There was discussion on cost recovery and the number of dispatch
staff added in recent years. Chief of Police advised that he
would amortize (on a pro—rata share basis) the cost_ of the
console through contract renewals.
Councilor Schwartz noted there have been county-aside discussions
about consolidating dispatch services and forming a county
district. if it were to be determined that dispatch services
should be consolidated, then the price of the second console
would not be fully recovered.
Concern was expressed that the Chief of Police had researched 911
basic service costs through GIL at the request of one Councilor.
Council reconfirmed their policy of equal information,
Mayor advised that his concern was whother or riot the current
circumutancou required a second console; was the consolidation

• Councilor Johnson noted costs for services should be incorporated
in the contracts. She concurred with Councilor Eadon°s remarks
concerning a change in policy.
Mayor Brian noted he also wanted the City to recover the costs
for services rendered in contract agreements, He said he would
be willing to talk about the policy issue concerning dispatch
consolidation at a later time.
Councilors Schwartz and Edwards acknowledged and supported the
Council vote approving the second police dispatch console
recorded at the July 18, 1988 Council meeting. Staff was directed
to proceed with the purchase of the second dispatch console.

Area's new definition be more aggressive than it is now.
There was general discussion about issuer in the Active Planning
Area. Some of these issues included:

b. Assistant City Administrator distributed a comparison of annexation
fees. (See chart in the Council meeting packet.) Generally. those
communities actively welcoming areas into their City limits did not
f charge fees and paid the Boundary Commission fees for the
\ developer. It was rioted that once annexed, any expenditures would
be recovered over time.
After lengthy discussion. Council consensus was as follows:
o All City fees will be waived for annexation applications.
u The City will pay Boundary Commission fees for property within
the Active Planning Area,
o The City will not pay Boundary Commission fees for property
within the Area of Interoat,

URBAN SERVICES STUDY
I, EXECUTIVE SUMMARY
In April 1987, following the decision by the South Metzger/Washington Square
area to annex to Tigard, the pity was contacted by developers in the Bull
Mountain area about annexation, The City council discouraged an annexation
proposal at that time. citing the City's lank of specific knowledge of the
area's needs and the City's capacity to serve, Council directed the-CitY
Administrator's office to conduct an Urban Services Study of the Bull
Mountain/Walnut areas,

FINDINGS
The basic data gathering was done by two Public Administration graduate
students from Lewis & Clark College during the summer of 1987. The final
report was completed by the City peministrator's office and released in ti
Fobruary. 1988. The basic findings of the study are;

COMPARATIVELY RAPID RATE.

o Development is proceeding at a comparatively rapid pace with 607

units per scree); the area is largely undeveloped;

o Fire protection is provided by the Tualatin Rural Fire Protection
District and can serve projected development; f

�^ Growth and development is occurring under current Comprehensive Plans with or
without the adequate Public Facility Plans. The City of Tigard is currently
developing its Public Facilities Plans for Streets, Sewers and Storm Drainage
systems. The City has offered to work with the CPO to jointly develop the
needed facility plans for the CPO area, as the City does in the NPO areas.
The City realizes that the issues of planning and annexation are separate, but
related topics. While annexation is an option for obtaining needed planning
and other urban services. the City prefers to leave that choice to individual
property owners arid residents. Believing that Bull Mountain/Walnut areas will
eventually choose to annex --- whether in 1 years. 5 years, or 10 years -- the
City is, therefore, genuinely just as concerned as are current residents that
'the area be developed in a logical and livable manner.
CONCLUSIONS
In conclusion, the land use and annexation issues affecting the area ar'a
separate, but related. Development is occurring under current comprehensive
plans in the Bull Mountain/Walnut area with or without. an

City, Needed levels of urban services either are not available through the
County, or are available more conveniently and less expensively for comparable
services from the City of Tigard upon annexation, Needed strout improvements,
like Bull Mountain Road and Walnut Street, are unlikely in the foreseeable
future without ann+axation.

' Based on the findings and conclusions of the Bull Mountain/Walnut Area Urban
Services Study, the following is recommended: ,
1. That, annexation proposals from the Walnut and Bull Mountain II/North
Central areas be supported by the City and required before allowing
connection directly or indirectly through City sewer lines;
2. That, annexation proposals ('rum the Bull Mountain IlSoutheast and Bull
Mountain II/South Central areas be supported and encouraged by the City,
3, That. annexation requests from Bull Mountain III/Northwest areas be
discouraged until annexation of the Walnut and Bull Mountain I—II areas
are substantially con►plated and adequately served;
4. That, consistent with the first two recommendations, as much choice as to
timing and logical annexation units be left to individual property owners
and residents, arid therefore, that temporarily irregular boundaries and
piecamoal annexations be alllowadviewing the entire Study Area os the
eventual logical boundary, Creation of islands or the inclusion of some
minority parcels should also be given consideration by Council when n►ore

should be left available to individuals and property owners, including an
