SUBJECT: Meeting with the Tigard-Tualatin School District and City of Tualatin
The agenda for the Monday, October 7, joint meeting with the City of Tualatin and Tigard-
Tualatin School District includes a couple of items for which I requested background
information from Community Development. The information was requested to provide
Council with some briefing materials prior to the meeting.
The first item is related to development fees for school district capital improvements.
Sherman Casper of the Community Development Department prepared the attached
memo to Jim Hendryx which provides the best information available on what may be
chargeable to the district for new construction and renovation of facilities in Tigard. Please
note that Sherman has developed the memo and Systems Development Charge
information based on the best information available to him. The District has not come forth
with a specific application to review and calculate fees. Therefore, the memo serves best
in providing information on the potential charges which could be applied to specific school
developments.
The second memo is a sunmary of the Clean Water Services (Unified Sewerage Agency)
approvals granted for the Durham plant. The agenda for Monday's meeting notes there will
be some discussion of the Clean Water Services Master Plan. It is my intent to merely ask
the District and City of Tualatin whether there is interest in meeting with me and Jim
Hendryx to better understand the master plan in place for the District and potential
expansions. I don't expect that we will spend much time at the meeting going over details
of the plant, rather we will determine if jointly we want to learn more about the plans and
engage in conversation with Clean Water Services.
I hope this information is beneficial for you as you prepare for the meeting on Monday
evening.

SUBJECT: Durham Treatment Plant
Attached is a memo on the Durham Treatment Plant, summarizing some of the history. In a
nutshell, they're approved to considerable expansions over the next several years.
DURHAM TREATMENT PLANT
The Durham Treatment Plant is classified as a basic utility within the City of Tigard. The
plant is owned by Clean Water Services, and today, serves as a regional wastewater
treatment plant for several small cities in Washington County.
Clean Water Services owns roughly 77 acres at or within close proximity of the existing
site. Tigard High School is located directly west of the site, the Tualatin River and City of
Tualatin are located south of the site, Durham Elementary and a mix of offices and
single family residences are located to the north and east of the site. Durham
Elementary and PGE's construction yard were located directly east of the site when
Tigard annexed the property.
The property is zoned Industrial Park (I-P). The I-P zoning district provides appropriate
locations for combining light manufacturing, office and small-scale commercial uses in a
campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise,
glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site
development review, design and development standards in the i-P zone have been
adopted to insure that developments will be well-integrated, attractively landscaped, and
pedestrian-friendly. The I-P and R4.5 zoning classifications permit basic utilities subject
to Conditional Use Approval.
0 1976 - Clean Water Services begins construction of its regional wastewater
treatment facility on Durham.
e 1978 - The City of Tigard annexed the plant and several of the properties onto
which the facility would expand.
e 1988 - The City of Tigard granted conditional use approval for construction of a
new head works facility, a new driveway, and several new piping
connections.
0 1990 - The City of Tigard approved a height variance to the chemical feed plant,
and an expansion of the 1988 conditional use to allow construction of
two aeration basins, clarifiers, and an anaerobic digester.
0 1997 - The City of Tigard approved a minor modification to allow construction of
nine, 4' high antennas and four 5' high cabinets on the rooftop of the
chemical supply building for telecommunication purposes.
0 1998 - The City of Tigard approved a minor modification to allow the construction
of two surge basins on the eastern most portion of the property.
0 1999 - The City of Tigard approved an expansion of the Conditional Use Permit.
The expansion involved many components including a new influent
pump station, digester complex, effluent pump station, and an influence
distribution system. In theory, this expansion would accommodate the
district's needs until 2010. The City of Tigard requested a plan that
would forecast future expansions within the plant.
There are several items forecasted that will require modifications to the permits allowing
future opportunities for public involvement.
