MEETING MINUTES - October 17, 1996
Meeting was called to order at 7:00 p.m. by Mayor Jim Nicoli.
> Council Present: Mayor Jim Nicoli, Councilors Paul Hunt, Brian Moore, Bob
Rohlf, and Ken Scheckla.
> Tigard/Tualatin School Board Present: Chair Rich Carlson, Vice Chair Tom
Sharp, Merilee Haas, Al Hieb, Pat Biggs.
I > Staff Present: City Administrator Bill Monahan; Finance Director Wayne Lowry; h
and Asst. to the City Administrator Liz Newton.
> Superintendent Russ Joki and Business Manager George Fisher.
1. Measure 47. Mr. Monahan gave background information on the analyses of the Measure
performed by both the District and City. Councilor Hunt suggested that Measure 46 also
should be discussed. Ms. Haas noted that the District proposed an information piece that
has been distributed to parents. Mr. Sharp noted that the Board passed resolutions at past
.i board meetings opposed to Measures 45, 46 and 47.
Mr. Joki reported on poll results:
46 is failing
47 is running slightly ahead
48 is running slightly ahead
He noted that these polls have been holding, contrary to historic trends of measures of this
type. Prior to the election date, there will be more canvassing of votes. He explained the
implications of Measure 45 on the District.
Mayor Nicoli noted that the Council could take a position on Measure 47 next week at the
Council meeting if any Council member brings forth a resolution.
Mr. Lowry added his findings on Measure 47, based on research into an Oregonian article
on how the State would respond to the Measure by increasing income tax.

n 2. Visioning. Mr. Monahan gave an overview on the visioning process. Ms. Newton added
comments on the proposed school activities and how the exercises have worked. Mr. Joki
noted the State audit of the District included Ms. Newton's presentation in our cooperative
efforts; it was well received by the auditors.
Mr. Sharp discussed the attendance boundary exercise the District is undertaking. He
noted parents are aware how the City and District are working together to plan for
growth.
Councilor Scheckla asked if the District anticipates adding a third high school. Mr.
Carlson said they are planning for it and it may happen within ten years. It is unclear s
where it could go, but the decision will likely depend on where the growth is occurring,
and where property is flat and available. He noted there has been some thought of
converting Fowler Jr. High. He noted that the District is experiencing greater growth in r
middle and high school because the families moving here have older children. Tigard
High School has 1,800 and Tualatin has 1,500 now.
j Mr. Joki noted the City has been cooperative in discussing potential sites with the District.
3. Durham Road Traffic Signal. Liz noted the Durham Road project should be completed by
the end of October. She noted the delay of the street opening benefited the signal project
because the City was able to have some work done in the road that saved $10,000 to
$15,000. She explained the transfer of jurisdiction will take place a couple of days after
the road project is complete. The signal should be in by the end of February.
j Mayor Nicoli noted the following items:
> City is working on the Tigard bridge widening. 4
> City has purchased land across from Fowler Middle School that will allow for ~
widening of Walnut.
> County will transfer responsibility for urban services to Tigard for an area of Bull f
Mountain.
> Cook Park expansion plans. He noted that some district athletic teams use the
park. He pointed out that the City is trying to joint venture with athletic leagues
who use the park. The leagues plan to buy some of the land for the City. He
noted that the City is = filling wetlands, contrary to other reports.
There was also discussion of the possible connection of the park to Durham's park and the I
potential pedestrian bridge. Councilor Scheckla asked what the water issue was that
Metzger School reported in the news. Mr. Joki explained the issue reported on TV, and
added that it was a slow news day. Councilor Scheckla also asked about traffic control
that occurred at the Tigard High/Jesuit game. For security reasons, greater controls were
employed.
