(July 26-27). They'll be traveling by bus, leaving at 8:30 a.m. and arriving at 4 p.m. (and of course the same amount of time on the way back). There are plans to discuss what they'll be looking for at Port Moody, which has developed its urban downtown area. The people traveling on the bus are going on this trip to see how some of the elements of the Port Moody experience could be used for the Tigard Downtown urban renewal. Do I need to post notice that there will be a quorum of these bodies and the general reason for this trip? (Or, would it just be a good idea.) On Page B-2 of the Attorney General's opinion, this trip doesn't appear to fit within the parameters of what constitutes a public meeting since no quorum is required. Also ORS 192.610(5) says an on-site inspection is not a "meeting." (But they'll be on the bus and, I'm checking with Phil Nachbar, and I think they'll have a somewhat organized discussion planned for part of the ride up.) Here's the ORS: PUBLIC MEETINGS 192.610 Definitions for ORS 192.610 to 192.690. As used in ORS 192.610 to 192.690: (5) "Meeting" means the convening of a governing body of a public body for which a quorum is required in order to make a decision or to deliberate toward a decision on any matter. "Meeting" does not include any on-site inspection of any project or program. "Meeting" also does not include the attendance of members of a governing body at any national, regional or state association to which the public body or the members belong. If you get this email, a space on the bus and a room at the Best Western, Coquitlam, B.C. has been reserved in your name. Here are some trip logistics that you will need to know: The bus will leave the turn-around at City Hall at 8:30am on Thursday July 26. Please arrive at 8:00 am promptly so we can go through a few drills (see below). ID: In order to get into Canada and back, you will need one of the following: a passport, proof of application for a passport, your original birth certificate and a picture ID, or a State-verification of your birth certificate and a picture ID. At this point, if you are thinking of using proof of application for a passport, but haven't yet applied, it's too late, so don't bother. If you don't have your original birth certificate, there is still time to get a State verification of it through the State Office of Vital Statistics (contact Jamie at the City who may help you at 503-718-2492).In order to avoid the worst case scenario at the Canadian border, you will need to show one of the above before boarding the bus in Tigard. This would be much less embarassing than figuring out what to do for two days at the Canadian border while the rest of us go on the trip. Lunch will be provided on the bus going up. If you are interested in a snack or other on the way back, you will need to purchase that in Port Moody before we depart on Friday. Here's how the itinerary is shaping up: Arrive in Coquitlam, BC around 4pm Thursday July 26 with option to eat dinner in Port Moody, the old Downtown section, and look around. I hope to have a few chosen restaurants and points of interests picked out. Friday July 27, 10 -11 am: Overview at the City of Port Moody, and Q & A about Topical Areas of Discussion (see attachment) 11-1 2:30pm: Tour of the new Village Center. We may be able to tour one of projects with the developer who built it. 12:30 - 1:30 pm, Lunch (Your on your own to explore) 1:30-2:30pm, Final Q&A at the City offices to discuss any ideas you may have thought of during the day.2:45 pm Depart for TigardArrival in Tigard: 9:30pm to 11:30pm Thank you, and let's make this an interesting trip for all, eh?
