SPECIAL MEETING NOTICE
A special meeting of the Tigard City Council will be held on
Friday morning, May 22, 1981, at 7:00 A.Z% in the City Administrator's
Office at Tigard City Hall, 12420 SW Main Street, Tigard, Oregon for the
purpose of: 1. Considering adoption of an ordinance setting June
30th as the date for an election for a levy request
to finance the construction of bicycle paths/pedestrian
walkways; and
2. Discussing the selection process for the City
Administrators position vacancy.

SPECIAL MEETING MINUTES, MAY 22, 1981, 7:07 A.M.
1. ROLL CALL: Present: Mayor Wilbur Bishop; Councilmen Tom Brian (arriving at
7:09 A.M.), John Cook, Kenneth Scheckla; Legal Counsel, Joe Bailey;
Acting City Administrator/Director of Public Works, Frank A. Currie;
Deputy Recorder/Administrative Secretary, Loreen Wilson.
2. Mayor Bishop stated that this special meeting was called for the purpose of
considering an ordinance for a bikepath levy to be presented to the voters on
June 30, 1981, and to chose what selection process is to be used for the City
Administrator vacancy.
3. ORDINANCE No. 81-41 AN ORDINANCE CALLING FOR A SPECI. L ELECTION TO SUBMIT TO
VOTERS A TAX LEVY FOR CONSTRUCTION OF BICYCLE PATHS/PEDESTRIAN
WALKWAYS.
(a) Motion by Councilman Brian, seconded by Councilman Scheckla to adopt.
Approved by unanimous vote of Council present.

and Jay Leet,were present at the meeting and expressed their appreciation to
the City for their support throughout the process of filing the ballot with
the County. They noted that in no way do they hold the City responsible
for the problem which resulted in the measure not being placed on the May
19th ballot.
(c) Council and Mayor Bishop expressed their appreciation and support for the
student's work on the issue. Mayor Bishop requested students stress the
availability of absentee ballots for the June 30th election to those people
on vacation at the time.

4. CITY ADMINISTRATOR SELECTION PROCESS
(a) Mayor Bishop stated that three executive search groups presented their recom-
mendations to Council at the May 18, 1981, meeting and that this meeting was
to select one of those groups to proceed with the selection process.
(b) Councilman Brian stated he agreed with Councilwoman Stimler's memo recommend-
ing Helen Terry be hired to conduct the selection process. He also stated
that he felt Council should not be involved as assessors but wait until the
top three candidates are selected and then have Ms. Terry help organize the
interviews with Council.
(c) Councilman Cook agreed with Councilman Brian's statements and requested Council
review the ordinance requirements for the City Administrator and see if they
wish to revise it before the profiles are completed.

(d) It was noted that Helen Terry and Legal Counsel would have to advise Council
as to what must be published for the public in the way of profiles and
criteria for the position opening.
(e) Councilman Scheckla stated he supported Ms. Terry and wondered if Mr. Sprecher
could be of assistance in this process.
(f) Consensus of Council was to have the advertisements stress that the City
prefers to have applicants that have experience or familiarity with the
Northwest.
(g) Motion by Councilman Cook, seconded by Councilman Brian to hire Ms. Helen
Terry to process the selection of a City Administrator and that the fee would
not exceed $1,700.00.
Approved by unanimous vote of Council.
5. Mayor Bishop stated that he appreciated the up-dates and thanked staff for the
completeness of information contained in the reports.
6. Acting City Administrator asked Council who they wished to appoint as the alternate
for the PAB board with the CDBG grant program since Mr. Barker no ,___

Consensus of Council was to appoint Linda Sargent as the alternate to the board.
7. Legal Counsel advised Council that they may be receiving calls from Councilmembers
from the .1960`s since he recently wrote them a letter regarding the Leron Heights
litigation issue.
Legal Counsel is to send copies of that letter to Council for their information.
8. Mayor asked what Council 's desire was in limiting or restricting the public
testimony that will be accepted at the 72nd Avenue LID public hearing June 1st.
Consensus of Council was to cut down the discussion of the issue since Council
has received testimony at other meetings.
Council also requested that an ordinance be placed on the June

9. Councilman Brian requested that Council fill out the profiles for the Cit". Adminis-
trator position by June 1st so that Helen Terry can begin the selection process
quickly.
Consensus of Council was to have a special Council meeting at 7:30 P.M. with Helen
Terry on either June 3rd or 4th at City Hall to begin the selection process.

Subject: Elections.
It is truly unforunate that the bike path levy was left off the
ballet May 19th. I realize that the error was at the County,
but I feel that we should be able to help the efforts of those
who worked so hard here. The disappointment of having a major
foulup, is no doubt even greater to the students than it is to
me. I would hope that at the specialty—vote to pass an Ordinance
so that the levy would go on the Jura 30uA ballot. fdy vote would
be in favor.
Subject: Selection of Consultant for Screening City Administrator,
I feel that Helen Terry would be our best choice. I think that
she and her people did ? finc j;,L on the Poilce Dept assement.
I think that approach is a good one. I do think we should not be
involved until the final interview stage. With the help of the
L.O.C. material we should be able to give the job discription and
qualification needed for Mrs Terry to begin as sone As posy;i,i o

I am sorry that I am out of town for this meeting but felt that
my input might be helpful.
I 'm also concerned ' that the Loaves and Fishes levy did pass.
If it didn't I think we should be able to put that on the June 30th
ballot. Many people told me they didn't vote because of the mixup
on the bike path measure. Since the county goofed we should have
some recourse. If the measure passes then it will be a moot point.
