MEETING MINUTES - APRIL 21, 1992
Meeting was called to order at 6:30 p.m. by Mayor Edwards.
1. ROLL CALL
Council Present: Mayor Jerry Edwards; Councilors Judy
Fessler, Valerie Johnson, and John Schwartz. Staff Present:
Patrick Reilly, City Administrator; John Acker, Acting Senior
Planner; Elizabeth Hadley, Staff Intern; Ed Murphy, Community
Development Director; Liz Newton, Community Relations
Coordinator; John Roy, Sanitary Sewer Supervisor, Cliff Scott,
Operations Manager, and Catherine Wheatley, City Recorder.
STUDY MEETING
2. WORKSHOP MEETING WITH PARK BOARD:
• Park Board Present: Dr Daniel Graham, Chairperson; Board
members Carolyn DeFrang, Sheldon Scolar, and Steve
Slabaugh.
• Review of Funding Matrix: Park Board and staff reviewed
a park improvement funding matrix to complete the
following projects:
> Summerlake: Winterlake Playground
West End Restroom
Picnic Shelter
Tables and Grills
Design, Contingency, Inspection,
Landscape
> Fanno Creek: Extend Path to Ash Avenue
> Greenway &
Park Paths: Englewood Reconstruction;
Pathfinder/Genesis (extend path to
107th Court through Greenway; Tally
connection of subdivision and
Fairhaven street; Terrace Trails.
> Cook Park: Extend path to 108th
Council agreed to accept the matrix, noting they would
have opportunity to review bid awards for individual
projects. Councilor Johnson expressed disagreement with
the matrix due to her concern about Fanno Creek Park
improvement cutbacks which were made in order to proceed
with improvements to other parks. Council discussed
Fanno Creek Park and recognized it as an important
resource in the park system and the downtown area.
Future Focus: Council and Park Board discussed future
GEN focus for the Board. Possibilities discussed included:
> Look at park needs for the Bull Mountain and/or
Triangle areas. Park Board may want to look at
alternatives and needs for developing areas within
Tigard's Urban Growth Boundary.
> Fanno Creek Park - land acquisition.
> Meetings with NPO's/CPO's to determine perspectives
on priorities.
> Bike trails - update the map to determine if
certain projects could be implemented to fill in
some gaps.
> Explore working with Tualatin to connect park
systems with bridge over Tualatin River.
t > Review the parking situation at Summerlake Park.
> Recreation - what should the City's role be. There
was lengthy discussion on this issue. Mayor
advised he was concerned whether the majority of
taxpayers desired more expenditure in development
of recreational programs. Mayor advised he
supported efforts, such as a questionnaire, to
determine whether this is a priority for Tigard
residents.
3. DISCUSSION ON CITY-OWNED BUILDINGS CONCERNING AMERICANS WITH
DISABILITIES (ADA) REQUIREMENTS.
Council reviewed a preliminary estimate of expenses to upgrade
and maintain the TOYS (Burnham Street) and Chamber of Commerce
(Main Street) buildings which are owned by the City of Tigard.
After discussion, Council consensus was to continue the leases
with TCYS and the Chamber of Commerce for the city-owned
buildings they now occupy for at least the next year. Staff
will supply the Council with information in June concerning
costs to upgrade the buildings to meet ADA requirements and
maintenance needs and investigating availability of CDBG mon•sy
for the TCYS building.

4. EXECUTIVE SESSION: The Tigard city council went into
Executive Session at 9:00 p.m. under the provisions of ORS
192.660 (1) (d), (e), (f), & (h) to discuss labor relations,
real property transactions, exempt public records, and current
& pending litigation issues.
Council workshop meeting reconvened at 9:25 p.m.

5. REQUEST FOR TRANSPORTATION MAP NOTATION FOR A STUDY AREA C
Mr. Larry Bissett asked Council to consider calling up for
review and public hearing the placement of a transportation
map notation which would specify a study area for an overpass
on 217 connecting Dartmouth Street to Hall Boulevard. There
was lengthy discussion on the request noting the efforts on
the part of the 99W Task Force; history and past comments with
the Oregon Department of Transportation concerning traffic in r
the area; a review of past Council action with regard to this
area; and references to litigation yet to be resolved. Mr.
Bissett advised that it was important that this study area
have status on Tigard's arterial plan. Council declined Mr.
Bissett's request. k
Mr. Bissett and traffic engineer, Wayne Kittleson, will be
making a presentation to the 99W Task Force on Thursday, April
23, concerning this proposed study area (formerly called "Note
911). Mayor Edwards and Councilors Fessler and Schwartz r
advised they would attend this meeting.

SUBJECT: Park Improvement Funding Matrix

Attached please find the final form of the park improvement
funding matrix and strategy. This updated version of the matrix
utilizes more current estimates for selected projects, accounts for
costs of design, inspection and landscaping, and sets aside a small
contingency fund which, if not used, could be applied to Fanno
Creek Park deferred projects.
We are asking that the City Council authorize the expenditure
of $531,600 for park improvements, as listed on the matrix, and
that certain improvements to Fanno Creek Park in the amount of
$76,750 be deferred until we are able to come to the Council with
a firm funding strategy.
It is our intention to proceed immediately with the design of
the Summerlake restroom and picnic shelter with tables and grills
so we can go out to bid as soon as possible. In addition, requests
for bid will go out for the path projects of Englewood,
Pathfinder/Genesis and Tally. The City Council will have an
opportunity to review these projects when the bids are awarded.
The remainder of the projects including the Summerlake
playground, extension of the Fanno Creek trail to Ash Avenue,
Terrace Trail and the extension of the path in Cook Park to 108th
Avenue must be designed and will go out to bid later in the spring
or-early summer.
We have deferred the extension of the Fanno Creek Park path
from Ash Avenue to Main Street pending settlement of the court case
involving the A-Boy property. Park entry improvements and the
meadow planting are also deferred. It is staff's intention to look
at ways to reduce costs wherever possible and that any cost savings
will be earmarked for the deferred projects. In addition, we will
continue to apply for grants, seek donations, and look for other
methods of funding this project. We project that the park levy will
take in aproximately $60,000 in years six and seven--this matrix
proposes to use only $46,800 for current improvements--leaving an
estimated $13,200 as seed money for the deferred Fanno Creek Park
projects.
