MINUTES OF THE JOINT TIGARD/TUALATIN COUNCIL MEETING FOR 7/20/87
PRESENT: Tigard Mayor Brian, Councilmembers Eadon, Edwards,
Johnson and Schwartz; Community Services Director Jill
Monley and City Attorney Tim Ramis
Tualatin Mayor Thielke, Councilmembers Devlin, Gleason,
and Parton; City Manager Steve Rhodes and Recording

1. JOINT WORKSHOP MEETING TIGARD & TUALATIN CITY COUNCIL
1.1 Call to Order and Roll Call
Mayor Brian called the meeting to order at 7:35 PM and
there was an individual roll call.
Prior to commencement of the joint workshop, Mayor Brian
clarified for the many interested citizens that it was not the
intention of the Tigard and Tualatin Councils to discuss
Durham Road at this particular meeting. Rather it would be
discussed at the Tigard City Council meeting on Monday, July
27, 1987.
Mr. Rhodes explained further that it was agreed, in
putting the agenda together for this meeting, that Durham Road
would not be a topic of discussion, since it was the
understanding that the City of Tigard needed to discuss the
issue in light of the other cities' concerns. Mr. Rhodes
continued that it was Mayor Thielke's belief that all
concerned cities should be invited to such a meeting and be
included in any discussions on Durham Road.
Councilmember Johnson stated that it was her
understanding that this meeting was scheduled with Tualatin to
discuss Durham Road prior to the final vote on July 27 , 1987 .
A concerned citizen asked why concerned parties were not
invited or notified of the meeting where an agreement was
made, according to an article in The Times newspaper. Mr.
Rhodes replied that no agreement was made and added that staff
was surprised with the newspaper article as well. He
continued that there was a meeting, which was set up by
Commissioner Rogers, which was to provide an opportunity for
discussion and provide more input for the Tigard Council
meeting on July 27, 1987.

2. TUALATIN DOWNTOWN PLAN DISCUSSION
Mayor Brian introduced Tualatin Mayor Thielke and she
briefed the Councils on the Village Square Project in downtown
Tualatin. A video tape was shown of a presentation of the
project, given by Tualatin's Urban Renewal Manager, Jeff
Tashman at one of Tualatin's Community Forums. Mr. Rhodes
explained that the project has been the focal point of the
Urban Renewal Program, but has not been the sole item of
accomplishment. Other projects involved with urban renewal
are building of water, sewer, streets that would facilitate
development in the entire urban renewal area. Mr. Rhodes
noted that there are approximately 30 acres involved in the
Urban Renewal District and approximately 6-1/2 acres are
involved in the Village Square project. General discussion
followed concerning the Tualatin Urban Renewal District.
Mayor Brian invited Jeff Tashman to Tigard to discuss
mechanisms of the Village Square project.
3. REGIONAL TRANSPORTATION DISCUSSION (Hall Blvd. Bridge,
Funding Etc.)
Mayor Brian reported that JPAC and Metro adopted the
Regional Transportation Plan, including the Western the
By-pass at the end of May. He explained that the bypass is
anticipated to be broken into three or four phases over the
next 15 years. Two key issues now that the County must
address in the near future are:
(1) Environmental impact of the by-pass: and
(2) Land use issues which were advanced by LCDC and the City
of Portland.
Mayor Brian noted that JPAC would meet every other
Monday for two months, starting in September, to set
priorities for funding.
It was noted that information concerning the by-pass was
available in the libraries or at Metro (called the Six-Year
Regional Transportation Plan) .
Mayor Brian presented the City of Tualatin with a
preliminary proposal for a bridge across the Tualatin River,
uniting the cities of Tigard and Tualatin. It was noted that
the bridge would provide transportation benefits, as well as
connecting Cook Park and the Tualatin Community Park. Mr.
Devlin added that it is part of Tualatin's Master Plan to
eventually reach an agreement to connect both parks (by a
pedestrian route rather than a vehicular route) .
It was the consensus of both Councils for Tigard to
submit to Tualatin a preliminary plan for a bridge to see what
( the benefits would be.
4. EQRWOOD EXPRESSWAY DISCUSSION
There was not discussion on this item.

5. TUALATIN RIVER STUDY
Mr. Rhodes briefed the Councils on the DEQ study of the
Tualatin River and advised them of the following concerns:

(1) A speech was made by a DEQ person at the Timothy Lake !+
conference and the statement was made that there was not a � .
health problem on the river, but that the problems are purely
aesthetic. He continued that one of the ways they felt to
improve the appearance of the river is to limit the
development of the adjoining land. }

Mr. Rhodes encouraged both Councils to gather as much
information on the issue as possible and then he gave a brief
history on the background of the study. He stated that a DEQ
Advisory Committee has been formed to conduct the Tualatin
River Study. He continued that Mayor Cole is the
representative on the DEQ Committee and Chairman Hays chairs
the Study Committee. Mr. Rhodes stated that there was a law
suite brought by the Northwest Environmental Defense Center
against the DEQ for their failure to impose standards on the
Tualatin River and as a settlement of that case, DEQ agreed to
set the standards.
Mr. Rhodes stated that some of the alternatives that they have
looked at is (1) a second dam to increase the summer flow in i
the river and, (2) to prohibit the treatment plant from
discharging into the river (which would mean taking the water
to either the Willamette River or the Columbia River) .
Mr. Rhodes stated that a Tualatin staff member is attending
all of the meetings and encouraged Tigard to send a
representative as well. He noted that the meetings are held
at 7:00 AM on Monday mornings.
6. TIGARD COMMUNITY YOUTH SERVICES
Mayor Brian advised the Councils that TCYS received a
reduction in funding from the Juvenile Services Commission
this year and the County eliminated the funding of the
Juvenile Services Director's position. He felt that TCYS
should fit into one of the County wide basic services and E
should be funded as such. i
Mayor Thielke stated that the City of Tualatin has not been
able to fund this organization for two years because of budget 4
cuts and a letter had been sent to the County informing them
of the concerns. Mr. Devlin added that the City of Tualatin's
5-Year Plan does restore the funding.
It was the consensus of the Councils that letters should be
sent to the County and District Commissioners expressing
appreciation for funding, but also stressing that other
programs need funding as well.

7. OTHER TOPICS - NEXT MEETING
Mayor Brian thanked the Tualatin Council and staff for
attending this special joint Council meeting and Mayor Thielke
added that Tualatin is looking forward to more of the same.
The meeting was adjourned at 9:00 PM.

MEMORANDUM

SUBJECT: Construction Status of Tigard Town Square
PUBLIC IMPROVEMENTS:
o Sanitary Sewer
Complete permits have been issued and construction is expected to begin
within a few weeks. All public sanitary sewer will be on—site and within
the right—of—way of SW Pacific Highway.
o Streets
Permits have been issued for the reconstruction of SW 113th Avenue and
construction is expected to begin this week. Most residents in the area
have been notified according to Westwood representatives.
Permits have not been issued for the reconstruction of SW Durham Road and
SW Pacific Highway pending resolution of traffic related items. This
item could be resolved within a couple of weeks. Construction is
tentatively set for the middle of August.
o Storm Drainage
Permits have been issued and construction is expected to begin this
week. Most of the public storm drainage system is located within SW
113th Avenue. That portion of the system within SW Durham Road will be
constructed simultaneously with street improvements.
Permits for the replacement of a major culvert on SW 113th Avenue have
not been issued.
SITE IMPROVEMENTS (Private):
o Storm Drainage
Permits for the on—site system have been issued and construction is in
progress.
o Grading and Paving
Grading permits have been issued for the complete site, except that
paving will not be permitted until the public storm drainage system is
complete.
o Buildings
Permits have been issued for the Albertsons' building only.
Staff spent a considerable amount of time last week with area residents
discussing their concerns related to storm drainage and general
construction activity. Subsequently, staff may be taking a second look
at some of those items. Westwood Corporation has been made aware of the
concerns of area residents and decided to hold a neighborhood meeting
this morning to discuss these concerns.

SUBJECT: 1987 City Auction
On June 22, 1987, Council declared surplus items for auction by passing
Resolution No. 87-96. Upon my return from a surgery leave, additional
material was located which should be auctioned. The list of material attached
is either not operational or is not needed by the City.
Since the 1987 Auction is scheduled for July 25th, and Council will not hold a
business meeting before that date, staff is requesting a Council poll to
declare these items surplus.
Should any member of Council wish to not approve this list, please contact my
office no later than Tuesday, July 21st. Should I not receive any comments
from Council, I will assume the list is approved by Council poll and will
request ratification of this poll at the 7/27/87 Council meeting on consent
agenda.
