APPROVE BURLINGTON NORTHERN SANITARY AND STORM SEWER EASEMENT. (a) City Administrator noted that two storm sewer easements were involved. The railroad is requesting $275.00 payment for the first 10 years and $200.00 for the second 10 year period. City Administrator recommended approval of the easements with the stipulation that the developer of Southern Pacific Industrial Park pay the money to the City to cover the first 10 years fee. (b) Motion by Councilwoman Stimler to approve easement with developer paying $275.00 to the City for the first 10 years easement. Approved ,by unanimous vote of Council. 10. RESOLUTION No. 79-70 A RESOLUTION OF THE TIGARD CITY COUNCIL MAKING APPOINTMENT To THE PLANNING COMMISSION. (a) City Administrator recommended Council reappoint Susan Herron and Roy Bonn to the Planning Commission, terms expiring 7/1/83. (a) City Administrator noted the figures represented the latest information on fund carry-.over amounts and recommended approval. (b) Irene Ertell, Head Librarian, Yvonne Burgess, Library Board member, and Madaline Utz, President of Friends of Library all requested Council reconsider the cut of $5,973 from the Library Budget. Concern was expressed regarding cutting the City's support from the Library when the County levy requires the City maintain current level of support to be eligible for the levy. (c) After lengthy discussion by Council, staff and audience, Councilman Cook moved that a line item be created for a Library Construction Account and take $5,973. from contingency to 'und the item. City Administrator commented meeting was called at request of Council to discuss merit increase for City Recorder/Finance Director and Municipal Judge. Council discussed performance of City Attorney, Municipal Judge and City Recorder/Finance Director. At 9:43 PM, Council adjourned Executive Session and reconvened in Regular Session. Motion by Councilman Cook, seconded by Councilwoman Stimler, that after the police section of .the Tigard Municipal Code is amended and 60 days from start of hearing of the cases in Municipal Court, as evaluation against the 1978 performance be presented to the City Council and the Municipal Judge's salary be re-evaluated at that time. Judge to receive a 7.3% cost of living adjustment beginning July 1, 1979. Motion carried by unanimous vote of Council. Councilman Brian moved the City Recorder/Finance Director be granted a 5% merit increase effective July 1, 1979; seconded by Councilman Cook. Motion carried by unanimousvote of Council. '1979 TO: Librry Board City Council FROM: City Librarian SUBJECT: Monthly Report, May 1979 1. Administration: a. Library Board held its regular meeting on May 14. Minutes are attached. b. May 16, Yvonne Burges: and Jinn Sidey attended the county meeting for, reconsideration of the serial levy contract for 1979-80. Citing.inter- ference in city control of libraries, the committee rejected provisions dealing with hours of operation, staffing, book selection policy and materials purchasing. The committee will meet in June to re-write the contract. The Citizens" Advisory Board, at its meeting that same evening, passed a motion that "recommends that the Board of County Commissioners riot allocate library serial levy funds to any entity that does not agree to expend said funds for library services in the fiscal year received." This would preclude libraries Using any of the money for a building reserve fund. c. Doris Hartig, Tigard representative, attended a meeting of the i Washington County Friends of the Library on May 16. Her report is attached. d. Librarian attended Washington County Cooperative Library Services (t4CCLS) annual greeting May 30. Of interest: The WCCLS reference librarian. reported 5093 requests for books and information from May 1978-April 1979. Tigard had the greatest share, 675. This means two things: successful extension of services through the county system and "a need for more books. Susan Hardie, Tualatin City Librarian, is working on an initial`reciprocal borrowing policy with Clackamas County. This is being pursued in light of increased requests for services from people near the county lines to both`; Washington and Clackamas` county libraries. A preliminary step will. be to keep records of requests for- services by libraries involved. e. The formal Request for Proposal (RFP) for Computerized_Circulation System for 14CCLS has gone to Washington County. A committee has'been'estab- lished to review the RFP on June 7. The RFP, with recommendations, will go to Washington County Board of Commissioners June;19. The Board reaffirmed their support of the contract, contending that there should be room for negotiation on points which might be troublesome for the smaller libraries, but maintaining the clauses which outline library responsibilities. SB 31 Librarian reported that the Library Aid Bill, SB 31, had passed the Senate Education corraiittee and that it will be taken up in Ways and Ileans next. Ways and Bans will determine the question of funding and how much. The intent of the letter of inquiry w.11 be to give a total shopping list, confined to capital construction, for each library. if the foundation did not want to fund the entire package, they could pick and/or choose specific library capital projects. Each library is to indicate what is unique or unusual about their facility (service), what planning has been accomplished, what matching or support money would be available, site acquisition, preliminary plans, estimated cost, etc. The Tualatin Library will draw up a "model" for other libraries to follow. As you know, they have land for the site available, partial funding and possibly preliminary plans prepared. As I listened to the discussion regarding the difficulties of securing foundation funding for a tax supported body, it appears to me that Tigard has done very little specific planning for a new facility.
