COUNCIL MEETING MINUTES - APRIL 17, 1989 - 6:30 P.M.
1. ROLL CALL Present: mayor Jerry Edwards; Councilors: Carolyn Eadon,
Valerie Johnson, Joe Kasten, and John Schwartz; City Staff: Pat
Reilly, City Administrator; Ken Elliott, Legal Counsel and Catherine
Wheatley, Deputy City Recorder.
2. NON-AGENDA ITEMS:
a. Councilor Johnson advised that Gary Seibold, a resident in the
135th Avenue LID, contacted her regarding the planting of shrubs
in the right-of-way. Council discussion followed concerning past
conversations on this area and whether or not Council had decided
to allow planting of shrubs. City Administrator said he would
meet with the City Engineer to discuss this situation.
b. Councilor Eadon distributed a handout which was being used by the
Park Board concerning options for a possible park levy.
Discussion followed. Council consensus was to review these
options and then develop more concise direction to the Park Board
on the levy issue. This item will be reviewed during the Study
Session on April 24, 1989.
c. There was discussion about Washington County Commissioner Chair
Bonnie Hays' presentation to Council at the April 10, 1989,
meeting concerning the proposed Transportation 2000 funding
mechanisms.
COUNCILOR SCHWARTZ ARRIVED: 6:40 p.m.
Concern was expressed on several of the proposed funding methods
including the one-cent cigarette tax, the payroll tax, and the
proposed funding for light rail.
Also of concern to Council was the unclear commitment expected
from local government. It was noted the Transportation 2000
Committee was now asking for a resolution endorsing the Program;
however, what would the City's role be with regard to elections,
time commitment, and dollars.
Council discussed the philosophy of correlating taxes and their
use. For example, there was no connection between a cigarette
tax and transportation. A connection between a gasoline tax and
transportation was more logical.
Council noted they should not endorse the Program if they have
concerns with the funding proposals. After discussion, Council
consensus was for the City Administrator to prepare a letter for
the Mayor's signature, noting the City of Tigard declined
endorsement of the funding proposals outlined in the
i Transportation 2000 program at this time.

d. City Administrator referred to a letter from the Chamber of
Commerce concerning the City Center Development Plan. After
discussion, council consensus was that Mayor Edwards and
Councilor Johnson would attend an April 26, 1989 meeting with the
Chamber Board to discuss this issue.
City Administrator noted the letter cited concerns that Council
may be considering a substantial change to the Plan.
Council discussed this issue noting they were not proposing a
substantial change to the Plan. Rather, they had opted to delay
the election to allow more time for public education on the Plan
and the tax increment financing issue.
e. City Administrator noted that Trammell-Crow requested a change in
public hearing date concerning their Comprehensive Plan
Amendment. After discussion, Council consensus was to hold the
public hearing on May 15, 1989.
3. DISCUSSION ON CONTRACTS:
a. City Administrator reviewed some preliminary figures concerning
contracts for police dispatching and/or police services.
Discussed were methods of computing and calculating the costs of
services and dispatching, It was noted total dispatching costs
for the City of Tigard was $311,000 with contract revenues
amounting to about $33,000. There was discussion on the
difference between what was being paid and what the actual cost
was to the City of Tigard. Also, it was noted there were other
expo n_ces incurred by Tigard; including administrative overhead
and potential liability.
Since cities were presently within budget processes for the next
fiscal year, it was important to address this issue quickly.
Council discussed the general policy issue of providing
contractual police services. It was noted the main benefit to
Tigard for providing such services was the good working
relationship with other cities. Council consensus was their
primary responsibilities were to the Tigard citizens and the
surrounding jurisdictions should be expected to pay for their
fair share.
There was discussion concerning the method of calculating the
"fair share." Should the jurisdictions be responsible for the
incremental cost over and above the minimal, break even cost for
service to Tigard citizens; or, should they share in a formula
based on a per capita expense? City Administrator noted this was
policy question for council review.
Council consensus was that surrounding jurisdictions should be
notified the City of Tigard was reviewing these contracts with
concern expenditures were not being recovered. City
Administrator advised he would develop a proposal for Council
review.

Dear Neighbor,
Tigard is a growing city. Our schools, roads, civic center and library, and
par;ks are providing services to a greater number of citizens as each year
passes. To help keep the quality of our lifestyle, Tigard's civic leaders have
successfully planned for new schools and better roads. In our parks system,
much needed improvements have yet to be performed.
The Tigard City Council asked the Parks Advisory Board in August of 1986 to
develop a "Tigard Park Plan" to help guide the city forward in meeting park
needs for the future. In June of 1988, after countless hours of city staff and
citizen input, the Parks Advisory Board presented to the City Council the
Tigard Park Plan. The Park Plan is your plan to guide us forward into the
future.
The Tigard Park Plan calls for improvements to be made at many of our parks,
especially the larger community and regional parks such as Summerlake Park in
northwest Tigard and Cook Park in south Tigard. The Parks Plan has a "vision"
of what Tigard's parks should be like through the year 2000. The citizen board
members who worked on developing this vision are now asking for your help.
On the reverse of this page you will find three "Park Levy options", referred
to as Plan A, B, and C. The Park Levy would be in effect for a period of five
C_ years. Please take a moment to see what we are offering in these options, look
at the cost, and check the one which you feel is best for Tigard.
Remember, these are your parks, and their future is in your hands. The Park
Board, City Council and Staff look forward to receiving your selection and hope
you enjoy our beautiful parks during the coming year.

Dear Mayor Edwards and City Council:
At the April 10, 1989 Council meeting, the decision to adopt the
City Center Plan as ordinance and the City Center Report as E
recommendation was postponed. As you know, the Tigard Chamber of
Commerce Board of Directors voted to support the adoption of the
Plan and Report and we were surprised at the Council's decision
to delay adoption.
The Chamber Board is particularly concerned by comments at the
April 10th meeting that the Plan and Report may very well not be
the same as they are now by the time th?v get to the voters in
November. We have, therefore, at our April 12, 1989 meeting,
unanimously voted to withdraw our support of any changes to
the current Plan and Report. After adoption of a Plan and Report
by the City Co:incil, we will once again study the final products
and make another decision.
Over the past two years the City of Tigard has spent over
$100,000 in consultant fees, hours of citizen volunteer time and
commitment and considerable expenses for breakfasts, printing,
postage and staff time. The Chamber of Commerce invested $1,500
towards the market study, hours of volunteered time by our
Executive Director and considerable amount of Board and Committee
time to follow, monitor and study the progress of the task force.
We feel that Mondays' meeting was a golden opportunity to reach
out to the public with the full support of the Council and the
Chamber of Commerce and kick off the public information campaign
leading up to the November election. Instead, we now have no
idea what further changes to expect.
Much work remains to be done to explain tax increment financing
and the details of the Plan and Report to the voters, but if the
Council really intends to make major changes in the Plan and
Report to the extent mentioned in Monday's Council meeting,
valuable time will be lost.

The Chamber of Commerce continues to support the Plan and Report
as presented before April 10, including tax increment financing.
The Chamber also supports working with the City on a public
information process--once the Plan and Report are finally
adopted, not merely accepted by the Council, and after study and
approval by the Chamber Board.
We feel that the revitalization of Tigard's City Center is
essential but will once again go down in flames if a strong,
unanimous, unified approach is not made by the City and Chamber
working together.
Trust on the part of businesses and residents is key to passage.
Indecision, uncertainty and delay will not build trust.
We applaud the efforts of the City and its commitment to the
economic health of downtown. We want tax increment financing put
in place by the voters in the November election.
To that end, we invite the City Council to a meeting at the
Chamber office at which we can discuss our concerns, the future
of the Plan and Report and the upcoming ballot.
We hope you will agree to our offer of meeting jointly at the
Chamber office at your earliest possible convenience to discuss
these critical issues.

RE: TRANSPORTATION 2000 PROGRAM
I wish to thank you for the opportunity to discuss the Transportation 2000
Program and the legislative package with you last Monday evening.
As promised, I asked the Department of Land Use and Transportation staff to
determine the estimated amount of road revenues that the City of Tigard would
receive from fuel tax increases, as well as your estimated payroll tax
expense. This information is as follows:

1989 Legislative proposal $269,211/year (Additional)
PAYROLL TAX EXPENSE (5-YEAR PHASE-IN)

assessment of the Transportation 2000 Program in light of the additional
