ROLL CALL Present for City of Tigard: Mayor Tom Brian; Councilors: Carolyn Eadon, Jerry Edwards, Valerie Johnson, and John Schwartz; City Staff: Bob Jean, City Administrator,; Bill Monahan, Community Development =, Director; and Catherine Wheatley, Deputy Recorder. E 2, CALL TO ORDER The Council and staff members met for dinner afLer which the group adjourned to a meeting room; MayorBrian called the meeting to order, at 7:52 p.m. 3. SCROLLS FERRY TRANSPORTATION PLAN a. Community Dovolopment Diroc.tnr I'1U1'lahan ropor•Led on the Plan status . Community Development t Director's comments included the following: o Estimated cost was $7.2 million with $1 .77 million to come from MSTTP and tho remair,dor to be derived from StaLe funding. The cost: may be more than originally estimated, F; however. y 0 1he project would consist of five lands; four travel lanes Y with a continuous turn lane in the center. Improvements at intersections were planned as wol.1. r' b. Discussion followed with specific concerns noted. Some of these Y concerns included: 4 o Prioritization of improvements along Scholls Ferry Road; w o Possible review of zoning designations (are they appropriate?) along Scholls Ferry; o Traffic-signal timing to aid traffic flow and relateu safety concerns; C. Community Development Director Monahan noted project completion was scheduled for 1990. Mayor Cole commented that there should be a concentrated effort from both sides to gather support for this Plan from businesses and residents. This support could be shown by attendance at ODOT hearings/meetings with the goal of obtaining increased matching funds from the State. e. Consensus of Councils was to support Mayor- Brian and Mayor Cole in their efforts to gather support in their communities. a. MURRAY ROAD EXTENSION a. Mayor Cole reported there was no time schedule established for the connection of the Murray Road Extension. He explained that as new developments occur in the area, the developer is required to put in a piece of the extension. Mayor Cole gave examples of recent development in this area. b. Councilor Johnson reported on the recent formation of the S.W. 135th Local Improvement District (LID) in Tigard. She noted that: the Murray Road Extension was riot included in the LID. She further explained concerns that when improved, S.W. .135th Avenue may become more inviting to through-traffic usage. Such demands would be contrary to its minor- collector status. 5. SCHOLLS FERRY ROAD AREA LAND USE AND ECONOMIC ANALYSIS a. Community Development Director Monahan summarized. He noted that this project represented a joint effort of the Tigard and Beaverton staff. Ile. referred to a map of the arca wh.iCh W's color coded by similar- zoning of the two cities. Community Development Director Monahan commented that this study had been received by him that day and that Planning Director Davis had riot hod an opportunity to review the contents. Hn noted a few of the conclusions reached in the analysis which included: o The area has adequate commercial land available for local demands; i .e. , shopping was available to residents within a 10 minute radius. (This conclusion was questioned by Mayor Cole. ) o Tigard has 10.5 acetas of vacant commercial land while Beaverton has 11 .5 acres in this area. This was concluded, in the analysis, to be adequate to meet growth needs through 1995. o The study predicted steady, slow growth for Oregon with growth between 1995 - 2005 being greater than 1985-1995. b. Planning Director Davis noted this major travel-route area may draw commercial development which would focus on attracting business outside of just the local market. Page 2 - SPECIAL COUNCIL MINUTES - October 7, 1987 6. WESTERLY BY—PASS (I-205 EXTENSION) a. Mayor Brian reported on the regional agreement for Phase I (I-5 _ to 99W). He noted the entire project must be done in four or five phases. b. Mayor• Brian commented on the need for preserving the corridor right—of--way. Possible emergency purchase procedures may be prudent; such procedures could involve seeking help at both state and federal levels. The entire project may Lake as long as 10 to 15 years to complete. Mayor Brian rioted that environmental impact and land use .issues cannot be shortcut. C. Mayor Cole and Councilor• Soth commented upon the desirability of referring to this project as the "I--205 Extension." Mayor Cole Rim noted the importance of keeping the conception of the total project to the forefront. He further pointed out the appropriateness for cities to be concerned with transportation issues outside their urban growth boundaries because of the potential impact upon the cities. d. Mayor Brian noted the importance of keeping the County and regional consery us together. 6. ANNEXATIONS AND TRAFFIC IMPACT FEES (TIF) a. Planning Director Davis summarized the problems and complexities with regard to the County administration of the TIF fund. She reported the County is now suggesting that cities adopt a uniform system of fees; namely, TIF for the cities as well. She notod her concerns over• the County' s proposal . b. There was considerable discussion on the past administration of the TIF fund. Discussion points included: o Through a system of credits/rebates to developers, the fund will riot be sufficient to improve the arterials and major collector streets as was origkglally intended. o Funds have riot been allocated to the districts which have paid into the TIF fund; therefore, these areas may also be faced with local improvement districts at a later date. o It was noted that developers have been caught in the middle — between cities and counties — because fee schedules and subsequent project administration by the two jurisdictions was not compatible. o This problem has affected potential annexation of phased developments. There is no transition procedure for transferring or crediting of fees already paid to the County. Annexation requests have been postponed until this issue can be resolved. The Councils discussed possible plans of action: o Consensus of Councils was to ask the County to halt the issuance of rebates from the TIF fund until the cities and County have had the opportunity to review and discuss this problem with each other. o Mayor Cole mentioned he will be meeting with Bruce Warner, Washington County Director of Land Use and Transportation. Mayor- Cole advised that Mr-. Warner had indicated a willingness to work through these problems. Mayor Cole said that Mr. Warner- will request a delay of formal County consideration to allow time for County staff and City representatives to review the issue together*. o Consensus of Councils was the nr..ed for cities to retain flexibility in the disposition of their System Development Charge funds. o Consensus of Councils was that expenditure of TIF dollars should be allocated to benefit those areas which have paid the fogs . d. Mayor Cole suc:►gested that he be given the opportunity to mutat' with Mr. Warner before proceeding with a 1et.ter. i 7. LIGHT RAIL i a. Mayor. Cole asked if the City of Tigard would have an interest in . light- rail line looping through Tigard as an additional <alternrative to the pr•o,}ect currently under- consideration in the Beaverton area. b. Consensus of the City of Tigard Mayorand Council was that they would be very interested in discussing this possibility. C. Consensus of the Councils was to have Mayor- Brian and Mayor Cole meet- with Tri—Met officials to explore this possibility further. 8, OTHER a. Mayor Cole reported on a recent discussion of the WCVA/TVEDC (Tualatin Valley Economic Development Commission) . 'This group is considering efforts to obtain some of the cities' hotel/motel tax dollars. He advised this topic will be discussed again at an October 20, 1987 meeting. b. Mayor Cole distributed to the City of Tigard Mayor and Council invitations to the Showcase '87 sponsored by the Beaverton Arts Commission. MEETING BETWEEN THE CITIES OF TIGARD AND BEAVERTON Notice is hereby given that the Tigard City Council will be meeting with the Beaverton City Council . This meeting was called by the Mayor, with the common consent of the Council, and will be held on October 7, 1967, at 5:30 p.m. at the Embassy Suites Hotel, Nimbus Room, g000 S.W.
