(a) City Administrator stated this was a condition stipulated by Planning

(a) Planning Director noted the request was for a sales office and recommended f

14. APPROVAL OF TEMPORARY SALES OFFICE - Morning Hili Subdivision/Wedgewood Homes
(a) Planning Director stated the requested sales office was to be located at
11990 SW Morning Hill Drive with restroom facilities to be located at
1.1925 SW morning .Hili Drive and at the model homes. Planning Director !
noted concern regarding location of sales office and suggested Council 1111
consider a one year permit with the"stipulation that'.if any written com-
plaints are received by the City, it would result in immediate revocation of
the permit.
(b) After lengthy discussion by Council, Staff and Mr. Mike Beardsley of Wedge-
wood Homes, Councilman Cook moved to grant'a one year permit for a temporary
sales office at 11990 SW Morning Hill Drive. Motion seconded by,Councilman
Brian.

Nancy Robins, 12185 SW Summer Street, questioned Council regarding school
district boundaries and expressed desire to be in the Tigard School District
Harold Busch, 12205 SW Summercrest Drive, noted concerns regarding septic tank
failures and requested Council take action to annex island.
Mayor Mickelson and Council answered questions of citizens noting that
the advantages of annexation were sewer service, street lights, police p
protection, library, streetimprovements and parks.

17. (c) Planning Director stated that Planning Commission recommends approval with
the conditions as noted in the ordinance, and synopsized history of request.
(d) Ken Cole, architect from Vancouver.Washington, represented Mr. Way Lee and
presented plans for the five acre improvement.
(e) Gary Bullock, attorney representing Mr. Stephen Louie, read letter from
Mr. Carl Buttke to Mr. Louie, auuLCss�rg concerns -regarding
light at 69th and how it might affect the Hi Hat property.
(f) Mr. Stephen Louie, part-owner of the Hi Hat Restaurant, noted concerns
regarding traffic flow when the light is installed and requested Council
consider an alternative, to eliminate this problem, by opening up a thru-
way between Mr. Lee's development and the Hi Hat parking lot.
(g) Lengthy discussion followed by Council, Mr. Lee and staff.
(h) ORDINANCE NO. 79-38 AN ORDINANCE ADOPTING FINDINGS WITH RESPECT TO AN APPLICATION

19. TRAVELERS RETIREMENT PROGRAM - Termination of Program - Authorize execution by Mayor
and City Recorder.
(a) City Administrator requested Council authorize termination of program. City
has furnished I.C.M.A. and I.R.A. Programs for the employees at a lower
cost to the City maintaining the same lavel of benefits.
(b) Motion by Councilwoman Stimler, seconded by Councilman Briar, to approve and
authorize Mayor and City Recorder to execute.

20. 99W T.M.S. PROJECT - Construction Agreement - Approve and authorize execution by
Mayor and City Recorder.
(a) City Administrator recommended Council approve and execute agreement. He
noted that 100% of the difference between the estimated total cost of said
phase of work and the amount anticipated to be contributed by the Federal
Highway Administration would be deposited by the City. The amount is estimated
to be from $119,000 to $150,000. System Development Charge funds will be
used to fund this project.
(b) RESOLUTION NO. 79-58A RESOLUTION AUTHORIZING EXECUTION OF THE CONSTRUCTION-
FINANCE AGREEMENT FOR IMPROVEMENTS OF PACIFIC HIGHWAY.
(c) Motion by Councilman Cook, seconded by Councilman Scheckla to approve.
Approved by unanimous vote of Council.
(d) City Administrator will forward the Buttke letter to Mr. Steven Louie
dated 12-1--78, to Oregon Department of Transportation and express Council's s
concern regarding the lights at Fred Meyer and 69th Avenue.

(a) City Administrator requested Council approve a Sewer Cash pond Escrow Agreement'
in'the'amount of $31,468.00 for J.B. Bishop's development on S.W. Pacific
Highway.
Motion by Councilman Cook, 'seconded by Councilman Scheckla to approve and
authorize,Mayor and City Recorder to execute.
Approved by unanimous vote of Council.
(b) Legal Counsel reported on litigation filed against Hoffman and Hoffman and
the City of Tigard.
(c) Councilwoman Stimler questioned staff :and Council on proper procedure for
soliciting sites for the Senior Citizens Center proposal, and stated the
Site Development Committee is working on the project now.
City Administrator stated that if there were any advertisements placed in the
newspaper, the price of the land sought could not be printed.

(d) Councilman Brian questioned the purpose of two checks. The Finance Director
explained the reason for the checks.
(e) Councilman Scheckla asked staff to prepare an ordinance for next Council
Meeting to prohibit parking on 110th Avenue by the sales office for
Carlon Park Estates_
(f) Mayor Mickelson reminded Council of the Elected Officials Caucus meeting to
be held at City of Beaverton on May 31, 1979.

Dear Tei"t. LCuie:
As we discussed on Monday, November 27, 1978, I have made an
analysis of the impact of the installation of a traffic
signal at 69th Avenue and Barbur Blvd. .on the operation
of your restaurant driveways.
The traffic signal at 69th Avenue will be part of a signal
system on Barbur Blvd.-Pacific Highway through Tigard.
Therefore, most traffic passing your restaurant on Barbur
..,�e by the signal'progres--
Blvd. will be in platoons esteb�1�ii�u- ,
sion. It appears from;the data provided by the Oregon
concerning this signal project,
Department of Transportation
that most of the eastbound traffic platoon will pass through
the 'signal at ; 69th Avenue without having to stop.
It is expected that the majority of traffic which will be
forced to stop at 69th Avenue in the eastbound direction
will be traffic turning onto Barbur Blvd. from the Fred Meyer
Shopping Center and other driveways and cross streets between
Fred Meyer and 69th Avenue.
During the peak hours of traffic on Barbur Blvd. , it is esti-
mated that some 15 to 20 vehicles would be stopped at the
signal at 69th Avenue during many signal cycles. That would
ound

vary in length between 200 and 250 feet=

Your easterly driveway is located approximately 200 feet west
of 69th Avenue . Therefore, it is probable that your easterly
driveway could be blocked periodically between say 4 :00 and
6:00 p.m.
However, this blockage is not expected to occur every signal
cycle but only periodically with surges of traffic leaving
various driveways and cross streets. Also, these queues of
traffic are expected to clear every cycle thus permitting gaps
in the traffic stream for motorists to make left turns into the
easterly driveway. It is expected that the westerly driveway
will not be blocked.
The above described situation is expected to occur if all east-
bound traffic is stopped at the signal at the Fred Meyer Shopping
Center when traffic exits the Center. The Oregon Department of
Transportation has indicated that this would be the case, but the
design has not been finalized. I therefore recommend that you
seek assurances from the Department of Transportation that the
signal at the Fred Meyer Shopping Center be designed to stop all
eastbound traffic when traffic is permitted to exit the Center.

SUBJECT: Sewage Pump Stat_lons

PURPOSE
To establish policy, administrative procedure and design criteria for pump stations.
POLICY
1.0 GENERAL.
1.1 Pump stations generally will not be allowed in areas where gravity sewer
service is pro,-rarmed for construction in either the City's or Unified
Sewerage Agency's Capital Improvement Program or sewers are available
within 3,000 feet.
1.2 Temporary pump stations will be allowed in areas where future develop-
ment will require extension of gravity sewers, and the economics are in
the best interest of the City and U.S.A. . Design life must be less than
ten years as determined in the preliminary report and have a capacity of
less than 400 gpm. Note 1.4 below. Prior agreement shall be made with
regard to removal of temporary facilities.
1.3 Permanent pump stations will be allowed in areas where future development
does not require extension of gravity sewers. Note 1.4 below.
1.4 Conceptual and final approval must be secured from the Council (& U.S.A.)
for either 'type' of installation and is subject to at least the following f
conditions.
ADMINISTRATION
2.0 PROCEDURE
2.1 Conceptual appro*ial, in the form of an affirmative response by the'Council
to a letter of request for consideration of installation from an,applicant,
shall be secured by the applicant prior to staff acceptance of the pre-
liminary report/plans for review. The applicants engineer in charge must
have had prior experience in designing similar `systems. Qualifications must
be submitted along with the initial letter of conceptual approval request.
Preliminary reports/plans must be prepared, signed and sealed by a registered
civil engineer.
2.2 Final approval, is the form of Council authorization of City execution or
of an agreement tnereinregard, shall be obtained by the applicant prior
to staff issuance of 'approved' construction plans.
2.3 A sewer compliance and/or contract agreement, performance and/or maintenance
bond, inspection and/or service fees, and a City-U.S.A. - D.E.Q. °'approved' I
construction plan(s) shall be completed and shall be on file with the City
prior to any installation work commencing.
2.4 A' full-time 'resident' inspector must- be supplied during construction.
The inspector must have had prior experience in inspecting similar facilities,
including mechanical, electrical, elementary and control systems; the
engineer in charge shall certify inspection reports and shall be in charge
of the inspection.

4.1•4 Wet-well shall have sufficient volume to provide a holding period
of ten minutes between pump operating cycles. The Floor shalt be
stoped for proper installation and function of the pump inlet.
4.15 metal pump chambers shall have sufficient corrosion and cathodic
pro'c>ction to insure the design life of the system, conforming
with the corrosion potential of each site.
4.16 Wet-well, dry-well systems shall be -equ:rcd unless otherwi ce
approved.
4.2 Mechanical
4.21Provide sufficient pumps of size to provide complete standby
capabilities. Pumps shall have double mechanical seals.
4.22 Provide adequate ventilation for all pump stations. Underground
pump chambers shall have mechanical ventilators and dehumidifiers.
4.23 Adequate piping, valves and appurtenances shall be installed for
isolation and removal of pumps.
4.24 Washwater shall be provided with backflow preventor and 3/4" hose

4.25 Pump station utilizing air bubbler control: shall leave a standby
air compressor..
4.26 All components shall have a source of supply and/or repair located
within a 24-hour delivery time.
4.27 The pumping station shall be equipped with a magnetic flowmeter
and recorder with totalizer.
4.3 Electrical
4.31 Dual power systems shall be provided for all pump stations with a
capacity of 400 GPM or more.
4.32 Provide an electrical transfer switch for connecting generation
equipment on all stations with a capacity of less than 400 GPM.
4.33 Provide exterior and interior lighting and convenience outlets.
4.34 Electrical panel construction, electrical wiring and equipment '
- shall be in strict accordance'with the 'National Electrical Code,
State and Local Codes, and in conformance with applicable speci=-
fications of, NEMA,' ANSI, UI and IPCEA. Inside panels NEi2A 1;
outside panels NEMA 4.
4.35 Provide pump, sequencing to alternate pump operation,
4.36 Each pump shall be equipped with an elapsed time meter.

within a 24-hour delivery time.

Burlington northern maintenance crews repaired the railroad
crossing (2 tracks) on l?ain Street last Wednesday. Staff has
received no word from. Southern Pac,i.'ic on their plans to
repair the remaining set of traces. Tigard's share of the
Burlington Northern job was x.2,500.00. In spite of the efforts
ox, Staff, City Council and citizens. . . . .in spite of the
number of calls we have received requesting that something be
done to this crossing.. . . . .in spite of the fact that the
City paid a portion of the costs to repair this area. . . . . .
people driving past the project who were delayed by the
equipment cursed the flagm-en, cursed the truck drivers and
cussed the maintenance crew. The milk of 'human kindness has
soured.
