NOTICE OF MEETING
The Tigard City Council will be meeting with the Washington County Board of
Commisisoners on Tuesday, January 23, 1990, from 5:30 to 6:30 p.m., at The
Brass Horn Restaurant, 4550 N.E. Cornell Road, Hillsboro, Oregon. The purpose
of the meeting is to discuss topics of mutual interest and concern.

JOINT DINNER MEETING
JANUARY E3, 1990

Present: Mayor Jerry Edwar^ds; Councilors Carolyn Eadon, Valerie ?
Johnson, and Jahn Schwartz. City of Tigard Staff Present: Patrick
J. Reilly, City Administrator; Liz Newton, Community Relations
Coordinator; Tim Ramis, City Attorney; and Catherine Wheatley, City
Recorder.
Summary of Discussion Topics:
Mayer Edwards advised the purpose of the meeting was to become better
acquainted with the County Board and to review issues of mutual
interest and concern. Discussion topics included:
Annexation: Mayor advised Tigard has not solicited areas
for annexation, but has assisted areas which
appear to have a majority population in
support of annexation (i.e, waiver of
annexation fees). He noted this was, at
times, a difficult position because some
areas have almost become completely
surrounded by urban development and were
requesting urban services. More requests for
annexation may be forthcoming as development
cant inues.
Light Rail: The City of Tigard continues to study
transportation issues; rapid growth has
accentuated this concern. Efforts include
communication with the City of Portland as
Tigard plans to remain well informed and
active in the planning process for
transportation alternatives including light
rail. A meeting with Portland Commissioner
Earl Blumenauer has been scheduled.
Urban Renewal: Mayor advised of the urban renewal proposal
as presented by the Trammell Craw Company for
"President's Parkway."
City/County
Roles: Discussed was the need for the Counties and
Cities to keep each other informed and to
provide mutual assistance when possible.
City of Tigard has established the Community
Relations Coordinator position to facilitate
the exchange of information.

Consolidated
Dispatch: City of Tigard will be studying information
as it becomes available for a County-wide
dispatching system.
Oregon Tourism
Alliance: County Commissioner Chair Bennie Hays updated
on grant dollars available this year. She
outlined projects which would be funded. The
Washington County Fairgrounds, located in
Hillsboro, would receive assistance in
building grandstands and a livestock
pavilion. Large, national events would be
scheduled • once completed.
Parks: Commissioner Eve Killpack reviewed her recent
northern California trip. The community she
visited approved a $225 million dollar bond
levy to be allocated to open space and parks.
County
Move: Chair Hays advised the County would begin
moving into their new public Services
Building on February 23. She said an April
"Opening Ceremony" was planned.
The meeting was adjourned at 6:20 p.m.
