October 27, 1983, at Tigard City Hall, 12755 S.W. Ash Avenue, Tigard, Oregon. ROLL CALL: Present: Mayor Wilbur Bishop; Councilors: Tom Brian John Cock, Kenneth Scheckla<and Tina Scott; City Staff: R.B. Adams,; Chief of Police; Irene Ertell' Head Librarian; Doris Hartig, City Recorder; Bob Jean, City Administrator. 2. Mayor Bishop called the meeting to order noting it was to consider the 72nd Avenue site for a Civic Center as proposed by, Councilor Scott. a. Councilor Scott is proposing a Civic Center on S.W. 72nd Avenue on a } 2.95 acre site to house Police, Public Works and Administration facilities. The Library would be - relocated in the current Police-Public Works site and the City would acquire the private owned lot on S.W. _Ash Avenue. o Councilor Scott read a: prepared statement questioning the need for m the extra space as provided by the Crow site; she felt the proposed 72nd site would be suitable for the next 3-5 years and this is a site the voters could afford. She requested ,Council look at the -recommendation with an open mind and suggested the 'City could develop t an adequate facility with the use of federal grants. Councilor Scott questioned why the City had not ,applied for Library grants. r o Head Librarian Ertell cited reasons the City was not eligible. _ Discussion followed between ' Councilor .Scott and Librarian -Ertell regarding the applying for grants, Tualatin's library building program and desirable sites in the City of Tigard for a library. Head Librarian spoke to the economics of having the library located at the same site as the Civic Center. f< o Chief of Police spoke to factors to be considered in locating a- police facility. He referred to his memo noting the considerations to be given regarding location factors as: maximum accessibility to area being served; police department's physical location should be as close as possible to the center of operations and location summary. Chief of Police referred to map showing Crow site as being centrally located to the center of City activities. Discussion followed between Councilors Scott and Scheckla; Chief of Police and Ralph Appleman, Architect, regarding Civic Center facilities and proposed remodeling of the Crow site. Architect Appleman stated when he -, evaluated the 72nd Avenue site he did not have the benefit of the Public Works Department needs. The present Public Works site is 3.21 acres and is inadequate for future growth. He felt the building was sound and appears to be desirable for Public Works and Administration offices but felt uncomfortable stating it could accommodate the police and other departments. Appleman discussed City Administrator's Space Needs II memo and estimated costs for remodeling. Nancie'-Stimler, 11525 SW Terrace Trails Jane Miller, 10920 SW Highland Drive o Those who opposed the .Crow site: - Ralph Furrer, 10685 SW Park Ave. Al Mackin, SW Watkins Avenue Bibianne Scheckla, 10890 SW Fairhaven Way o Bob Bledsoe, 11800 SW Walnut, urged Council unity and working together. o Councilor Scott moved to request Ralph Appleman to do the study for`. $1000 to $1500 on the 72nd Avenue proposal as soon as possible. o Discussion followed regarding timing, completion of the study before t. the election and fee to do the study. b. Councilor Scott moved to amend motion that if the bond measure failed November 8th that Council allow $1000 to $1500 for a study by Mr. Appleman on the 72nd Avenue site. Motion seconded by 'Councilor Scheckla. o Councilor Brian commented if the measure is defeated, the City should make additional studies. He questioned if the 2.95 acres would be adequate to include the Public Works area. Councilor Cook stated that the City would need to look at all other proposals that have recently been submitted and review the entire situation. Motion failed by 2--3 vote of Council with Mayor Bishop, Councilors Cook and Brian voting NAY. 3, Meeting adjourned at 9:50 P.M. CONSIDERATIONS A. MAXIMUM ACCESSIBILITY TO AREA BEING SERVED 1. Public convenience 2. Central location to area served 3. Central to other municipal facilities, courts, meeting facilities, etc! 4. Adequate ground space for expansion, and off-street parking for : future needs. 5. Designed for future needs. (Police Administration, O.W. Wilson, 2nd edition; and Police Administration, Wilson/McClaren, 3rd edition) B. POLICE DEPARTMENT'S PHYSICAL LOCATION SHOULD BE AS CLOSE AS POSSIBLE TO THE CENTER OF OPERATIONS. 1. The work center of police activities, as determined by research, is the desirable spot for headquarters. (Municipal Police Administration, 5th edition) C. LOCATION SUMMARY: (Bureau. of Operations and Research/International Association of Chiefs of Police) The site should be located somewhere near the geographical center of the city or in an area favoring the apparent growth direciton of the city. Some cities are growing rapidly in a given direction acid on a long-range projection, this should be considered. Several factors should be taken into consideration when selecting the site including location, available land area, configuration, and relation- ship of the site to major arteries and main highways that extend through- out the area. Primary consideraiton should be given to the selection of a site that will provide maximum accessibility to the community being served. The facility should be as close to the centers of business, industries, schools, welfare agencies, and the courts as circumstances permit and in an area which can be served by public transportation. Not only will this facilitate the use of such resources, but problems in staffing are simplified when there are not tiring and complicated daily trips to and from the facility. Residents can best be served by the central location of all criminal justice components and activities in a centralized design concept. A location in the "activity center" of the community is a definite . asset to the police department concerned with developing strong citizen support. M- �s MEMORANDUM OCTOBER 24, 1983 TO: 'Mayor and Council FROM: Bob Jean, City Administrator SUBJECT: Space Needs II Councilor Scott has advised me of yet another option that might he available' to meet our Space Needs. I am aware of Mr. Van Camp's alternativeproposal as outlined ;to the Council the other evening. No, doubt several options remain, and need to be considered :if the voters reject the November 8 Bond Certificate financing proposals. L Councilor Scott has 'suggested the Associated Trucking site on 72nd for City Hall, Police and Shops with a new build for Library 'downtown at the current Police/Shops site. " Without the detailed analysis which would be in the $1,000-1,500 range, Mr. Appleman and I estimate this option to cost as follows: a Associated Carriers land and buildings (2.9`acres,; shops and 8,000 square foot 3-story offices $700,000 m Elevator 50,000 a Remodel 8,000 offices at°$10/square fc_'t-..,. 80,000 ® Add 10,000 square foot Police Station 4 adjacent to offices @ $25/square foot.. . 250,000 ® Site preparation at 72nd site 100,000 . ® Purchase lot between shops and existing Police station... 75,000 a New Library building of 10,000 square feet at $60/square foot... 600,000 0 Site preparation and demolish at downtown site... 250,000 0 Architectural and Engineering (15%)... 315,000 ; Contingency $5%)... 105,250 Total without financing costs: $2,526,000 This alternative is certainly feasible and also less expensive than renting. ft would be adequate for Police and City Hall for 5-10 years, but a Library expansion would be needed in 5 years. The previously discussed operational inefficiencies of a decentralized facility would also result. I do however, recommend that this option be given serious consideration if the lower cost Bond/Certificate measures should fail. Likewise, the Air King site and Mr. Van Camp's recent proposal is also a good option, but in total cost still greater than the current Crow Remodel proposal. This site too should be given strng consideration as a next bests option if the Bond/Certificates fail. Space Needs II Memo ' Page 2 Finally, there is at least a third next choice option, failing voter Bond/Certificate approval: public-private , partnership finance of the Crow - Remodel. A private investor would do a build-to-suit remodel per our plans for the Crow site :and we would sign a, one year's lease with multi-year options. A lease-purchaseoption dependent` upon- future voter approval could' be 'included. The whole point of the Space Needs II Report was not to analyze "every possible option" (eg. Ed-McMahan- on the Tonight. Show), but rather to evaluate' a full spectrum of options. this we did. '' The Crow Remodel clearly has the most to offer at the least cost. If the Bonds/Certificates are rejected, the Space Needs problems remain and second best financing or site alternatives will need to be evaluated. r Space Needs III?
