1. ROLL CALL: Present: Mayor Jerry Edwards; Councilors Carolyn
Eadon, Valerie Johnson, Joe Kasten, and John Schwartz. Staff
Present: Patrick Reilly, City Administrator; Wayne Lowry,
Finance Officer; Ed Murphy, Community Development Director; Liz
Newton, Community Relations Coordinator; Tim Ramis, City
Attorney; and Catherine Wheatley, City Recorder.
2. TAX BASE - NOVEMBER 6, 1990 BALLOT
Consideration of a resolution which, if approved, will refer
a ballot measure to the voters on November 6, 1990. This
ballot measure will propose a new tax base for the City of
Tigard.
a. Staff Report from City Administrator:
• City Administrator reviewed alternative language for
a proposed resolution referring a tax base measure to
the November General Election Ballot. (See packet
material for versions presented.)
City Administrator advised it would be prudent to
pursue the updated tax base at this time to continue
provision of existing services and assure fiscal
stability. The proposal was recommended unanimously
by the Budget Committee.
b. Public Testimony:
• Gary Ott, 9055 S.W. Edgewood Street, Tigard, Oregon
said he supported viable City government which
protects the interests of residents' livability and
environment.
Mr. Ott noted his concerns over whether developers
were paying their fair share. He opposed subsidizing
new development and questioned whether fee schedules
had been reviewed.
Mayor Edwards acknowledged Mr. Ott's concerns and
agreed that Systems Development Charges (SDCs) and

fees, in general should be reviewed. The Mayor also
referred to the potential ramifications of a County-
wide traffic impact fee which would be decided on by
voters this month.
Community Development Director reviewed Mr. Ott's
specific questions with regard to property development
along Durham Road. Apartment developers paid SDC
fees; major road improvements have been required of
several adjacent developers. The Transportation
Safety Bond Funds have been utilized to pay for
widening and safety improvements to Durham.
City Administrator reported that staff review for
permit fee adequacy was done several times a year.
c. Council Consideration:
• Council discussion followed with review of wording
differences in the proposed ballot measure versions.
Consensus was to select Version 4A as presented
(version is included in packet material).
• RESOLUTION NO. 90-59 A RESOLUTION OF THE TIGARD CITY
COUNCIL CALLING FOR AN ELECTION TO BE HELD ON
NOVEMBER 6, 1990, IN CONJUNCTION WITH THE STATE-WIDE
ELECTION, FOR THE PURPOSE OF SUBMITTING TO THE
REGISTERED, QUALIFIED VOTERS OF THE CITY OF TIGARD THE
QUESTION OF ESTABLISHING A NEW TAX BASE FOR THE CITY.
• Motion by Councilor Eadon, seconded by Councilor
Kasten to approve Resolution No. 90-59 and authorize
the City Attorney to correct scribner's errors prior
to submitting to the County Election Department for
the November 6, 1990 ballot.
The motion was approved by a unanimous vote of Council
present.
3. NON AGENDA ITEMS:
a. Disposition of Burroughs Equipment Finance Director
reported that the Burroughs computer equipment leased in
1985/86 was being phased out. Attempts will be made to
dispose of the computers through sale; however, because the
computers were essentially of a ten-year-old vintage and
operating costs associated with the equipment were high, it
was not expected that there would be a plentiful market.
After discussion, Council consensus was to direct staff to
proceed with disposition of the computer equipment.

b. Mayor Edwards asked Council to consider the possibility of
changing the regular council meeting day from Monday to
Tuesday evening. There was brief discussion with no strong
objection to this change expressed.
Council will discuss this issue further. A change would
not be implemented until after January 1, 1991.
4. EXECUTIVE SESSION: The Tigard City Council went into Executive
Session at 7:30 p.m. under the provisions of ORS 192.660 (1)
(d), (e), & (h) to discuss labor relations, real property
transactions, current and pending litigation issues.
5. ADJOURNMENT: 8:54 p.m.

EXPLANATION:

• Provide financial stability for five years.
• Allow the City to continue police, park and library
service levels.
• Enhance police programs including Crime
Prevention/Neighborhood Watch, Narcotics Enforcement,
School Resource Officers and Traffic Unit.
• Retain library programs including evening and Sunday
hours, and Educational Services/Recreation.
Background information:
The City Council and the Budget Committee unanimously
recommended this proposed tax base which is estimated to

A RESOLUTION OF TIME TIGARD CITY COUNCIL CALLING FOR AN ELECTION
TO BE HELD ON NOVEMBER 6, 1990, IN CONJUNCTION WITH THE STATE-
WIDE ELECTION, FOR THE PURPOSE OF SUBMITTING TO THE REGISTERED,
QUALIFIED VOTERS OF THE CITY OF TIGARD THE QUESTION OF

WBEREAS, the City Council of the City of Tigard, Oregon has determined that a new tax base should be
established by Article XI, Section 11, of the Oregon Constitution, in order to permit the proper operation of the
City's affairs within the constitutional limits; and
WBEREAS, State law requires that a new tax base shall be submitted to the legal voters of the City for their
approval;
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
SECTION 1: An election is hereby called in and for the City of Tigard, Washington County, Oregon on
Tuesday, November 6, 1990, between the hours of 7:00 a.m. and 8:00 p.m.
SECTION 2: The following ballot title and explanation is hereby approved and the following measure shall be
printed on the official ballot as set forth below.

SECTION 3: The election will be conducted by the Washington County Elections Department, which
department shall establish polling places, precincts, and election boards for such election.
SECTION 4: The City Recorder is hereby authorized and directed to certify in the manner provided for by law
to the Elections Director of Washington County, Oregon, the foregoing measure for inclusion as part of the
regular ballots to be prepared by the Elections Director for voting at all precincts within the City of Tigard at
the general election on November b, 1990.
SECTION 5: The City Recorder of the City of Tigard is hereby ordered and directed to post notices of said
election in one place in each voting precinct of the City. These notices shall be posted at least ten (10) days
before the date set for the election. The City Recorder shall give additional notice of the aforesaid City election
by publication in the T-4W Times. being a newspaper of general circulation in the City of Tigard, Oregon, once
each week for two consecutive weeks, the first publication to be not less than ten (10) days before the election.
The notice shall contain the ballot title under which the question will appear on the ballot and shall set forth the
time and place of said election.

Shall the City of Tigard be authorized a $3,580,260 tax base
beginning with the 1991/92 fiscal year?
SUMMARY:
If approved, the proposed tax base will allow the City to:
• Maintain police, park and library service levels.
