rail Station was formally accepted by Tigard City Council Resolution #03-11. (This document has pictures and descriptions of the specific street lights that the Downtown Task Force recommended. In fact, this resolution passed unanimously and thus Councilor Wilson is also on record as having voted for it!) To be fair and accurate in providing this historical perspective, I want to be clear that we did originally choose the same light fixture that Mr. Wilson now seems to favor and which is the'fixture used at Bridgeport Village. I do recall vividly, that the Task Force objected to this "Bridgeport" fixture. The mayor even met with Tri-met to try to get them to ask us to reconsider our recommendation favoring the Bridgeport fixture. Ironically, in-light of Councilor Wilson's current preference, the Mayor and a majority of the Downtown Task Force thought that we were settling for something less than desirable in recommending the Bridgeport fixture! At this point City Staff came to the Task Force and said that the Bridgeport fixture could not be installed beyond the rail station. The reason being that any fixture installed on Tigard streets must conform to City of Tigard's Public Improvement Design Standards. These standards require that street lighting be operated and maintained by PGE, which would require choosing a style of "luminaire and pole" that is included on the PGE Approved Street Lighting Equipment list. The Bridgeport fixture is not on this PGE approved list. In response to this directive from City Staff, we had a meeting with PGE on October 7, 2004 and spent a lot of time considering all of the issues that Nick Wilson and Sydney Sherwood want to put back under the microscope, per their e-mail messages dated August 20 and 21 respectively. From a historical perspective, ladies and gentlemen, We've been there, done that! It is really important to note that the initial attempt to work with Tri-Met on the Rail Station was motivated by a shared resolve on the part of the Downtown Task Force and the City Council to have a coordinated street light system. Thus our work as citizens, together with City Staff, consultants and Tri-Met was done with the understanding that our recommendation was going to result in the chosen light fixture being installed throughout the down town. Certainly, given the mandated direction from City Staff, we felt obligated to focus on PGE approved fixtures. This is not to suggest that the range of choice was so constrained as to leave us with no choice. Indeed, the Streetscape Working Group made its recommendation for the same street light fixture to be installed throughout downtown that was recommended by the Downtown Task Force for installation at the rail station. This Streetscape recommendation was approved by the Tigard City Council on September 26, 2006 by Resolution # 06-02, and again it was approved unanimously including votes by both Councilor Wilson and Sherwood. For specifics about this resolution please note the following: On September 26, 2006, the Tigard Downtown Streetscape Design Plan was formally accepted by Resolution #06-02 On page 1-16 this light is describe as: 1. Decorative acorn-style luminaire included on the PGE Approved Street Lighting Equipment List. 2. Fluted cast aluminum poles painted black 3. Structural wind-loading for banners or hanging baskets 4. Pole height of approximately 14 feet (lamp height approximately 16 feet) 5. Average luminance consistent with Table 1 in Tigard Downtown Streetscape Design Plan: Street Lighting Recommendations memorandum in the Project Appendix. Moreover, on February 21, 2007 the CCAC had a consensus vote to record its understanding and support for the street lighting decision embodied in the aforementioned City Council resolution. Obviously, this history shows that all of this work was done with the help of a lot of CONSULTANTS. And there was a lot of detail on technical considerations that the consultants provided. I believe that most, if not all of the many citizens who have been involved in the matter of recommending street lights for the rail station and for downtown recognized that we needed information that only the consultants could provide in an efficient manner. I don't believe any of us felt competent on our own to make these choices, without a lot of help. With such help we worked hard for over 4 years to arrive where we were on August 20, 2007. (This being the date that Councilor Wilson decided to rethink his votes on 2 resolutions that had passed unanimously dealing with this issue.) It is unbelievable, to use Roger Potthoff's phrase, that at this point, we are again looking at revisiting the STREET LIGHT issue. Three different groups of people have worked on this matter and it has been passed unanimously by resolution on 2 different occasions - move on! Moreover, these City advisory groups have spoken face to-face with over 600 Tigard citizens, getting their opinions on this plan, including lighting. I can't see how four people on the CCAC, one city planner, and 2 city councilors (whose prior votes have been duly recorded) should now be allowed to flip flop on this settled issue. The integrity of the entire citizen advisory process is being jeopardized. You should know that the concerns about process that Councilor Woodruff raises in his e-mail message, as previously referenced above, is already a reality. I believe that many citizens who have been involved in the past, giving of their precious time, and who have made important 1 contributions through selfless efforts have come to recognize that citizen input in Tigard is little more than an exercise. There is a growing perception that the call to get involved is only a procedural necessity that the Tigard City Council and Staff make in order to cloak their own pre-determined actions and the expenditures of public funds with the legitimacy of broad based citizen input and support. This is not how citizen advisory groups should be employed. I want to say that I appreciate Councilors Buehner and Woodruff trying to be supportive of the volunteers. I am concerned that their views may yet be in the minority. I want to believe that the Mayor would take a position that reflects both the history of this matter and one that supports the viability of our citizen volunteer based system. How about it Mayor? In closing, I have never expected the Council to abide by every recommendation put forth by the advisory groups. We are just that - advisory. But we do have a right to expect that our recommendations which become accepted by formal City Council resolutions will be respected. We certainly do not deserve to be told we are incompetent .in making the decisions that these same critics have formally appointed us to make in the first place. It remains no less of a concern of mine that city staff would place before these advisory groups the agendas that call for recommendations and then suggest to the City Council that these same decisions should not be made by those same citizens. This is no less true in this instance where such dismissing comments by Staff come after citizens have spent 4 years in meetings, numerous open houses, surveys and parsing through questionnaires and consultants reports. How disingenuous are these staffers? Of course, there is today citizen open houses that remain on the schedule, there is an ongoing call for volunteers. How much of all this is pretense? Please realize that this matter is really about process. How you deal with it will say a lot about the City's attitude towards citizen involvement. PGE assigned one of their crews to come by late in the evening to look at the entire downtown. If you recall, the problem at the time was that daylight extended till past 10:00 p.m., which made it difficult to tell if any of the lights were out. That should not be a problem now, especially after daylight savings time ends. I just spoke with him on the phone and got the following issues. We need to check these out, and I promised to get back to him soon. 1. Tom/Bill - Mr. Schneider is concerned about the on-street parking in front of the Chamber of Commerce building. Apparently we have a height restriction on vehicles parking there, but file:HC:\Documents and Settings\Craig.000\Local Settings\Temp\GW}00001.HTM 10/31/2007 Page 2 of 2 he says it is routinely ignored, with the result that it is very difficult for cars attempting to turn off of Tigard onto Main to see traffic approaching from the direction of the railroad tracks. Is this a posting issue or an enforcement issue? 2. Tom - Mr. Schneider is very concerned about shoddy work in progress between the railroad tracks and Commercial. Apparently one side of Main has been improved and is great, but the work on the other side is delayed and the street has been left in terrible condition. (I will go down tomorrow after the Halloween trick or treaters leave downtown to see if I can see what his concerns are.) He is convinced that City crews are doing this work. I suggested that they might be Tri Met crews. In either case, we need to check this out to see if there is a problem and when it will be resolved. If the resolution is going to take awhile, we need to make sure that the travel lane is passable. 3. Tom, Dennis - Mr. Schneider reported an apparent sunk utility cut on Tigard St. near Park Place or Cornell Place. We need to see if this can be repaired. 4. Tom, Dennis - Mr. Schneider is concerned about a manhole on Tigard that is lower than the pavement level. Can this manhole be raised? He did not give me an exact location. 5. Tom - Mr. Schneider would like to see a traffic light or three way stop at Tigard and Main. I explained the problem about causing back-ups across the railroad tracks, and he seemed to understand that (but he still wants the signs or traffic light.) I told him this is on our radar screen, but it will not be resolved quickly. He seemed okay with that. 6. Tom - Mr. Schneider is very concerned about the condition of Burnham. I explained that we expect to start the reconstruction next summer. He seemed okay with that. 7. Tom - Mr Schneider apparently complained last Fifth Tuesday about street lights being out in downtown. I remember there was a complaint, and Gus referred it to PGE. I don't know if Gus followed up.
