SPECIAL COUNCIL MEETING MINUTES - JUNE 18, 1980 - 7:40 PM
1. Mayor Mickelson called the special meeting to order noting that the meeting
was called by the Mayor for the purpose of holding public hearings for the
proposed use of Federal, & State Revenue Sharing Funds and the 1980-81 Budget.
2. ROLL CALL: Present: Mayor Alan Mickelson; Councilmen Tom Brian (arrived at
7:42 PM), Councilman John Cook, Councilman Kenneth Scheckla;
Chief of Police, Robert Adams; City Administrator, Raeldon R.
Barker; Head Librarian, Irene Ertell; Administrative- Secretary,
Loreen Wilson.

3. PROPOSED USE OF FEDERAL REVENUE SHARING FUNDS
(a) Public Hearing Opened

7: 42 PM Councilman Brian arrived:
Sally Quinn of the Washington County Community Action Emergency
Services and Shelter, 531 South First, Hillsboro, appeared and
requested funding assistance in the amount of $3,000. The
Shelter provides food, shelter, informal counseling and other
services to the community and requested Council assist in I
supporting this effort.
(c) Public Hearing Closed
(d) Council Consideration:
City Administrator stated he supported the work being done by the
organization but could not recommended 'funding at this time of
cutting back the budget funds.
4. PROPOSED USE OF STATE REVENUE SHARING FUNDS

(d) Council Consideration:
City Administrator stated that all State Revenue Sharing Funds would be
going into the General Fund.

(d) Consideration by Council:
City Administrator requested Council take action as to whether
to put a line item in the budget for sidewalk construction in
account No. 2.1.3.708.. Discussion followed regarding the Park Street
sidewalk which was proposed June and July of 1979 in Council meetings.
Council consensus was that sidewalks constructed along Park
Street should be done through an LID process since it is a local street.
Council consensus also was to create a line item of $100 in Account No.
2.1.3.708 for sidewalk construction.
OR City Administrator also stated that if the County Road Levy passed
on June 24th that the Finance Director would include those funds in
the budget and that street resurfacing expense &. the expected revenue from
sale of the pinebrook property would be carried over to the new fiscal
year.
