City Council Packet - 08/23/1983 1' I G A R D C I T Y C 0 U N C I L SPECIAL MEETING MINUTES - AUGUST 23, 1983 - 7:30 P.M. 1. ROLL CALL: Present: Mayor Wilbur Bishop; Councilors: Tom Brian, John Cook, Kenneth Scheckla, and Ima Scott (arriving at 7:40 P.M.) ; City Staff: Doris Hartig, City Recorder and Bob Jean, City Administrator. 2. ADMINIST'RATOR'S REVIEW Mayor Bishop noted City Administrator's letter of August 23, 1983 requesting his performance review be held in open session and that this meeting was open to the public. He further requested Council to announce for the record their ratings under major goals/projects from the last review and then hear comments from each Council member regarding their evaluation. Councilors Scheckla and Scott expressed their displeasure that the City Administrator had not announced earlier the meeting was open to the public. City Administrator responded he had not made up his mind until today. Council then rated major goals/projects from last review period and performance dimensions. Councilors Scott and Scheckla gave the lower performance reviews with Councilors Brian, Cook and Mayor Bishop giving the highest marks. Councilor Scott commented on oral and writ-ten communications, problem solving, decision making, especially noting the "A" levy issue, management control, sensitivity, use of attorney's time and economic issues. Councilor Scheckla spoke to the City's intergovernmental relationships, department head residency requirements, attorney fees, communications with Council, the handling of the "A" levy, team building, personnel management, codes enforcement and Council groundruies. Councilor Cook read several articles from the elected official's handbook commenting he had used this as a guide when evaluating the City Administrator. He spoke to team work, goals to keep Tigard growing, oral communications, cost containment, space needs and LID policy. Councilor Brian's review was based on space needs study, general progress on Council goals, work produced with lower resources, oral communications. Mayor Bishop supported Councilors Cook and Brian's remarks with additional comments regarding involvement of volunteers, public relations, newsletter, interpersonal sensitivity, stress, and leadership qualities. Council and City Administrator discussed transition period when Mayor resigns office and the possibility of holding a workshop with a facilitator to assist Council in working together as a team. No decisions were made regarding this discussion. City Administrator requested Council's help in setting out his role and responsibilities. 3. ADMINISTRATOR'S SALARY AND COMPENSATION City Administrator reviewed his 8/12/83 letter to Council and the proposed revisions to his contract. He noted no adjustment in his salary for the past 18 months and that the salary was below market value. Councilor Brian suggested a 5% salary adjustment retroactive to July 1, 1983; approve the $115,000 group term life insurance through the ICMA Life Insurance Program and the $25,000 policy would be dropped. The deferred compensation proposal be setover until March of 1984. Effective March 1, 1984 provide for a 3% increase on salary. Councilor Brian commented he felt this suggestion was reasonable and merited. Council discussion followed regarding total compensation and job market value. Motion by Councilor Cook, seconded by Councilor Brian to revise the { resolution per the figures as suggested by Councilor Brian and bring back for August 29, 1983 meeting. EXECUTIVE SESSION - Council went into Executive Session at 9:35 P.M. under the provisions of ORS 192.660 (1) A & B to discuss employment of public officer, employee, staff member or individual. 5.
