1. ROLL CALL: Present: Council President Tom Brian, Councilors:
Carolyn Eadon, Jerry Edwards, and Valerie Johnson
(arrived at 5:56 p.m.); City Staff: Bob Jean, City
Administrator and Loreen Wilson, Acting City Recorder.
2. The purpose of the Special Meeting was to discuss staffing policy and
needs.
a. President Brian requested an outline of the key policy questions
to be responded to by the City Administrator,
b. Councilor Johnson posed several questions of concern to the
Administrator. She asked why City Council wasn't advised of the
available additional dollars earlier, and why priorities for the
spending of this revenue was not discussed with Council before
Department Heads were asked to present staffing needs?
C. Councilor Edwards said he had received several telephone calls
from citizens and press concerning the spending of revenue on
other priorities rather than the hiring of so many additional
people. He asked how the excess revenue came into existence and
requested an explanation of the underestimation (by 20-30X) of
the workload figures from the estimates of last April or May.
d. Councilor Eadon also questioned where the additional dollars came
from and asked if the City Administrator wouldn't give a overview
of the revenue creation by line item for Council's use.
3. The City Administrator proceeded to explain the financial elements.
a. He reported that there was $319,250 of unanticipated revenue
prior to the final audit report. About half of this amount was
from increased revenue and the other half from underexpond iture.
He added that originally the City had planned on about a $600,000
carryover. With the additional revenue and the reduced
expenditures from the various departmen-.s, this gave
approximately $545,000 difference between the anticipated
beginning fund balance and what the actual cash carryover was.
b. The City Administrator continued by citing several examples of
line item expenditures which were controlled. Most of the
unanticipated revenue was generated by the Municipal Court and
Community Development Departments.
C. The City Administrator discussed budget creation philosophy,
noting that he puts together a tight (or conservative) budget of
the known service levels. He explained that in June additional
staffing needs were becoming apparent. However, before the needs
could be brought to Council for consideration, the audit needed
to be completed in order to prepare a complete financial picture.
