SPECIAL MEETING City Council Minutes April 7, 1987
CALL TO ORDER: A special joint meeting of the Beaverton and Tigard
City Councils was called to order by Mayor Larry D.
Cole at Saylor's Old Country Kitchen, 4655 SW
Griffith Dr., Beaverton, Oregon, at 7:45 p.m. on
Tuesday, April 7, 1987.
RGLL CALL; Present from Beaverton were Mayor Cole, and Couns.
Rob Drake, Sarah Dunn, Carole Shick, Forrest Soth and
David Chen. Present from Tigard were Mayor Tom
Brian, and Couns. Jerry Edwards, Valerie Johnson,
John Schwartz, and Carolyn Eadon. Also present were
Tigard City Administrator Bob Jean and Beaverton City
Recorder Ann Johnson.
DISCUSSION ITEMS:
Murray Road Mayor Cole reviewed the original plans for the Murray
extension; and said Beaverton had agreed to support
Tigard's plan. He reviewed the-proposed alignments.
Mayor Cole said Tigard and Beaverton had exchanged
staff to assist with planning the extension. He said
�Y they had arrived at a mutually agreeable alignment,
which they presented to Washington County. He said
the Beaverton section of the alignment would be con-
structed as the surrounding area developed. He said
4000 new housing units had been approved in the South
Beaverton area during the past fiscal year.
Mayor Brian reveiwed the 135th LID. He said- staff
was .exploring different options, including delaying
the extension of Murray.
There was discussion about potential alignments for
the Murray extension. Coun. Johnson said it would be
well to develop the alignment as soon as possible to
ease traffic problems on 135th.
Coun. Chen noted there were few direct connections
across Scholls Ferry Road between Beaverton and
Tigard. Mayor Brian said there were a number of
issues in the Scholls area that had never been
addressed, and it would be well to review each city's
land use plan to assure that they were in agreement.

Mayor Brian noted Tigard had agreed to "de-annex"
portions of Scholls Ferry where necessary in order to
place the entire road under Beaverton's jurisdic-
tion. He said public safety matters would be more
easily handled if one city had jurisdiction over the
entire road.
There was discussion about potential improvements to
Scholls Ferry Road. Mayor Cole noted Beaverton had
been requiring that developments dedicate right-of-
way along Scholls Ferry Road, in anticipation of
future widening projects. There was discussion about
Tigard's right-of-way acquisition policy.
Coun. Chen said it would be well for the two cities
to coordinate street names on each side of Scholls
Ferry Road, to insure they were consistent.
Annexation Mayor Cole said he had received information that a

Mayor Cole said the first phase of the West Beaverton
Annexation would go before the Boundary Commission
sometime this month.
Mayor Cole said they had recently held a town hall
meeting regarding the West Beaverton Annexation Phase
2, and had received mixed responses from the
residents.
Mayor Cole said the Council would soon be considering
an annexation of public lands, including the Park
District office, and other public facilities.
Mayor- Cole said City staff had been working with
Portland staff to establish areas of interest for
both cities. . Mayor Brian said it would be well for
Tigard and Beaverton to jointly review their
boundaries, especially in relation to Portland.
Mayor Brian said the South Metzger annexation had

gone before the voters on March 31, and had been
approved by a two to one vote.
Mayor Brian said the Tigard Council would hold a day-
long workshop on Saturday, and would discuss annexa-
tion issues. He said their active annexation phase
was over for the time being, and they would step back
and review their policies.
Mayor Brian said the Bull Mountain area was within
their urban growth boundaries, and would be an area
of future interest.
Inspection Services Mayor Brian said they had spoken with County offi-
cials about•- contracting for permit and inspection
services for adjacent unincorporated areas. Mayor
Cole said they encouraged the County to contract with
cities. He noted the Beaverton Council would soon be
deciding whether or not the City -should begin
providing electrical inspections.
` Mr. Jean said Tigard currently contracted with the
County, -and they would be interested in working with
Beaverton. Mayor- Cole said one city could hire the
personnel, and the other could contract for the
services.
Tigard/Beaverton Coun. Chen said it would be beneficial for the area
Merger residents to be served by one large city. He asked
the Tigard Council how they felt about merging the
two *cities. Mayor Brian said he had grown up in a
city which had considered merging with another city.
He said politically it was very difficult to merge
two cities. He said there were many opportunities
for Beaverton and Tigard to share and cooperate.
Coun. Chen said he knew of other cities that had
merged, although the process could take ten years.
He said there were so many similarities between
Tigard and Beaverton that there would eventually be I
more advantages to merging than there would be dis-
advantages. He said it was more cost effective to
run a city of 100,000 than a city of 30,000. He said
they would have more influence with other governing
bodies if the two cities were combined.
Coun. Edwards said they could develop a twin cities +
philosophy, presenting themselves as a united front.*

He said if they began cooperating now, it would be
easier to merge in the future, should they decide to
take that course. Coun. Chen said he agreed. He
said crime did not recognize city limits, and they
could be more efficient if the police departments
worked together.
Court Services Mayor Brian said there was a proposal pending to add
two or three new district court judges. He said they
should encourage the County to locate one of the
judges in Beaverton. Coun. Chen said they could com-
bine the two cities' municipal courts and a district
court. Coun. Soth said locating a district court in
Beaverton would save a great deal of overtime for
police officers who must appear in court.
Mayor Brian said it would be well to jointly express
to the County that they expected one of the judges to
be located in this area.
Inspection Services There was discussion about electrical inspection ser-
vices. Coun. Soth said it made sense to establish
one central inspection center for the area. There
was discussion about coordinating the computer sys-
tems to allow data to be transferred between the two
cities.
There was CONSENSUS that each city's administration
should explore coordination of inspection and permit
processes.
Storm Drainage Mayor Brian said the County had conducted a study of
the storm drainage situation, and had concluded a
County-wide storm drainage district should be
formed. He said they estimated the cost to be
approximately $2 per month, per house. He said it
appeared they would not begin work on the Fanno Creek
basin for approximately 15 years. He said they were
unwilling to pay the assessment for 15 years before
they got any benefit from the district. He said the
assessment should be made on a basin-by-basin basis.
Coun. Soth said the USA staff was working on imple-
mentation of the County plan. He said there was no
firm timetable for the project. He reviewed the
scope -of the proposed district, and discussion
followed.

Mr. Jean said the County was quickly moving forward
with the project. Mayor Brian said they needed
information as soon as possible. Coun. Soth said he
would contact USA for an update on the project.
There was discussion about funding for storm sewer
improvements.
Legislative Update Mayor Cole reviewed HB 2785. He said the bill would
restrict the use of Systems Development Charges
(SDC). He reviewed the effects of the proposed
legislation. He said staff had testified in Salem,
in opposition to the bill.
Mayor Cole reviewed HB 2711. He said it the bill was
sponsored by the United Seniors of Oregon, and would
regulate LID assessments. There was discussion about
the effects of the legislation.
Mayor Cole said HB 2950 would make approval of sub-
divisions a ministrial decision. He said the bill
would not allow for conditions to be placed on such
approvals. There was discussion about the effects of
the legislation.
Mayor Cole said HB 2122 was the roads study finance
package. Hebill e governor was opposed to several
aspects of the

Boundary Commission. He said one bill would give
Metro the authority to choose Boundary Commission
members. He said another bill would allow the Metro
executive to make the appointments. He said both
bills would allow the Metro board to hear appeals.
Mayor Cole said a third bill would remove Washington
County from the Boundary Commission's jurisdiction.
He said the City would oppose all three bills.
Mayor Brian said the current Boundary Commission
could be more objective because they did not all live
in Washington County..
Coun. Dunn said the two cities must be Trilling to

politicians, but not as cities.
Next Meeting There was CONSENSUS the next joint meeting would be
held in September. Mayor Cole said he would contact
Mr. Jean to set a date.
ADJOURNMENT: There being no further business to come before the
Council at this time, the meeting was adjourned at
10:00 P.M.
