NOTICE OF SPECIAL MEETING
TIGARD CITY COUNCIL
Notice is hereby given that the Mayor, with the common consent of Council,
has called for a special meeting of the Tigard City Council on Wednesday,
March 28, 1990, at 7:00 p.m. to be held at the Newport Bay Restaurant, located
at 69th Avenue and Pacific Highway, Tigard, Oregon. The purpose of the
meeting is to discuss transportation issues and issues of mutual concern
with City of Portland Commissioner Earl Blumenauer.

Note: Prior to the meeting, Mayor Edwards guided Portland Commissioner Earl
Blumenauer and Portland Regional Rail Manager Barrow Ehierson on a tour of the
city. The purpose of the tour was to view Tigard's rapid growth and the
resulting transportation concerns.
1. IMEL CALL: Present: Mayor Jerry Edwards; Councilors Carolyn Eadon and
John Schwartz. Staff Present: Patrick Reilly, City Administrator; Liz
Newton, Cm mxnity Relations Coordinator; Tim Ramis, City Attorney; and
Catherine Wheatley, City Recorder.

2. DISCUSSICK CN 1ZEMK1 AL ISGM RA7I,
a. Below is a list of the highlights of the discussion on light rail: l
- Planning efforts must continue to be emphasized for future
light rail implementation in this area.
Funding mechanisms need to be identified.
Coordination between the technical staff's must occur. Work
must be completed in the identification of option costs,
inpacacts, and alignment choices.
- Regional priorities were outlined. The westside area
(including Tigard) is high priority; traffic counts support
the call for action.
- Growth issues and Tigard's position as a regional player were
discussed.
- Coimmiaity Relations Coordinator for Tigard, Liz Newton, will
continue to work on this effort. She will prepare a list of
comwn interests for Tigard and Portland which would support
the continued efforts with regard to light rail.
- The need to inform the constituency was identified. several r
ideas were discussed. Mr. Emerson noted he could assist by
preparing an effective, informative presentation.
