2. JOINT MEETING — CITY OF TIGARD AND [SD 23J
Tigard City Council membors Mayor Tom Brian, Valerie Johnson, Jerry
Edwards and Juhn Schwartz joined the Tigard School District Board of
Directors members for a joint meeting to discuss port,inent community
topics at 8:00 PM.
The subject of the prark.ing at: -Figard High School for' special events was
discussed in some detail. Congratulations were given for the way the
debris was cleaned up following Lhe least. home game. The City is
willing to help alleviate the parking program in conjunction with the
efforts of the District. A possibility is some pr+rking on the. USA
property adjacent to the high school . Police Chief David Lehr was also
in attendance arid commented on the ticketing of cars parkasl in
unauthorized places. D�)velopmont of additional parkiiiy pla(.a s and
other locations for parking cars from Tigard High School during school
hours as well as special events is an important; subject for the CiLy
arid the District. Development of Durham Road is in the future plan of
the State Highway Division.
Signalization at Durham Road and Hall Boulevard, as well as at other
locations along Durham Road was also discussed. Crosswalks appear to
grant a sense of false security for people crossing Durham and has been
perceived as riot being a viable solution to crossing Durham Road safely
to get to Plaid Pantry and to the neighborhoods across from Tigard High
School. A work agreement between the City of Tigard and the TSD toward
funding a comprehensive review of the area round Tigard High School.
Mayor Tom Brian told the group the future plans included a connection
roadway across the Tualatin River between Cook Park and the City Park
in Tualatin.
The SRO program was discussed. Dr. Joki stated that the District is
very pleased with the responsibility and interest shown by Rick
Boothby, who was appointed to replace Gary Wayt who returned to the
A Tigard Police force on a fulltime basis. The program is ,•meeting the
District needs and is working very well. Dr. Joki stated that the
District is hopeful that the City of Tigard can fund half- of the cost

of the SRO through a change in the five—year budget plan. Two Council
members, Jerry Edwards and John Schwartz spoke in opposition to the
City funding the program to that extent because of the feeling that the
program benefits the schools much more than it benefits the City. They
expressed hope, as does the School District, that the program can be
expanded into Tualatin and funding can come from that city as well .
It was decided to break from the City Council/Board meeting at this
time to allow the Student Envoy Report.
3. SENIOR HIGH SCHOOL ENVOY REPORT
Sonja Olsen, Tigard High School Student Envoy, reported on events
taking place at the high school. Sonja will be reporting on the events
during the regular meeting each month of the Board of Directors.
4. JOINT MEETING CONTINUATION
Larry Hibbard led discussion on the long range planning relative to title
increasing enrollment of the District. September 30, 1987 enrollments
show a 4.2% District--wide increase over the same date: in 1986.
Elementary total is 3,914, up 7; 1%; junior high total is 1,544, up
4.5%; Arid senior high total is 1,598, down 2 .6%.
The Lax base election by the School District which is planned for May,
1988 wins discussed with the City Count.-i 1 . A Financial Planning
CommiLlice has been formed by Dr. Joki to work with Lho District and to
make recomnK ndation to the Board of DirocLors aL the October 22, 1987
meeting regarding the amount to bo placod on the ballot with the local
School Committeils, parenL organization offic:r.r•s, and the District
Budget Committee present; at that meeting. The District has been
operating on the tax base approved by the voters at. the last election
in 1980.
Council member Valerie Johnson asked about. the response on the subject;
of the current boundary question. Dr. Joki explained that Moore
Information Service was contracted to manage a questionnaire to
residents in Lhe area involved Lo determine opinions regarding their
pre fere.rice of where their children would attend school. The results of
the questionnaire indicated Lhat the majority of people whose children
attended Beaverton Schools would prefer their children remain in
Beaverton. More residenLs preferred the boundaries remain in place t
than having them changed and becoming part of Tigard School District. t
The Board of Directors went on record accepting the results of the
questionnaire and authorizing Dr. Joki to notify Dr. Applegarth,
Superintendent of Beaverton School District, that the issue was ;
finalized as far as TSD is concerned.
