ROLL CALL Council Present: Councilors Judy Fessler, Wendi Hawley, and Paul Hunt. Staff Present: Patrick Reilly, City Administrator; Kathy Davis, Library Director; Loreen Edin, Acting Public Works Director; Janice Deardorff, Personnel Director; Ed Murphy, Community Development Director; Liz Newton, Community Relations Coordinator; Catherine Wheatley, City Recorder; and Randy Wooley, City Engineer. 2. REVIEW OF "TIGARD TALKS" COMMUNITY SURVEY Noel Klein of Western Attitudes reviewed the survey results. Of the 2500 questionnaires mailed to Tigard registered voters, approximately 500 were returned. Mr. Klein then went through the tables and charts which provided a preliminary overview of the responses. (Note: A copy of the Questionnaire and the preliminary overview is on file with the Council packet material.) Mr. Klein advised that the survey responses reflected the opinions of those people who would be inclined to vote in a "mail-in" election. He called these type of people "motivated voters." Listed below are some of the comments made during the meeting: • Females tend to vote more often than males. • Low percentage turnout of renters; it is difficult to get renters involved. • Income: Mean average is $50,000/year. Significant differences of income by area of town; Section 3 = $62,000/year Section 4 = $48,000/year. Homeowner incomes are higher than renters. • Average age of respondents: 29 • Average number years living in Tigard: 10 • Persons who have lived in Tigard the longest gave lower ratings. • Compared to other cities for which this type of survey was done by the same consultant, Tigard rated comparably. • Convenient location was given higher rating by those living in Tigard 5 years or less. CITY COUNCIL MEETING MINUTES - MAY 3 1993 - PAGE 1 • Small-town atmosphere was rated higher by persons living in Tigard 11-20 years, higher incomes, people living in Sections 1 and 5, and by females. • Biggest threat to livability: - No. 1 development (rated higher as a threat by middle income, people living in Sections 2 and 6, homeowners, and females). - No. 2 - traffic (rated higher as a threat at both higher and lower levels of income, people living in Sections 1 and 5, renters and males.) • Transportation and growth control were listed as areas of focus to improve the quality of life. • In addition to resolving transportation and development- related issues, survey respondents advised that school financing issues need attention as well. Mr. Klein advised that the cities of Tigard, Newberg and Wilsonville identified similar top-priority concerns. • People feel safe (rating was 3.8 with 5 being at the high end); highest ratings came from renters, persons under 35 and over 65, and males.) People would feel safer if the police department would concentrate on activities which would suggest the presence of law enforcement (i.e., community policing, patrols of areas). There was some anger expressed with the criminal justice system. • Respondents ranked Tigard at 3.7 (with 5 meaning "very well") on the question asking how well the City is doing. They were also asked to rank other governments. The Fire c District ranked highest (4.2), Water District was next (3.8) and the City was third (3.7). Lowest ranking was the State government. The City rankings, advised Mr. Klein, were higher among older people, renters, higher incomes, males, and from those living in sections 3 and 6. • People regard the State, Federal and Metro Government as wasteful, political and unable to deal with the issues. • Of the City concerns identified, it appeared that respondents did not like the effects of growth and that the lower rankings were not due to problems with staff. • Mr. Klein noted lower than usual attendance at City- sponsored functions when compared to other cities (i.e., 4th of July). • The citizens feel that the City does a good job of keeping them informed (Cityscape rated very high); however, they do not feel that they are influential in the final decision. • Mr. Klein advised that only a few people use a lot of things that the City does. • Tigard is perceived as minimal government; that is, residents are not overburdened with issues emanating from their city. CITY COUNCIL MEETING MINUTES - MAY 3 1993 - PAGE 2 (Note: Councilor Hunt left the meeting at 7:30 p.m.) • There were no major areas where people were perceiving that the City was doing something wrong; people are not upset with the local government. • There was some frustration expressed on how much the city and its residents can affect the problems we are facing; i.e., growth, traffic (problems with 99W). There was brief discussion on the neighborhood meetings which are scheduled throughout the areas (total of six meetings). The purpose of the meetings is to receive more information to determine more precisely the reasons behind the answers given in the survey. 3.
