SPECIAL MEETING MINUTES, JULY 30, 1979, 7:30 P.M.
1, ROLL CALL: -Mayor Alan Mickelson; Councilmen John Cook and Tom Brian; City
Administrator, Raeldon R. Barker; City Recorder, Doris Hartig; Administrative
Secretary, Loreen Wilson.
2. APPROVE SENIOR CITIZEN CENTER H.U.D. GRANT AGREEMENT
(a) City Administrator recommended approval noting that the City would not
be able to incur costs until the environmental clearance is received
from D.E.Q.
(b) Motion by Councilman Cook, seconded by Councilman Brian to approve and
authorize signing by the Mayor.
Approved by unanimous vote of Council present.
3. RESOLUTION No. 7982 A RESOLUTION OF THE TIGARD CITY COUNCIL DECLARING
SURPLUS MATERIALS TO BE SOLD AT PUBLIC AUCTION.
(a) City Administrator recommended approval. It was noted that a 1973 Ford
Torino would be added to the list of materials to be sold.
(b) Motion by Councilman Brian, seconded by Councilman Cook to approve.
Approved by unanimous vote of Council.

but wished to explain item prior to the meeting.
The sewer line was installed in October of 1976 and January 10, 1977
the Council accepted the sewer line. However, July of 1978 the line
was televised and found to be weak in some areas. After lengthy,
discussion, Council consensus was to have Mr. Morsette submit a letter
to the City stating that he will cover any problems occuring on the
line for the next 24 months,
9. STATUS REPORT - Summer Lake Park _ City Administrator
(a) City Administrator stated the final invoice from O.K.B, for work on
Summer Lake Park Plans has been received by the City. The Park Board
is satisfied with the work received and noted that it was satisfactory.
City Aministrator noted this would be one of the bill; payable which
will be presented to Council at the next regular. meeting.
Councilwoman Stimler arrived 8:55 P.M.
10. OTHER
(a) City Administrator stated the new sweeper was in service and would be
busy trying to catch up the backlog of work.
(b) City Administrator reported that the new Public Works Director, Mr. Frank
Currie, would be reporting to work no later than September 3, 1979.
He is currently the Public Works Director of Mercer Island, Washington and
is a registered engineer.
Councilman Scheckla arrived 8:59 P.M.
(c) City Administrator requested Council approve requesting bids for the
1980 patrol cars so that we will be prepared at the time for ordering.
Consensus of Council to approve.
(d) City Administrator noted that the Building Department had measured the
buildings for height at Centerbury Woods in preparation for the August
7th Planning Commission meeting. Councilman Scheckla requested that
staff retain someone outside the City to measure the buildings;so as to
take some of the pressure off of the staff.
After some discussion, Council agreed to have someone other than staff
measure the buildings
(e) City Administrator reported that a new staff car was purchased;for
$500.00 under budgeted amount. It was a 1978 Nova with only 22,000
miles.
(f) Councilman Brian questioned when staff would request the weeds and grass
be snowed around the_Pietros` site`on S.W. Pacific Highway. Councilman
Cook noted that the grass had been mowed within the last 48 hours.

(g) Councilman Cook expressed concern that the City overlay streets this
summer before petroleum products increase in cost much more. This
could be quite a savings over next spring when the overlays were
originally scheduled,
(h) Councilwoman Stimler noted that the O'Mara site was still first choice
for the Senior Citizens Center site. She would check with Fred Menzel,
Chairman of the site selection committee and report back to Council at
the special meeting of August 6, 1979.
(i) Councilwoman Stimler noted that trees were blocking the site at the
corner of Watkins and Park Streets and requested staff handle matter.
(j) Councilman Scheckla requested City Administrator investigate the
possibility of having a mechanic on duty at night for repairs to the
police vehicles so that there would be limited down time for the cars.

RECONVENCE IN EXECUTIVE SESSION 9:35 P.M.
Council went into executive session under the provisions of O.R.S. 192.660 (2)
(d) regarding Wheeler--Killion. Claim.
Concensus of Council was to review letter from Attorney Bailey regarding appoint-
ing legal Council to represent the City.
