® Meeting was called to order at 6:35 p.m. by Mayor Nicoli.
1. ROLL CALL
Council Present: Mayor Jim Nicoli; Councilors Paul Hunt, Bob Rohlf, and Ken
Scheckla. Staff Present: Bill Monahan, City Administrator; Ed Wegner,
Maintenance Services Director; John Acker, Property Manager; Jim Hendryx,
Community Development Director; Nels Mickaelson, Assistant Planner; and Liz
Newton, Assistant to the City Administrator.
STUDY SESSION
2. CITY HALL ROOF
Property Manager Acker explained the problem and the steps waken to address the
roof leak problem, and reviewed his memo to Ed Wegner dated December 5, 1995.
Alai This memo is on file with the Council packet material.
Mayor Nicoli advised he feels going out and up for the Police Department and
adding to the Water Building are options to pursue before building up over City
Hall. He feels going up would not be likely for fifteen to twenty years. He
presented his opinion on the four options presented:
® Option 1 - No
® Option 2 - Likely in ten years
® Option 3 - Ten to fifteen years; little maintenance. After fifteen years, the
roof would need to be replaced.
® Option 4 - A metal roof, with three layers of paint, would last fifteen to
thirty years.
Mayor Nicoli advised he is comfortable with Options 3 or 4; Option 3 is cheaper, but
not over time. Option 4 is more expensive initially, but over time is less expensive.
Council consensus was to go with Option 4.

Community Development Director Hendryx and Assistant Planner Mickaelson
reviewed the Metro 2040 Plan.
® Metro Timeline the decision may be made on 12/7/95 or 12121/95. ivieiPu
staff thinks the Urban Reserves and the RUGGO will be adopted 12/7/95.
Community Development Director Hendryx reviewed the testimony given to
the Metro Board last week. He noted that he did not comment to Metro on
the Kvistad proposals on urban reserves, as Council did not have an
opportunity to discuss these issues.
Councilor Rohlf felt Council should say something, to show we are at the
table. Mayor Nicoll and Councilor Hunt agreed that even a short message
of our interest is necessary.
The urban reserve discussion will take place in May, the same as for the
interim measures. The City will have eighteen months to adopt and come
into compliance. The regional transportation plan is scheduled for June.
Community Development Director Hendryx noted that enforcement is not
AML clearly defined as yet.
Community Development Director Hendryx passed out Councilor Morissette's
proposed amendment which is aimed at trying to clarify how large buildings
can be in the employment area. Our employment areas are the Triangle and
the PacTrust area. Non-conforming users would be Costco, Home Depot,
etc., under the proposed language. Mr. Morissette's language would build
in some flexibility.
Mayor Nicoll suggested that cities should be given flexibility to make
decisions on expansion of existing businesses. Community Development
Director Hendryx suggested Council give support to Councilor Morissette's
proposal and explore creation of an exception process.
Council followed Councilor Rohlf s direction to authorize Community
Development Director Hendryx to provide comment to Metro.

Regional transportation plan - Metro is working on this plan, as well
as regional water.

Community Development Director Hendryx distributed a memo from Mike
Burton dated December 1, 1995 regarding forecasts of population,
households, and employment. He will comment back and say Council wants
a balanced approach rather than the zero growth option.
® Review the Interim Measures and Discuss Problems
We will continue to monitor these. Staffs of Washington County and cities
will begin to ask the questions of Metro to force Metro to begin thinking
about the issues. Metro Council will review these in the next few months.
® Discuss Opportunities That the 2040 Plan May Present for Tigard
Triangle - calls for mixed use.
99W - the corridor, with opportunities to clean up appearance through
redevelopment.
CBD - redevelopment and infill meets the objective of a viable downtown.
Mayor Nicoli asked if ODOT will be raising issues whenever the City
proposes a plan change to implement the transportation measures. He
proposed that if Metro designates our downtown a town center, that is all
they should do. They should not impose regulations on the types of
businesses allowed.
Councilor Hunt noted that Council needs to have someone with the time and
inclination to get involved in Metro. Since Judy Fessler left Council, we have
not had involvement. He suggested that this be taken into consideration
when candidates are considered for the Council vacancy.

_ ® Public Officials Caucus - is January 18, 1996. Discussion on interim
measures and the issues that the Planning Directors win be discussing over
the coming months.
Councilor Rohlf suggested that Council needs to have a discussion on the
agenda items scheduled for the Caucus so our representative can express our
point of view.
On January 3, the Planning Director will set the agenda. On the January 16
study session, the agenda of the Caucus will be presented for input.
® How Will We Involve Tigard's Citizens in 2040?
Community Development Director Hendryx discussed the opportunities for
citizen involvement at the CITs and through workshops in February. Mayor
Nicoli suggested also taking this to the service clubs, Chamber, etc. Mayor
Nicoli suggested a two-page insert in the Cityscape. Staff will stress the
issues with the local press and suggest some topics.
Council discussed the staffing issues in Planning; how to continue to handle
2040 issues while the Senior Planner position is vacant. Staff updated
Council on the status.

Phil Lewis School Site
Community Development Director Hendryx explained the staff findings n the
application. He went through the analysis. The School District has been advised of
the findings and asked to submit additional and revised information. Mayor Nicoli
asked Mr. Hendryx to review this with either Tim Ramis or Pam Beery.
Council discussed the status of planning efforts in the Triangle. Community Development
Director Hendryx noted that he plans to send out a newsletter to the Triangle property
owners.

of 2 15 forecasts f r opulation, households and employment for Tigard.
Everyone has done a great job on this first go around. If we were to adjust this round of
numbers, the result would be an Urban Growth Boundary expansion of about 5,000
acres over the next 20 years. My staff has been working with your staff to fine-tune
these first draft responses. To prevent any major expansion of the UGB, I am asking
you to do two things:

December 8, 1995,. and closely examine if it is possible to do more to
either meet your targets or to exceed them. The targets here are the

Clearly, the measures necessary to work towards as tight an Urban Growth Boundary
as possible will require zone changes and modifications to comprehensive plans. As
you know, if we continue with current plans, we would have to expand our boundary by
26,000 acres in 1995.
If you are willing to commit to work towards zero expansion of the UGB, then we
would appreciate knowing when you could start and how long it would take.
I wanted to share these draft preliminary numbers with you and let you know the more
refined numbers will be sent to you by December 8, 1995.

SUBJECT: City Hall roof
Over the past two months, the City Hall building has developed
serious roof leaks. The leaks are causing damage to the inside of
the building as well as disrupting adjacent workers.
We have attempted to find and fix the leaks with little success.
The sources of these leaks have been extremely difficult to locate.
I believe it is beyond the capacity of staff to permanently repair
the roof. The following outlines what has been done and identifies
options to remedy the situation.
Steps that have been taken:
1. Three different roofing contractors looked at our roof and
leak situation. Each suggested that the gutters were the
probable cause of the leaking. These gutters are an
architectural feature located directly on top of the walls so
that if they leak, the water goes directly inside the
building.
2. On a dry day when there was no active leaking we flooded the
atrium gutters with a hose. This action produced leaks in the
entryway below within a short time, confirming that the
gutters were leaking.
3. A contractor was retained to install sheet metal covers over
the leaking gutters and then install new gutters on the
outside of the wall. This action bypassed the leaking
gutters. Cost $7,461
4. Next rain leaks associated with the gutters stopped but others
continued. In addition, over the next week new leaks appeared.
I had the roofing contractor expose the outside edge of the
composition flashing and seal it with roofing material. This
was done along the edge of where the flat roof meets the wall.
5. The leaks continued. With the contractor, we made a few test
holes through the roof system. This was done in an attempt to
locate if /where the roofing material was leaking on the flat
surface.
6. No moisture was found.
I have explored four options to fix the roof.
Option 1
Repair a 3 foot swath of the flat roof along with the
composition flashing around the
composition flashing perimeter of tie coo= where
the flat roof meets the vertical roof. The old roofing
material would be removed and replaced with compatible
material.
Result would be the same flat roof with repaired edges.
Estimate $ 9,949
Option 2
Remove the existing roofing material, install 1/2" retroboard
insulation overlay and install a new 5-ply built-up roof over
the entire City Hall roof area. A nonflammable mineral
surface cap sheet will be the finished surface.
Result would be a new flat roof.
Estimate $ 22,511
Option 3
Remove the existing roofing material, install a tapered
insulation system, install 1/2" retroboard overlay and install
a new 5-ply built-up roof over the entire City Hall area.
Same cap sheet as above. The taper would create a slope
toward the gutter and drain system surrounding the HVAC well.
Result would be a new sloped roof. Additional insulation would
also increase the R-value.
Estimate $ 38,135
Option 4
Build a new sloped metal roof over the top of the existing
flat roof. The metal roof would be fabricated and installed
to completely cover the existing flat roof but allow room for
air circulation as well as repair and maintenance of the HVAC
system.
Result would be a new sloped roof over the'top of the existing
roof.
Estimate $ 44,700 - $ 59,600 ($6-$8 per sq. ft.)
AML
A resolution appropriating funds for building maintenance will need
to be prepared.
