Purpose: To ask questions, comment, and study cptions based on
information contained in the the Tigard Triangle Traffic
Study Report. While this is not a regular Council
meeting, Council members will be present to talk with
Triangle residents and property owners. A representative
of the Oregon Department of Transportation (ODOT) also
plans to attend to give a short presentation on
transportation issues that ODOT has identified for this
area.
Copies of the Traffic Study are available at the
Development Services Counter at City Hall.

Tigard Triangle Town Hall Meeting Minutes
June 6, 1995 - 7:10 p.m.
Council members present: Mayor Jim Nicoli and Councilor Hunt. Planning Commission
members present: Commissioners Jim Griffith and Ron Holland. City staff present: City
Administrator William Monahan, Community Development Director Jim Hendryx, and
Senior Planner Carol Landsman. Tigard/Tualatin School Superintendent Russ Joki.
ODOT Planning Manager Robin McArthur-Phillips.
Mayor Nicoli opened the meeting and gave an overview of the process that the City has
followed in the Tigard Triangle Plan. He stated ODOT's authority and the results of the
DKS Study. Mayor Nicoll noted the following options:
1. Don't increase traffic
2. Increase traffic - but ODOT will have input into the decision-making process
He cited the potential impacts of switching the 30 acres to C-P - 5°k change, G-C -12%6 .
He asked the property owners in the low density areas to give input on the type of zone
change preferred. Mayor Nicoli noted some other options are available.
Questions from citizens - Can ODOT object to traffic for present zoning? Response was
"no." They can object to any incremental changes.
Robin McArthur-Phillips, Planning Manager for ODOT Region I, noted that under existing
land use designations, traffic will be degraded by 100%. She went over the findings of
the DKS Study, noting ODOT concern for tho timing of this study with the 1-5/217
analysis. Modeling of the intersection improvement is based on the existing land use
assumptions. Ms. McArthur-Phillips encouraged people to look at the potential impacts
of change on the overall traffic.
Senior Planner Carol Landsman explained that changes in the Triangle need to be based
on analysis addressing criteria. She suggested that a combination of change to mixed
use and office may be an option. 300 new trips in a peak hour equates to a new lane
needed. She stressed the need for a unified solution or someone would be the last
person left out.
Mayor Nicoli listed options - C-P and G-C. Another option is a new zone for office and
multi-family, and possibility of allowing either of the uses within the zone. Another option
is to generate designation of the number of trips which would be assigned per acre.

Mayor Nicoli discussed possible actions needed to expand the road system. He noted
that funds are not available for expanding 99W.
One resident stated the plan should not have been done piecemeal. He wants Phil Lewis
School to stay as a school if the residential land remains.
Another resident asked if Cub Foods and Costco had to do studies. She feels they
added all the traffic. She said everything took place overnight.
Russ Joki spoke for the School District, noting that based on earlier commitments they
put forth bond measures which now require the property be changed. He noted that
Representative Brian intends to bring people together to resolve this. The School District
sees the parcel as a gateway piece. They can't wait for additional studies; they need
assurance. ODOT will support City, assuming that the G-C zone is OK for them.
A resident expressed frustration that they are putting up with the new traffic. Mayor Nicoli
asked her and other residential owners who speak to give a preference of G-C or C-P.
She stated she preferred G-C.
Another resident said her concern is she wants a fair and reasonable price.
A speaker thanked the Mayor for creating the two-way communication. He noted that
growth is inevitable and development in the Triangle is destined to be commercial. He
took issue with the thought that nothing can be done until traffic is addressed. He
suggested that a zone change be pursued with an overlay of traffic capacity.
Responding to a question from Councilcr Hunt, Ms. McArthur-Phillips said she hoped a
compromise could be reached so some rezoning can be done; perhaps with a trip
reduction overlay to prevent additional demand during peak hours. Senio Planner
Landsman said we can test changes and determine the options.
A resident asked why the issue wasn't handled before. Another resident cited problems
accessing 72nd Avenue, suggesting a rezone to G-C and letting people try to make their
profits. He noted he can't see how the traffic can get much worse.
A resident asked what the City is willing to do; it did change zoning to allow multi-family.
Staff said the City is willing to facilitate but Council needs to decide. Also, the multi-family
project was a downzone.

Steve Clark advised he has participated in the 99W Task Force on the 1-5/217 study. He
noted ODOT's willingness to engage in creative problem-solving, as is the City. He noted
the $10 million to $1.1 million dollar price tag to eniargo 99W, but citizens rejected it. He
noted there must be a fix.
Gordon Davis, representing the retail property owners on Dartmouth, noted that each
developer did a traffic study. Each found that traffic will be a problem as development
occurs. He feels the DKS Study is inadequate because it doesn't deal with how a new
point of access into the Triangle could help solve problems,
Senior Planner Landsman noted that DKS looked at the portal addition and found it
wouldn't relieve 99W. Mr. Davis said this is because it only took the connection to
Hunziker. He feels that a larger extension will have a greater impact.
A resident of the north end, who works on Main Street, noted the change created by
Costco to 99W. He disagrees with DKS; that an alternate route to get to Highway 217
will help greatly. Also, he feels better signage on Dartmouth is needed. He noted he is
opr sdl to muIti-family because 'that is a downzone." (C-G is preferred; C-P is
acceptable if it helps).
A, resident asked if a traffic study was done to show the number of through-trips. Senior
Planner Landsman noted that the study shows that at 72nd and Pacific Highway, 70% of
the trips there will be generated from the Triangle, based on build-out and a second
scenario of changing the residential to G-C. Staff will look into the signage improvement
needs.
Dick Carlson of the School District Board asked if ODOT opposes the District sale. Ms.
McArthur-Phillips noted that ODOT did not make a verbal commitment on what the
property could be used for. Mr. Joki asked if ODOT is prepared to act quickly; that is,
meet next week. He stated the developer of the school site proposes a high quality
neighborhood commercial development with an anchor store. The School District needs
a Comprehensive Plan change before finalizing the sale.
In July the City will do a design workshop, noted Senior Planner Landsman. At the same
time staff will work with ODOT to address the issues.
A resident thanked the Mayor for what he is doing, but feels they are v cs *ing under great
frustrations.
Another resident suggested ODOT needs to take into account increased traffic from the
Triangle it the 1-5,/217 design.

A resident asked what would be needed to create an internal grid to handle traffic.
Tony Cargill suggested staff develop scenarios to show various alternatives so people can
react. Commissioner Griffith noted the DKS Study has options described.
A resident asked if the City is aggressively pursuing having the 1-5//217 study assist the
Triangle. Mayor Nicoli noted the City is doing that. The options favorsd by the City
would facilitate traffic onto 72nd Avenue.
A resident of Elmhurst would like G-C. She noted the impact of commercial traffic on
72nd.
Mayor Nicoli noted that staff is moving ahead with the process, but we need to slog down
and address ODOT's concerns. The options discussed gill be in the mix. There may be
other meetings like this to continue the discussion.
Mr. Cargill said "ODOT is us;" they need to help solve the problem. They have a place
for input but the decision nerds to be made by the City. Mayor Nicoli responded that
ODOT has litigated and won, citing the Clackamas County case took two years.
A resident asked if ODOT took Tualatin to court, citing the traffic problems created by
deumlopment. Ms. McArthur-Phillips noted we have the same goals„; w., . .p- P awd to work
together to solve the problems.
A resident asked what happens if the School District development request proceeds.
Mayor Nicoli noted the City could be forced to address one application if it comes forth.
Rece Ely of the 1-5/217 Task Force asked if ODOT has threatened litigation and whether
there was discussion in Executive Session. Mayor Nicoli noted the City Council received
a letter from ODOT and discussed ODOT's legal authority with the City Attorney. The
Mayor took the letter personally as a threat. ODOT responded that they put the letter
together at the City's request and met with staff.
A resident asked when the 1-5/217 intersection will be improved. Mayor Nicoli noted that
$27 million is in the plan; more iS. needed. Ms. McArthur-Phillips noted the Federal
Government required fiscally constrained plans be developed; 99W improvements are
not in there.
A resident expressed his hope the Phil Lewis School remains.
A resident took offense at ODOT taking legal action against a local community.
