b. Motion by Councilor Scheckla, seconded by Councilor Brian to
receive election results.
Approved by unanimous vote of Council present.
C. Oath of office was administered to Mayor John Cook and Councilor
Phil Edin by Deputy Recorder.
d. Mayor Cook thanked the voters for the turn out at the May 15th
election. He stated that due to the tax base failure many
positions were being cut and that more volunteers would be needed
in the future. He extended his thanks to the volunteers currently
working with the City and encouraged more citizens to become
active in the City's volunteer program. Mayor Cook also stated
that he hoped the City and the Council would continue to work
together and work at the healing of old wounds.
e. Councilor Edin stated that the wounds need to be healed and that
he would do all he can to help bring about a healing atmosphere.
f. Mayor Cook called a -special Council meeting for June 6th at 12:00
Noon with the common consent of the Council for the purpose of
awarding the bid for the G.O. Bond Sale and 68th Sewer LID.
3. APPROVE COUNCIL MINUTES: May 14, 23, 1984
a. Motion by Councilor Brian, seconded by Councilor Scheckla to
approve.

a. Mayor Cook reported that the last 2 1/2 hours has been spent in
interviewing candidates for the'Civic Center Committee. He "stated
the recommended appointments were Dennis L. Derby, Edward
Duffield,-and Susan M. Mueller.
b. Motion by Councilor Brian, seconded by Councilor Edin to appoint
Dennis L. Derby'.
Approved by a 3-1 majority vote of Council present. Councilor
Scheckla voting nay.'
C. Motion by Councilor 'Brian, seconded by Councilor Edin- to appoint
Edward Duffield.
Approved by unanimous vote of Council present.
d. Motion by Councilor Edin, ;'seconded by Councilor Brian, to appoint

e. Mayor Cook stated that Amo DeBernardis and Robert Santee were
interviewedand both asked not to be appointed at this time due to
the time commitment required. However, they both expressed their

6. SUMMIT CONFERENCE/GOALS & PRIORITIES WORKSHOP WITH BOARD CHAIRMEN
a. Mayor Cook explained the purpose of the meeting with the board and
committee chairmen was to help prioritize some goals for the
different departments. However, this meeting will not replace the
yearly "Town Hall" or "Council Priority" sessions. He stated Joy
Martin, Administrative Assistant, was present to help facilitate
the meeting.
b. Each board chairman introduced themselves. The following were ##-
present: Bonnie Owens, Vice Chairman of the Planning Commission; t.
Walt Munhall, Chairman of the Library Board; Wally Hoffman, Budget
Committee Chairman; Jim Blaurock, Park Board Chairman; and Bruce
Clark, Economic Development Committee Chairman.
C. The sections to be discussed are as follows. The following is a
( synopsis of the consensus- of the group. (H-High priority,

Civic Center committee. There are openings for one citizen-at-large-.and two
technical- professional persons with related fields (Res.84-28)

The Committee is scheduled to review Requests for Qualifications letters this
week. It is therefore necessary for these appointments to be made this week.
Members appointed at a previous Council meeting are: Bob Carn, Engineer;
Valerie Johnson, Carolyn Eadon and Craig Hopkins. (`

Board Chairman Richard M. Brown' a1'rcunced that Tigard Water
District has approved the purchase on contract of 5.16 acres of
land, commonly called "Air-King" site, in downtown Tigard for a
future office/shop complex, for the district. The district's .
administrative office has been located, for many years, in a
portion of a bui-l.ding (Community Center) owned by Tualatin Rural
Fire Protection District. The shop is located in a residential
zone, anon-conforming use, at S. W. 103rd and Canterbury Lane.
The property to be purchased was one of the sites seriously
considered by the Library Committee in its search for a site for
the new Tigard City Hall. Adjacent railroad tracks were believed
to be a detriment for a city hall/library for Tigard. Conversely,
close proximity to a railroad siding .was viewed as advantageous
to the water district for future pipe deliveries:
During the budget hearings in April, Richard Nokes, a member
of the budget committee and former editor of THE OREGONIAN, com-
mended the administration for the soundness of the district's r
financial position and the far--sightedness. in calling attention
to the future needs of the district. He stated that he was
intrigued by consideration of the Air-King site as the district's
headquarters, coupled with the Tigard. city hall - library police
station to an adjacent tract which wouldF effectively, move "down-
town" Tigard to a new location. - He noted that the original town

was Tigardville and centeredroughly on S. MacDonald and
Pacific Highway. With the advent' of railroa,;.,, the Tigard center
shifted north to the vicinity of the Tigard eed Store on Main
Street and was conmionly•known as Treece.
The new site will not be developed until 1990 or beyond
when the Board of Commissioners believes such an expansion
facility will be needed:by the district. Presently, the district
serves over 7,000 meter connections (23,OQO persons) with an
average increase of 300 meter installations, annually. Water`
service is provided to all of Icing City, two-thirds of the city
of Tigard, and unincorporated areas, such as Bull Mountain.
Twelve persons are employed by the district.
Actual transfer of title to- the property will occur on `July
2, 1984 at a total cost of $525,000. Exchange of surplus land
at S. W. 125th and Bull Mountain and S. W. 135th and Fern Street,
along with $48,500 -cash, will serve as .down-payment. Then, four
annual payments of $100,000 each at 6% interest will finalize the
transaction. No borrowed funds will be utilized for the purchase.
With no bond issues required for capital'improvements deemed
necessary in the immediate future, the district will be debt-free,
with no tax subsidy, in eleven years.

Salary Guide
Position Summary: —
Under the general supervision of a school administrator, this person provides assistance'
in developing an effective working relationship among ,the school, 'support :services,
home, community groups and social agencies.
Magor Duties and Responsibilities:
1. Work with children who are identified with academic, emotional; social , physical ,
or family needs:
2. Create programs and activities for the benefit of identified students.
3. Facilitate the organization of parenting classes and family counseling for parents
of identified children.
4. Work with parents of identified children to encourage participation in school
activities and parent groups.
5. Communicate with staff with ways to helpidentified children to have more
successful experiences in the classroom.
6. Refer families to agencies and/or provide resources that will assist them "
educationally, socially, emotionally, and physically.
7. Work with health
personnel and other District resources as to the needs of identified `
children.

Minimum Qualifications:
I . College graduation required. Applied psychology, remediation methods, social work
training and experience, human relations, group dynamics and counseling, and guidance
courses are required.
2. Paid or voluntary skilled satisfactory service with a social agency that deals with
children,
3. Demonstrated skilled ability to guide students in their school activities and social
behavior.
4. Possess a valid Oregon Driver's License.
5. Demonstrated ability to exercise careful professional judgment, diplomacy, and tact
in the performance of all duties in dealing with students, staff, and the public.
6. Current first aid and CPR certification.
7. Ability to operate audio-visual equipment.
8. Academic evaluation training and experience.

The City Council requestsassistance from the chairpersons of the 'city-wide
advisory committees in re-charting future directions for Tigard. Attached are E
some of the work sheets which have been used during the past year in strategic ,
planning, sessions. The results from these sessions are included in the;project
listings along with other projects which are in progress or have been suggested
for consideration. As you review these lists, it will be obvious that all pro- g
jects cannot be completed to a satisfactory level immediately. This is especially
true with the reduction in revenues and the corresponding reduction in staff. §;
The projects need to be prioritized according to both the anticipated costs and
benefits in order to provide the direction the city needs. The input from the
chairpersons will be used by Council in their goal.-setting workshop this summer.

The projects are divided in six basic functional areas which are: Police, Library,
rJ Finance and Services, -Planning and Development, Public Works,, and Executive and
Interdepartmental.` At the end of each list, below the dotted line, are some of the
primary, on-going- work activities.' These latter "activities do not need to be
prioritized.
Please review the projects, keeping in mind _their feasibility and importance in
accomplishing the direction you feel Tigard should establish. As a first step,
mark the projects you feel should not be attempted at this time. The ;blanks before
each item can be used for your notes and the groups consensus.
Below are questions used in the Strategic Planning Workshops which'- may 'help in
