SPECIAL MEETING July 10, 1935
CALL 70 ORDER: special meeting of the Beaverton City Council and
the Tigard City Council was called to order by
Beaverton Mayor Tarry D. Cole at the Jenkins Estate,
209th and Farmington Roads, Aloha, Oregon, at 7:30
p.m. on Wednesday, July 10, 1935.
ROLL`CALL: Present from Beaverton were Mayor Cole, Couns.
Forrest Soth, Ted McBride, Caroi Maul , Bud Maguire,
and Deputy City Recorder Ann Johnson. Present from
Tigard were Mayor John Cook, Couns. Tom Brian, Phil
Edin, Jerry Edwards, and City Administrator Bob Jean.
DINNER MEETING Mayor Cole said it would be well to allow each Coun-
cilor to express the issues of concern to them prior
to discussion of individual '' items. lie said he felt
the cities had more in common than not, and hoped the
Councils could ,reach consensus on some of the major
issues.
Mayor Cook noted the planning staffs from both cities
had had contact, and he would like to clarify 'several
planningissues. He said he would like the cities to
be friendly neighbors and work cooperatively.
Coun. Brian said the following issues were of concern
to him:

- Annexations, specifically the Scholls "foot-
ball", Metzger area and Washington Square;

Transportation, especially the Murray Road
extension;

Storm Drainage; and
Working together to improve relations with
Washington County, including the issues of
3 double taxation and city participation in County
decision making. tie said cities are often noti-

Coun. Soth said he had many of the same concerns. He
said he felt there was no reason the two cities could
not come to agreement between themselves and work
together to realize their goals. lie said he felt the
following issues needed immediate attention
Beaverton/Tigard common boundary. lie said the
boundary should be established soon so property
buyers in the area know which city they will be
part of, as well as who to see regarding plan-
ning issues;
Murray Road extension;
Drainage. He said the cities need a coor-
dinated effort regarding Fanno Creek, and they
should proceed regardless of County
participation;
Annexations. lie said the cities need to pre-
sent a - common front to the County and the
Boundary Commission; and
- EMS ambulance services.
Coun. Edin said he was concerned with the double tax-
ation issue, as well as the Murray Road extension and
payment for fire services. lie noted that he felt
they were paying too much for 911 services.
Coun. Maul said she was very concerned about urban
services, as well as double taxation and the library
issues. She said she felt there was no incentive for
annexations, and the issue should be who was best
able to provide services.to an area. She said it was
difficult to build a sense of community in Washington
County due to the vast amounts of "no man's land".
She said large companies expect' to locate in com-
munities where issues of urban services had already
been resolved. She said she felt cities should annex
to build communities and resolve those issues.
8 Coun. Edwards expressed concern regarding the issues
of double taxation and the overlap of
services. - He said he agreed with Coun. Maul regar-
ding the need fora sense of community. _He said he
felt it was important for the two cities to work to-
gether. lie noted the two cities combined eg4irled

the majority of the population of .East "Washington
County. He said if the two cities would_ work to-
gether they could become a -viable force in in-
fluencing County decision making.
Coun. Edwards said annexation was also a concern,
spe- cifically the Scholls "football" and Washington
Square. He said he would like to see the cities de-
velop a strong senseof leadership so communities
-like King City and Tualatin could come to them for
guidance rather than go to the County.'
Coun. Maguire said he was also concerned with the
issues- of double taxation, police and sheriff ser-
vices and solid waste problems. Ile said he would
like to see cities take the initiative when dealing
with the County, rather than being on the defensive.
Coun. McBride said he would also like to see Tigard
and Beaverton take "'leadership roles. lie said he
would like to look into consolidation of police and
fire services. Ile said he felt they should priori-
tize the items of concern and address them one at a
time.
Mayor Cook said in the 13 years he had been involved
with the Council , this was the first time the Tigard
and Beaverton councils had sat down together. He
said he felt this meeting could be the beginning of a
mutually beneficial relationship.
Coun. Maul said she wanted the two cities to present
a united front to Washington County. She said the
cities had not put pressure on their representatives
in the County, and she felt that was a mistake.
Mayor Cole said he had been noting the issues of con-
cern to each councilor, and it appeared they fell
into the following order of priority:
- Double Taxation
Annexations
- Police/Sheriff
Tigard/Beaverton Power Base
Fire Services;
- Murray Road Extension/Westerly By-Pass

Coun. Maul noted the westerly by-pass could become
the logical boundary between east and west Washington
County.
There was ' discussion _regarding the westerly_by-pass
and the Murray Road extension.
Mayor Cole asked if Tigard could provide water ser-
vice east of the Murray extension. Mr. Jean said
there is no existing water line due to Boundary' `
Commission regulations that water lines not extend
outside the city limits. Mr. Jean said Tigard could
extend their current lines to service that area. lie
noted the Boundary Commission indicated they would
not oppose annexations if Beaverton and Tigard could
decide on a common _ boundary, the County remained
neutral and the water issues were resolved.
Coun. Soth said he felt the County should remain neu-
tral. Coun. haul said she felt it was not possible
for political people ' to remain neutral. She said
citizens elected them` to take a stand, for or
r against. She said remaining neutral implies nega-
tivity, and the County should have a policy on an-
nexations in general.
Coun. Brian said he felt the County should encourage
annexations within prescribed urban growth boundaries
where services could be provided. Coun. Soth said it
would be helpful if the County would declare urban
services to be the business of cities, not counties.
Coun. Maul said the next joint meeting should include
the Washington County Commissioners.
Mayor Cole suggested that Beaverton withdraw from
further negotiations regarding annexation of the
Metzger area in return for Tigard's withdrawal from
negotiations ' regarding the Scholls "football". Ne
asked if Tigard had an urban planning agreement with
the County. Mr. Jean said they did, and described
their areas of interest.
' Progress/Garden liome, Mr. Jean recommended that the Progress/Garden Nome
Metzger areas area be annexed by Beaverton, and the Metzger area be
annexed by Tigard. . Coun. Maul < said each city could
go before the Boundary Commission as an active pro-
`ponent for each others annexation, requests. ` Mr. 'Jean
' said each city should then refer annexation requests
which fall in the other city's area to:that. city. <

Washington Square Mr. Jean said if Washington Square was faced with a
competive County tax, it would be more attractive to
annex to a city. Coun. 3rian said he felt Washington
Square would never voluntarily annex to a 'city. He
said he felt they would probably contract for ser-
vices if those services were no longer provided by
the County.
Mr. Jean said Tigard and Beaverton could:
- Amend their urban planning agreements with the
County to reflect Beaverton's support of
Tigard's annexation of the (Metzger area, and
Tigard's support of Beaverton's annexation of
the Progress/Garden Home area;
Leave Washington Square as a mutual area of
interest and research the possibility of Split-
ting the area down the middle; and
Develop a County annexation policy and lobby
the County for its adoption.
Mayor Cole noted the above actions could be for-
malized by resolution of each Council.
Scholls Ferry Road There was discussion regarding the Scholls Ferry Road
area. Coun. Brian noted each city had been careful
with their zoning of the area to avoid it becoming
another Highway 99. Mr. Jean said they needed to
make signalization plans for the area, as it was be-
coming a major thoroughfare.
Mayor Cole said they should look not only at the land
use issues, but also at transportation, traffic,
water, sewer, parks, drainage basins and all other
pertinent issues. He said the two staffs should work
together to discuss and agree on the details of the
common boundary.
Murray Extension, Mr. Jean said it would be inappropriate to extend
Westerly By-Pass Murray Blvd. as a major arterial through residential
neighborhoods. He_said_it would be less expensive to
carefully plan improvements to "Scholls Ferry Road 'and
" a west side by-pass than to widen Highway 217.

Coun. Brian said a feasibility study could be con-
ducted regarding the westerly by-pass. lie said
funding may be available through a congressional al-
location. lie said Portland's support would be heip-
fui in obtaining those funds. Coun. Soth said they
could also work with Wilsonville, Tualatin and Sher-
wood to present a united front. Coun. Brian said if
six or seven cities went on record in favor of the
by-pass it would be helpful.
Mayor Cole said perhaps Beaverton could make a pre-
sentation to the appropriate authorities while in
the next NLC meeting.
Washington D.C. for
Coun, Maul noted that one of Mayor Cole's proposals
two years ago was to form a Washington County League
of Cities. She said the westerly by-pass may be the
issue needed to help form such a league, at least -
including cities in east Washington County.
1 Coun. Brian asked if Beaverton would be interested in

a co-authored presentation in order to obtain en-
yY l gineering funds for the project. Mayor Cole said
that while Beaverton would be less impacted than
other cities, they would be interested in aiding with
the presentation. Coun. Soth said the by-pass would
have a positive effect on Beaverton by eliminating
some of Beaverton's traffic.
Mayor Cole said the City Attorney could draft a po-
tential agreement drawing the aforementioned cities
together. lie said the City Attorney could also draft
a resolution expressing agreement regarding the
Progress/Garden Home and Metzger area annexations.
There was further discussion about the Washington
3 Square area. Mr. Jean said staff could prepare two
possible amendments to the active urban planning area
Y agreements. First, leaving the Washington Square
area as an island with annexation to be decided at a
later date. Second, splitting Washington Square down
the middle, with each city annexing half the area.
He said Beaverton should annex the Progress inter-
section at Hall Blvd. and Scholls Ferry Road.

Coun. Maul said she felt it was a positive experience
to sit down with the Tigard City Council and resolve
such complex issues.
Mr. Jean said it would be well for the staffs of both
cities to:
Jointly coordinate the Scholls Ferry area plan
and submit to both Councils;
Draft amendments to the areas of interest,
reflecting decisions made regarding the
Progress/Garden Home and Metzger areas and-leav-
ing Washington Square as an area to be decided
upon at a later date;
- Develop ' a proposal for annexation policies
supporting each others annexations; and
Form a coalition to conduct a feasibility
study of the westerly by-pass, including the
µ cities of Beaverton, Tigard, Sherwood, Durham,
Tualatin, King City and Hillsboro.
Coun. Maul asked if the Tigard Council would be wit-
ling to support Beaverton's request before the Boun-
dary Commission to annex the Waterhouse subdivision.
Coun. Brian said they would, and requested more in-
formation on the annexation.
Coun. Maul said it would be well for some elected
officials to assist staff in preparing policy state-
merits. Coun. Edwards said the councils could sche-
:; dole another work session to prioritize the issues
before them, then form committees to work on each
issue.
There was CONSENSUS that the councils would meet
again on September 11, 1935 to prioritze issues, ap-
point committees where appropriate, and review prog-
ress made on the issues between meetings.

Notice is hereby given that a special Council meeting, Called by the Mayor
with the common consent of the Council will be held on July 10, 1985, at
6:00 p.m. at the Jenkins Estate, Grabhorn Road at S.W. 209th and Farmington
Road, Aloha, Oregon.
This session is called for the purpose of meeting with the Beaverton City
Council to discuss issues of joint interest to both cities.
